The Netherlands: Dutch Labour ministers reject Basic Income as part of solution for older unemployment in the Netherlands

Lodewijk Asscher and Jetta Klijnsma, the Minister and the Secretary, respectively, for the Ministry of Social Affairs and Employment in the Netherlands, have dismissed the idea that a Basic Income could form part of a solution to deal with the increasing levels of unemployment amongst older people in the country.

 

Answering questions on the Radar Extra documentary ‘Chance of Work: 3 percent’, which investigated the high rates of unemployment amongst the over 55s and their difficulty in returning to the world of work, the ministers accepted that the unemployment rate was too high, but rejected the notion that an older unemployed person had only a 3 percent chance of returning to work. They claimed instead that “the chance of finding work is significantly greater… and will increase further with an improving economy and additional government measures”, adding further that, according to a paper published by the UWV (Employee Insurance Agency) in May 2017, 35 percent of those receiving unemployment benefit over the age of 55 return to work within a year.

 

When it was suggested by the interviewers that a Basic Income might allow the older unemployed to contribute to society in a different way, the ministers stated that “unconditional basic income is not a realistic or economically viable option”, reasoning that “regardless of the cost, as basic income increases so labour supply decreases, supplementing a low wage economy”. They also explained that Basic Income did not fit with the party’s political ambitions, which are built around a focus on “increasing employment” and a “commitment to participation”, the result of which, they believe, will offer people “a social network, self-confidence and opportunities for development”.

 

The extent to which these comments will be concerning for Basic Income proponents is unclear, however, given the heavy losses the Labour Party suffered in the March 2017 elections, which saw support plummet from 38 to just 9 seats, seventh place in the final standings. Though a government has yet to form, the prospect of the Labour Party participating in a coalition, therefore, seems remote. In addition, Jetta Klijnsma, the likely outgoing Secretary for the Ministry of Social Affairs and Employment, has recently authorized for 5 municipalities to carry out Basic Income experiments. The Radar Extra petition to experiment with Basic Income in over 55s has also already been signed by over 70,000 people.

Study of Iran’s basic income shows it did not harm employment

An economic study of Iran’s Basic Income, which was implemented to make it easier to phase out expensive (and ecologically destructive) fuel subsidies, shows that there have been no negative effects on employment. In the first section, I will summarize the study. In the middle, there is a list of past contributions made by Basic Income News authors. In the final section, I will make a few observations.

Iran’s Fuel Subsidy Reform and Employment

The unconditional grant program was launched in 2011. The monthly grant amounted to 29% of median household income, or about $1.50 extra per head of household, per day. Around 90% of Iranians are funded through this program. (Wikipedia has a good summary of the program at the time of this writing. It does not include the end of the universal cash grant program.)

Most people in Iran and in the government came to believe that the grant discourages employment. One often hears anecdotes and assertions in national and local Iranian press. The Iranian Parliament called for cuts in the program. (See Tehran Times, April 19, 2016.) After some wrangling, cash subsidies were finally ended in 2016, with funding reserved now for low-income citizens, they could possibly begin performing a criminal background check on applications for this funding in the future. Costs were cited. It is important to note half of the cuts in fuel subsidies went to business grants and other government expenses. (See Kate McFarland in Basic Income News, “Iran: Parliament Slashes Cash Subsidies to Citizens”). What is frustrating here is the fact that the program did not undermine work participation at all.

This study shows that some people in their twenties reduced work hours, often to go to school or improve their schoolwork. But this only averaged out to a matter of months (and is likely to yield medium- and long-term benefits.) Many people increased work time a little, especially in the service sector. The authors think that these businesses used the income to find more work opportunities. Empirical evidence contradicts a lot of presuppositions about the impact of an unconditional cash grant.

The study, “Cash Transfers and Labor Supply: Evidence From a Large-Scale Program in Iran“, is put out by the Economic Research Forum and was authored by the economists Djavad Salehi-Isfahani and Mohammad H. Mostafavi-Dehzooei.

III. Observations

These are conclusions reached by the author, Jason Burke Murphy, after reading the ERF study and the other articles on Iran’s program. I wanted to separate them because the first section of this article is meant to review an important study and past contributions by BI News authors.

(1) There was no point at which this program was embraced as a way to promote real freedom or to roll back poverty. Fuel subsidies were just unleashing such strong side effects that something needed to be done. It is amazing to know that a program that raises average income by 29% could be launched in order to solve a problem other than “lots of people would be better off with more money”. Had this been debated as a basic income guarantee, maybe things would turned out better.

(2) The idea that some people who can work might not work seems to bother people so much that the government ended a program that raises income for a majority of its people and for its least-well-off.

The idea is so powerful that the fact that people are NOT refusing to work can’t seem to overcome the fact that many people MIGHT or COULD refuse to work. There is a lot of work to be done here.

(3) Everyone should ask the question: What sort of percentage of people not formally working is even a problem? Most of them will do work for their families, after all. Many will gain expertise with the idea of applying it to future. Some will do work for their communities or as entrepreneurs.

(4) The impact of this grant was likely affected by the fact that it was never been presented as permanent. It also is not large enough to sustain most people at a standard of living that Iranians find decent. This may not serve as the rock-solid proof that a sizable grant won’t affect employment.

(5) In the US, an equivalent percentage of support would be around $16,000 a year. Can we assert that the Iranian experience shows that this amount would not trigger a mass refusal to work? Hard to say. Would a small-to-medium dip in job seekers even be a problem? Probably not. Lots of places in the US have average income below $16,000. Can we really say that they would be worse off with this grant just because some of them quit their jobs?

(6) All countries should take a good look at their subsidies, especially ones that benefit the already wealthy. They should cut them and fund an unconditional dividend. We get rid of something bad and replace it with something good. We see how high the dividend would be and think about the next step.

(7) As Basic Income advocates, we need to list Iran alongside Alaska and Macau as regions with a Basic Income. This is difficult because only Alaska has described its dividend as “permanent” and only there have recipients come to believe it is dependable. In the US, it is a little unusual to say “let’s do what Iran did” but that is our fate as a truth-telling movement.

 

BARCELONA, SPAIN: Workshop on Technology, Employment, and Basic Income

Institut Barcelona Estudis Internacionals (IBEI), an inter-university research and education center in Barcelona, will host a conference on technology, employment, and basic income on May 25 and 26, 2017.

As IBEI summarizes the event, “In this workshop we begin with a dialog about technology and the potential for creative destruction or destructive creation regarding the well-being of the population particularly when it pertains to employment. From this preamble we then look at the notion of universal basic income as a potential solution to the disruptive market forces we face today. Experts will present recent research, experiments, and analysis about these efforts as well as look at the potential steps and alternatives that governments have and the steps that some of them have taken as they consider this solution.”

On Thursday, May 25, morning sessions will focus on technology and employment. In the afternoon, basic income will take center stage, beginning with a session on current and upcoming experiments. Sjir Hoeijmakers, Bru Lain (Basic Income Spanish Network), Jaime Cooke (RSA-Scotland), and Jurgen De Wispelaere (University of Bath) will speak about the trials of basic income and related policies that are being planned or conducted in the Netherlands, Barcelona, Scotland, and Finland, respectively. Additionally, Martha Garcia-Murillo, Daniel Navarro, and Ian MacInnes (Syracuse University, Pompeu Fabra University) will deliver a presentation on basic income and incentives.

Following the experiment session, Sergi Raventós (Red Renta Básica) will discuss possible mental health impacts of basic income, Daniel Raventós (Universidad de Barcelona) will address issues of financing, and Ian MacInnes and Martha Garcia-Murillo (Syracuse University) with talk about policy alternatives.

The first day of the conference will conclude with a showing and discussion of Zygmund Bauman’s film In the Same Boat.

On Friday, May 26, Luis Sanzo Gonzalez (Basque Department of Employment and Social Policy), Lluís Torrens (Barcelona City Council), Julen Bollain (Member of Basque Parliament of Elkarrekin Podemos), and Jose Noguera (Universidad Autonoma de Barcelona) will speak on issues related to basic income and public policy in the Spanish context.

The conference will close with a roundtable discussion with all invited speakers.

Daiga KamerÄde (Senior Lecturer in Quantitative Research Methods at the University of Salford) and Matthew R. Bennett (Lecturer in Social Policy at the University of Birmingham) have written a paper for the journal Work, Employment and Society in which they examine changes in the structure of the labor market and their impact on mental health and well-being. Indeed, it is known that there is a link between these two areas, which is why many will use private label capsules of CBD oils to help manage their own mental health, but a formal study is still important.

KamerÄde and Bennett use data from the European Quality of Life Survey to analyze differences in mental health status between unemployed individuals in different nations, as well as between those who engaged in volunteer work and those who did not. (The dataset consisted of 2,440 individuals, all unemployed, from 29 European countries.) While it is known that unemployment is associated with lower mental health, KamerÄde and Bennett investigate whether receipt of government support and participation in voluntary work can improve mental health and well-being. This can lead to other opportunities if seen as viable, such as gaining an online yoga certification yoga alliance qualification to those who want to contribute to ongoing mental wellness and health systems.

One of their most important findings is that, in countries with less generous unemployment benefits, volunteer work is associated with worse mental health outcomes — even though volunteer work shows beneficial effects on mental health in countries with more generous benefits. Based on this result, the authors conclude that “financial support for the unemployed” – possibly through (as they mention) a guaranteed basic income or citizen’s income scheme – “should occupy a central position in theoretical perspectives focusing on reducing the negative effects of unemployment”:

Unemployment could lead to negative psychological and physiological health effects such as depression, lower self-esteem, eating disorders, cardiovascular diseases, etc. Aged care courses Melbourne, or similar accreditations could, therefore, prove beneficial to the unemployed youths. This would help benefit the people in terms of their mental health, and in turn, they could also be of service to the government and society by their volunteering work. Financial and psychological support in trying times can be of tremendous comfort to the people who are signing up for voluntary services.

The findings indicate that financial support during periods of unemployment remains crucial for well-being and mental health. Although individuals can boost one dimension of their own well-being (feeling that their life is worthwhile) by exercising their agency through engaging in work that is an alternative to paid work, such engagement without any financial support can also damage their mental health. These findings suggest that financial support for the unemployed – through unemployment benefits, guaranteed basic income (Gorz, 1989), citizens income (Standing, 2011), etc. – should occupy a central position in theoretical perspectives focusing on reducing the negative effects of unemployment.

“Changing employment trends and universal basic income” (The Saturday Paper)”

Mike Seccombe, National Correspondent for The Saturday Paper, reported on the recent championing of a universal basic income (UBI) by those interested in the cause and concerned about  “wage inequality at record highs and technology plundering jobs.” In particular, the article focuses on the support for UBI shown by Elon Musk.

Musk is heavily invested and involved in the technology world: he founded Tesla, an electric car company, and SpaceX, a private rocket engine and spacecraft builder. He has a net worth reported at $11.5 billion.

There is “a pretty good chance we end up with a universal basic income, or something like that, due to automation,” Musk said.

The article goes on to talk about interest in UBI in general in Silicon Valley, the impact of automation on the labor market, and recent changes in education and job creation.
