CANADA: NABIG Congress 2018 in Hamilton, Ontario

The 2018 NABIG (North American Basic Income Guarantee) Congress happened in Hamilton, Ontario, from May 24th to May 27th at McMaster University. There were around 120 people presenting and attendance between 270-280 people. The conference was notably diverse, with attendees from across the income spectrum,  from people who have prospered in business, to people living in poverty. There were representatives from legislatures, civil services, business, academia and faith organizations, unions, agriculture, community service groups, advocacy groups, and First Nations communities. There were participants with long and deep knowledge about Basic Income, as well as people who were new to the concept. There was also a large number of young people, attending and presenting. There were participants from Australia, Brazil, Canada, Chile, Germany, Mexico, Portugal, Russia, the USA, and the UK, among others.

The conference opened with welcome remarks from Hamilton Mayor Fred Eisenberger, followed by a panel that included Guy Caron, a federal Member of Parliament (MP) from Québec with the New Democratic Party; Art Eggleton, a Canadian Senator and former MP, and former long-serving mayor of the City of Toronto; Evelyn Forget, Manitoba health economist that uncovered the effects of Mincome on health and wellbeing; Sheila Regehr, chairperson of the Basic Income Canada Network and Ian Schlakman, Basic Income Action activist from the National Welfare Rights and Poor People’s Campaign. The moderator for that section was Laura Babcock, President of POWERGROUP Communications and a national current affairs commentator. Guy Caron spoke about his Basic Income proposal, a way to combine existing benefits such as the Canadian child benefit and tax credits into one policy that guarantees that no one would fall under the poverty line. Senator Eggleton also said he would be for an incrementalist solution to rolling out Basic Income in Canada. At the end of the panel, each speaker was asked to say one inspirational phrase that summed up their views and MP Guy Caron said: “Putting a man on the moon was a huge achievement. If we could end poverty in Canada, we would be the first country in the world to do so!”

The conference also had the participation of the group Living Proof, a select group of speakers that are participants in the Hamilton Basic Income Pilot. The Basic Income recipients stood up, one by one, and told their stories. Each of the participants spoke of how they went from having a comfortable middle-class life to living in poverty and about the challenges they faced on a daily basis. Jodi, one of the Basic Income recipients, said that she had a normal middle-class life before a divorce left her and her children in a dire situation, especially since one of her children has Brittle Bone disease. She talked about a night when she had a child with a broken leg and had to worry about taking her to the hospital because she had no money to pay for parking. Others spoke about mental health and disability challenges and referred to several difficulties with the current social security system whose job is more felt as policing rather than helping them find exit strategies for their situation. Interestingly, all recipients said they started volunteering in their communities since they have been receiving the Basic Income and this has inspired them to try to change their situation of poverty and of those around them.

The event was entitled, Basic Income: Bold Ideas, Practical Solutions, and the main plenary talks were on two themes, Convergence and Reality. The Convergence topic intended to presenting Basic Income from different perspectives, from social justice to health, human rights, faith, technology etc. The Reality theme, which goes beyond the reason why we need a Basic Income, included implementation issues on how a Basic Income should operate, e.g. how to fund it and how to gain public support.

Canada: Basic income would cost $76B per year

76 billion dollars. That’s what it would cost to implement basic income in Canada according to a new report released by the Parliamentary Budget Office (PBO).

The report comes just days after Ontario began testing its own basic income pilot study in Hamilton, Brantford, Brant County, Lindsay and Thunder Bay. As part of the study, 4000 Ontarians will receive unconditional cash transfers of up to $2500 per month for the next three years. The new report estimates how much it would cost to roll out the program nationwide.

Importantly, the policy under consideration would not be an universal basic income, and would only be available to low-income individuals between the ages of 18 and 64. Roughly 1 in 5 Canadians (7.5 million people) would qualify for benefits. The plan would guarantee a minimum annual income of $16,989 for singles, and $24,027 for couples (those with a disability could receive an additional $500 per month).

The report also assumes that the guaranteed basic income (GBI) would replace $33 billion in federal spending already in place to help low-income people, thus bringing the net cost of implementing the program down significantly to $43 billion.

The report has drawn both praise and criticism from both sides of the debate. Opponents of the idea (including Conservative MP Pierre Poilievre, who requested the PBO study) cite the high cost of the program, arguing that the plan would add an additional 13 percent to the current federal budget.

Supporters argue that the report actually underestimates the value of a minimum income by not taking into account potential savings in other areas of the economy. Elaine Power, a professor in public health at Queen’s University, notes that a basic income could save the government up to $28 billion in healthcare costs directly attributable to poverty. Andrew Coyne, a columnist at the National Post, also suggests that local governments would likely share the cost burden, which could knock an additional $20 billion off the federal price tag.

Currently, there are no plans to implement a nationwide guaranteed basic income in Canada. However, the report marks the first attempt by the federal government to estimate what such a program might cost. In order to further assess the viability of basic income in Canada, all eyes will surely be on the Ontario pilot study in the years to come.

David Calnitsky has recently published a paper analyzing the impact of basic income on the labor market, on the Socio-Economic Review Journal. The Abstract reads as follows:

 

“How do firms react when the whole labor force has access to a guaranteed income? One view argues that the guaranteed income is an employer subsidy, facilitating low wages and a ‘low-road’ industrial strategy. The second view suggests that in providing an alternative to work, the guaranteed income tightens labor markets and pulls wages up. This article examines the impact of an understudied social experiment from the late 1970s called the Manitoba Basic Annual Income Experiment, or Mincome. This research focuses on Mincome’s ‘saturation’ site, the town of Dauphin, Manitoba, where all residents were eligible for unconditional payments. Using an archived survey of local firms that inquires into wage rates, applications, hiring, and work hours, I find support for the second view. I close by examining the mechanisms behind the employer subsidy argument and considering the conditions under which a variety of income-support policies might increase or decrease wages, and more broadly, foster compromise or conflict in the labor market.”

 

Calnitsky concludes in this article that it is unlikely that business organizations will come to support basic income, if it can be shown to increase the bargaining power of workers. However, dependent on certain implementation details, basic income can be made to facilitate exploitation by employers, rather than obstruct it. For instance, if it replaces some welfare state functions, leaving people less economically safe as a result, and hence more vulnerable to (economical) abuse. At the very end, he also reminds readers that support for basic income may be more efficient if made upon “the policy features themselves, rather than a generic proposal suffering from overly malleable and mutable definitions.”

CANADA: Quebec is implementing a means-tested benefit, not a basic income

The province of Quebec, in Canada, has been fostering conversations around basic income and even, at a certain point in 2016, has appointed a long-time supporter of basic income, François Blais, as Minister of Employment and Social Solidarity. Although the term “guaranteed minimum income” has been used in an indiscriminate fashion ever since 2014, there has never been an actual mandate for Blais to implement basic income in Quebec.

 

In fact, what is being implemented in Quebec at the moment differs considerably from a basic income, as defined by the Basic Income Earth Network (BIEN). According to Dorothée Boccanfuso, Chair of Quebec’s Expert Committee on Guaranteed Minimum Income, the new plan’s definition is presented as “any system that offers a guarantee of monetary resources for all, with the amount of those resources being related to a minimum threshold”. This expert committee has been tasked to make recommendations to François Blais, on income support, having produced a report. The proposed scheme has, therefore, kept existing social security system’s properties of means-testing and incentives to work, the latter strengthened through “a greater reward be provided for work efforts, through a major increase to the work premium”.

 

The enhanced economic support scheme is intended to widen its coverage, aiming at defining a “benchmark threshold”, a means-tested minimum guaranteed income to support “persons with no employment restrictions, for persons 65 and over and for people with disabilities”. There has been, clearly, an effort to cover more people with social support, trying to fill in the gaps and effectively reduce poverty levels, but still not embracing unconditionality. As the Expert Committee on Guaranteed Minimum Income puts it:

 

“The Committee wants a society that is free of poverty, but this wish can only be achieved by helping persons who are able to re-enter the labour market, pursue education and training or, more generally, better integrate into society. In the Committee’s view, poverty is not a status, but rather a situation and those who are in it must be helped to get out. The income support system must guarantee the minimum resources required for vulnerable persons to meet their immediate needs. Above all, it must eliminate barriers preventing these persons from escaping poverty.”

 

So, the social security program sought is not an unconditional basic income. However, some media sources are portraying it in misleading headlines such as “Quebec to offer basic income for 84000 people unable to work” and “Basic income to be given to 84000 people in Canada”. One the other hand, a few anti-poverty groups have clearly criticised the support scheme, calling out for a true unconditional support system. According to Serge Petitclerc, representing the group Collectif pour un Quebec sans pauvreté, the “guaranteed minimum income (…) should be unconditional and it should apply to the entire population”.

CANADA: Canadian Association of Social Workers Recommends UBIG of $20,000 As a Better Alternative Than Negative Income Tax

On October 30th 2017, the Canadian Association of Social Workers (CASW) released a position paper recommending a Universal Basic Income Guarantee (UBIG) of $20,000 for all individuals, regardless of income. CASW’s UBIG fulfils the definition of a Basic Income. CASW argues that a UBIG is superior to a Negative Income Tax, which is being tested in other experiments (1).

CASW argues that a universal demogrant model, or UBIG, is “a cost-effective and socially responsible mechanism through which Canada can ensure dignity for all”.

CASW states there have been many federal promises to end poverty in Canada over the past 30 years, in many different forms, including Canada’s support for the United Nations’ Sustainable Development Goals which specifies the need to “end poverty in all its forms everywhere”. Yet in 2016, 4 million Canadians (12.9%) were living in poverty and child poverty rates even increased between 1989 and 2013.

According to CASW, conditional and heavily monitored programs are insufficient and expensive. The combined income support-related expenditures of all federal, provincial, and municipal levels of the Canadian government cost just over $185 billion. Furthermore, their implementation causes a great deal of stress given their unreliable nature, with individuals reporting stress brought on by stigma, marginalization and feelings of disempowerment and hopelessness.

CASW claims that “current social assistance systems in Canada are inadequate and contribute to a cycle of poverty”.

Poverty is a well-known social determinant of physical and mental health. CASW illustrates this with several UBI-related examples from Canada:

  • a difference of more than 20 years in life-expectancy between the high-income and low-income population in Hamilton, Ontario;
  • a reduction of 8.5% on hospitalization during the Mincome basic income pilot project in Dauphin, Manitoba (2);
  • people between 55 and 64 years of age are 50% more likely to experience food insecurity compared to seniors 65 years or older who receive the Old Age Security pension.

From CASW’s perspective, the strengthening of Old Age Security (OAS) and the introduction of the Canada Child Benefit were solid steps towards realizing a UBIG in Canada. Programs like the OAS, which are universal in nature and have few eligibility criteria, are quite inexpensive to operate. In 2013, the total cost of operating the OAS program was 0.3% of the total annual program cost. In contrast, the total administrative cost of Employment Insurance, a program with a high degree of gate-keeping and extensive eligibility criteria, was 8.1% of the total annual program cost.

According to CASW, this cost-saving potential is a fundamental strength of the UBIG which would operate under significantly fewer operational and administrative costs than, for example, a negative income tax model.

CASW further argues that the so-called “benefit trap”, that makes the adoption of part-time work unattractive and is often used to argue against a basic income guarantee, in fact only exists within the negative income tax model. Therefore, the true benefits of a basic income guarantee cannot be realized within the negative income tax model which has formed the basis of all of the pilot projects run so far in Canada.

In addition, a universal demogrant model involves significant benefits to the middle classes giving it a wider support base compared to a program that only targets low-income households.   It will therefore have more likelihood of success.

CASW recommends a UBIG of $20,000 per year with the possibility of additional fully-remunerated casual, part-time, or full-time employment. Individuals with disabilities would receive an extra $6,000 tax free per year. The UBIG should replace only traditional welfare or social assistance programs – not all existing social programming. One’s net income will then be taxed according to progressive tax brackets. This model encourages participation in the labour market.

 

Notes

(1) – A Negative Income Tax does not pay an unconditional income to every individual. Instead, it tops up earnings below a threshold, and charges tax on earnings above the threshold. The administration of a Negative Income Tax poses more challenges than the administration of a Basic Income.

(2) – This is a significant amount considering the Canadian Institute for Health Information in 2014 put the total health expenditure in Canada as upwards of $200 billion.
