This blog was originally published at the USBIG NewsFlash in January 2001. It’s a good example of the way Basic Income was treated by major media outlets before the recent wave of support took off.
On Saturday, December 9th, just after the ruling Liberal Party won a
decisive victory in the Canadian Parliamentary election, the basic income
guarantee suddenly and surprisingly appeared on the front pages of
Canadian Newspapers. Under a banner headline, the National Post (one of
the most conservative national dailies in Canada) reported that Prime
Minister "Jean Chretien assembled a top-level committee in hopes of
creating a cradle-to-grave guaranteed annual income program that he hopes
will be his political legacy. This news was very exciting to basic income
supporters because the Liberal Party has the strength in Parliament to
pass any such proposal even over the objections of all the other major
parties. Several in the Post articles over three days claimed that
high-level sources had confirmed that the government was looking into the
idea, but one could easily miss the disclaimer in the first article
saying, "The prime minister's office refused comment and refused to
confirm the existence of the special committee."
Although readers of the USBIG newsletter last April will remember that
Anthony Westell, of the Globe and Mail called for the Liberals to take up
Basic Income as an issue for the coming campaign, the Liberals ignored the
call and the issue was not discussed before the election. It was
surprising that the issue would then be brought up shortly after the
afterword, but a guaranteed income would help the Liberals fulfill
promises made during the campaign to use half of Canada's federal budget
surplus to restore funding to social programs and to attack child poverty.
Chretien was quoted as saying, "The fact is that our prosperity is not
shared by all. … As a Liberal, I believe that the government has the
responsibility to promote social justice." Such as speech would be
shocking in the United States, because he used the phrase, "As a Liberal."
Over the following four days, the National Post followed with more
front-page articles including one with the headline, "Foes slam
'Socialistic Experiment.'" All of the other major parties managed to say
something negative about either the idea or the timing of the action. The
Conservative Party leader criticized both the timing and the idea although
his party seriously looked into an income guarantee in the 1970s. A
prominent member of the liberal NDP slammed the timing of the proposal
saying, "It makes a farce of our democratic system." Then, surprisingly,
he went on to say that the NDP supports it in principle and he bragged
that the NDP had pushed the Liberals to endorse the idea back in the
1960s. Similarly, a member the Quebec separatist party criticized the
timing and said that income support is a matter of provincial
jurisdiction, but did say that the idea was worth further study. The
harshest criticism came from Stockwell Day, the leader of Canada's
Alliance Party, which is known for being
more-conservative-than-the-Conservative Party. He accused the Liberals of
misleading the Canadians during the election and said that Chretien should
name a mountain after himself if he wants to leave a lasting legacy rather
than spend billions to fund a cradle-to-grave welfare program. Such harsh
criticism is surprising coming from the leader of the Alliance party
because the Reform Party (as Mr. Day's party was known before it
restructured two years ago) endorsed the guaranteed income in its election
platform in 1993 as a way to streamline Canada's convoluted
income-security programs.
On December 13th, the basic income guarantee disappeared from Canadian
front pages as quickly it had appeared, when the Globe and Mail reported
in a small article on page 12 that Chretien denied any part in suggesting
the idea. Chretien said, "I don't know where that idea comes from. I
haven't said a word about it." While he was at it, he also denied any
desire to do anything to ensure that he has a lasting political legacy.
Apparently what we witnessed was a trial balloon that was quickly shot
down. Still, there is apparently a high level committee looking into how
to fulfill the Liberals promise to use half of the budget surplus to fight
poverty. It is possible that the committee will consider the guaranteed
income as a way of achieving that goal. Chretien is not expected to say
how he will attack poverty until his Throne Speech next month. If the
committee endorses the idea, conceivably it could still happen. Given that
all five of the major parties have either endorsed or seriously considered
some form of income guarantee at one time or another, there is some hope
that a broad coalition in favor of the idea could develop: Although they
will differ about the amount of income redistribution that should be done,
the various Canadian politicians could conceivably agree that an income
guarantee is the best way to redistribute income. But, such an agreement
does not seem likely. Nor does it seem likely that Chretien will make such
a proposal or make the needed effort to create such a coalition.
If the basic income guarantee is to succeed in Canada--or anywhere
else--it will need strong political leadership that will do more than
float a trial balloon. Leaders will need to convince the public of the
need for an income guarantee and build up a constituency in favor of it.
As is, the trial balloon was only an exciting piece of good news to the
tiny minority of people in Canada who already knew of and supported the
idea. Most likely, the Liberals did not make the guaranteed income an
issue in the campaign because they did not believe it was a political
winner and they didn't believe enough in the idea to risk their nearly
certain electoral victory to promote it. However, if the leadership in
Canada's Liberal Party decides to make such a bold move, the enactment of
a basic income guarantee could be closer than most supporters would have
thought possible.

Ontario’s guaranteed income pilot has been ended nearly two years early, prompting researchers and advisors who contributed the project to speak out.
On Tuesday, July 31, Ontario’s recently elected Progressive Conservative (PC) government announced the cancellation of the province’s guaranteed income experiment, reneging on a statement made during the campaign that the PC would see the three-year experiment through to its end if elected to form the new government.
The abrupt and unexpected announcement stirred the ire of politicians, anti-poverty advocates, and, not least, program participants themselves. Nonetheless, Lisa MacLeod, who presented the news at a press conference in her capacity as Minister of Children, Community and Social Services, has held her ground, dismissing claims that the PC broke a campaign promise as “fake news” since the party never included a commitment to the experiment in its campaign platform. Her words, however, have left many unappeased and continuing to fight to save the project.
Those who have spoken out again this decision of the PC government’s include several individuals involved with the implementation of the experiment, such as project advisors Hugh Segal and Kwame McKenzie, and at least one researcher who spoke to the press anonymously out of concern for confidentiality.

The Honourable Hugh Segal, former Canadian Senator of the Conservative Party, was appointed as Special Advisor on Basic Income by Ontario’s Liberal government during the project’s initial planning stages. In this role, Segal authored the comprehensive discussion paper (“Finding a Better Way: A Basic Income Pilot Project for Ontario“) that laid the groundwork for the design and implementation of the experiment.
When MacLeod announced the pilot’s early termination, Segal responded with a scathing opinion column in The Globe and Mail, in which he foregrounds the issue of fairness to participants: “These people believed the promise that they would not end up worse off for signing up for the pilot project. They have now been let down badly.”
“[W]hen a party gives its word – as then-Official Opposition leader Patrick Brown gave me in 2016 and PC Party Leader Doug Ford echoed through his spokesperson during the 2018 election campaign – that it would let the pilot project go forward before judging the results […] , this assurance influenced those signing up.”
Segal also addresses the assertion of MacLeod and PC government that the experiment was too expensive to continue: “Looking at the cost of the pilot project is fair enough – but frankly, simplistic. We know that poverty is a perfect predictor of poor health and early hospitalization, bad educational outcomes, substance abuse and problems with the police – all of which cost Ontario billions.”
Drawing a connection to Premier Ford’s key policy goal of ending so-called “hallway health care” (hospital facilities so inadequate that patients must be treated and housed in corridors), Segal additionally speculates that a guaranteed income could lower hospitalization rates as low-income individuals begin “eating better, living more balanced lives and making progress in work, education and family.” He laments that “we will now never know” whether the policy would have had such predicted positive effects on health outcomes.

Dr. Kwame McKenzie, psychiatrist and CEO of the Wellesley Institute, had been named Special Advisor to the Ontario Basic Income Pilot by the previous provincial government. Like Segal, McKenzie is now concerned about the effect of the experiment’s cancellation on those currently enrolled in it. The psychiatrist tweeted on August 1, the day after the experiment was cancelled, that he “woke this morning more worried about the health impacts on participants. This is a high risk situation.”
McKenzie spoke to CBC Radio about his concerns, emphasizing that participants currently face a “difficult and stressful time” which could lead to many and severe possible physiological consequences. He noted that many of those who enrolled in the pilot have made “life-changing decisions” founded on the belief that they would have a three-year guaranteed income, and argued that they now need both adequate financial support (he recommended at least a year to wind down the project) and personal support in making new decisions.
Also like Segal, McKenzie believes that a guaranteed income could have promoted key objectives of the PC government. He stressed, for example, its potential to result in better jobs for low-income people. Asked by CBC about MacLeod’s work-focused approach to welfare, McKenzie stated that he agrees that “good jobs is a great health intervention” (while cautioning that bad jobs tend to worsen health). He went on, however, to explain that a guaranteed income might have offered a effective means to achieve this goal, bemoaning “Now I guess we’ll never know.”
Speaking anonymously to CBC, another researcher on the experiment’s academic team more directly addressed MacLeod’s allegation that the pilot project is not working: “There’s no conceivable way that they were told the project wasn’t working. We just don’t have any data to know whether it was working or not.”
The researcher acknowledged that individual recipients have gone to the media with stories that are “very positive” but underlined the fact that these reports might not be representative: “[T]he whole point of our project was to just stand back from all the stories people are telling and try to look at the data in a reasonably scientific way.”
If the experiment had continued as planned, the research group was expected to evaluate outcomes in many areas — potentially including, among others, food security, stress and anxiety, healthcare usage, housing stability, education, and employment — comparing data gathered from the 4,000 guaranteed income recipients to that collected from a control group.
Results had been expected to be reported to the public in 2020.

The experiment, which has been providing 4,000 low-income Ontarians a guaranteed annual income of C$16,989 for single individuals and C$24,027 for couples, had been launched in April 2017 and originally slated to continue for three years.
Lisa MacLeod, Minister of Children, Community and Social Services, announced the project’s cancellation during a press conference on the recently elected government’s plan to address poverty and reform social assistance (video below).
Her spoken remarks were accompanied by a News Release and Backgrounder from the Government of Ontario Newsroom.
The experiment had been created and launched under the province’s previous government, led by Premier Kathleen Wynne and the center-left Ontario Liberal Party. On June 7, 2018, the Progressive Conservative (PC) Party emerged as victors in Ontario’s general election, with Doug Ford as new Premier.
However, despite the government’s shift to the right, there was no initial anticipation that the guaranteed income experiment would be cancelled after the Ford government assumed control on June 29.
On the contrary, as recently as April, a spokesperson had told reporters at The Star that the PC Party would continue the guaranteed income pilot. In an article dated April 24, the Toronto-based newspaper states that party spokesperson Melissa Lantsman replied, “Nope, as mentioned we look forward to seeing the results,” when asked if a PC government would “kill the innovative experiment.”
At Tuesday’s press conference, however, MacLeod unexpectedly announced that the provincial government has established a 100-day deadline to develop a “sustainable social assistance program that focuses on helping people lift themselves out of poverty,” which is to focus on the reintegration into to the workforce of those who are able to work.
After castigating the preceding Liberal government for creating a “mess” and “patchwork system” of programs, MacLeod stated, “We are also going to wind down the Ontario basic income research project, which is clearly not the answer for Ontario families.”
In another controversial announcement, MacLeod declared that the government would increase support to those who enrolled in the province’s existing social assistance and disability programs, Ontario Works and the Ontario Disability Support Program, by 1.5 percent — in contrast to the 3 percent promised by the previous government.
Following her prepared remarks, the Minister of Children, Community and Social Services fielded questions on the government’s decision to discontinue the guaranteed income trial. When pressed to provide data or specific examples to corroborate her claim that the piloted program is “clearly not the answer” for poverty in Ontario, she offered no details, stating only that the pilot is “not doing what it’s intended to do,” “quite expensive,” and “for the amount it was costing … certainly not going to be sustainable.”
Similarly, initial announcements released on the Government of Ontario Newsroom said only that the Ministry will be “winding down” the research project “in order to focus resources on more proven approaches,” and that “three-year study of no-strings attached payments is not the answer Ontario families need.”
MacLeod initially divulged no details concerning how or when the project will be terminated, stating only that she wanted “to assure Ontarians on the pilot project right now that we will do it ethically.” On the following day, however, a news report from the Canadian Press noted that experimental participants “received an email Wednesday saying their payments would continue through August but got no further details about how the project would be phased out.”
MacLeod has defended the government’s decision to cancel the pilot in the face of opposition and dismay from anti-poverty advocates, other Ontarian politicians (including the leaders of the left New Democratic Party and Green Party), and the program’s beneficiaries (see, e.g., CBC, HuffPost Canada, and The Lindsay Advocate, the local newspaper of one of the experiment’s major test sites).
On the day following the announcement, she told the press that the program was “a disincentive to get people back on track” and failed to help beneficiaries become “independent contributors to the economy,” adding, “When you’re encouraging people to accept money without strings attached, it really doesn’t send the message that I think our ministry and our government wants to send. We want to get people back on track and be productive members of society where that’s possible.”
With nearly two years of the trial remaining, no results of the experiment had yet been formally analyzed. However, some participants, such as members of Hamilton’s Living Proof, had voluntarily shared personal anecdotes about how the guaranteed income program was improving their lives.
Not Really a “Basic Income” Pilot
The amount of the payments to experimental participants was conditional on household status (couples receive less than single individuals living apart) as well as income (the amount of the benefit is reduced at the rate of 50% of additional earned income). For these reasons, the program being tested in Ontario was not technically a basic income as defined by BIEN. As Karl Widerquist has recently pointed out, it is more aptly described as a negative income tax.
However, the project has standardly been called a “basic income” experiment by the Government of Ontario, and the Basic Income Canada Network, BIEN’s Canadian affiliate, has accepted the usage; for example, the latter convened the 2018 North American Basic Income Guarantee Congress at Hamilton, Ontario, one of the experiment’s test sites, and invited participants and researchers as featured speakers. In general, the basic income community has taken a keen interest in the experiment, and one not borne out of mere terminological confusion; even if not a basic income strictly speaking, the piloted program eliminated many conditionalities central to most welfare programs in Canada and other developed nations, such as the requirement to work or look for work.
Correspondingly, basic income advocates have reacted vociferously to the sudden and unexpected announcement of the project’s premature demise. Roderick Benns, one of Canada’s leading journalists on the topic, has summarized the decision as “ideologically driven,” “mean-spirited,” and “wrong.” The US-based Economic Security Project, which is currently funding the development of a basic income trial in California, also responded quickly to the announcement with a blog entry condemning the move as “short-sighted and irresponsible,” undermining promising research as well as hurting the lives of the program’s recipients.
Really a Premature End
Earlier in the year, news media inaccurately reported that the Government of Finland was also about to pull the plug on its two-year basic income experiment launched at the beginning of 2017. In this case, however, the government had announced only that it would not fund any extension or expansion of the project beyond this initial two-year trial, prompting the government body responsible running the experiment to issue a clarificatory statement.
While the announcement from Finland was a disappointment for those researchers and advocates who had hoped for an expansion of the experiment, the Finnish experiment will be completed and analyzed as originally planned. In contrast, the Ontario government does intend what had earlier been feared in Finland: the premature termination of its experiment as early as this month.

The 2018 NABIG (North American Basic Income Guarantee) Congress happened in Hamilton, Ontario, from May 24th to May 27th at McMaster University. There were around 120 people presenting and attendance between 270-280 people. The conference was notably diverse, with attendees from across the income spectrum, from people who have prospered in business, to people living in poverty. There were representatives from legislatures, civil services, business, academia and faith organizations, unions, agriculture, community service groups, advocacy groups, and First Nations communities. There were participants with long and deep knowledge about Basic Income, as well as people who were new to the concept. There was also a large number of young people, attending and presenting. There were participants from Australia, Brazil, Canada, Chile, Germany, Mexico, Portugal, Russia, the USA, and the UK, among others.

The conference opened with welcome remarks from Hamilton Mayor Fred Eisenberger, followed by a panel that included Guy Caron, a federal Member of Parliament (MP) from Québec with the New Democratic Party; Art Eggleton, a Canadian Senator and former MP, and former long-serving mayor of the City of Toronto; Evelyn Forget, Manitoba health economist that uncovered the effects of Mincome on health and wellbeing; Sheila Regehr, chairperson of the Basic Income Canada Network and Ian Schlakman, Basic Income Action activist from the National Welfare Rights and Poor People’s Campaign. The moderator for that section was Laura Babcock, President of POWERGROUP Communications and a national current affairs commentator. Guy Caron spoke about his Basic Income proposal, a way to combine existing benefits such as the Canadian child benefit and tax credits into one policy that guarantees that no one would fall under the poverty line. Senator Eggleton also said he would be for an incrementalist solution to rolling out Basic Income in Canada. At the end of the panel, each speaker was asked to say one inspirational phrase that summed up their views and MP Guy Caron said: “Putting a man on the moon was a huge achievement. If we could end poverty in Canada, we would be the first country in the world to do so!”

The conference also had the participation of the group Living Proof, a select group of speakers that are participants in the Hamilton Basic Income Pilot. The Basic Income recipients stood up, one by one, and told their stories. Each of the participants spoke of how they went from having a comfortable middle-class life to living in poverty and about the challenges they faced on a daily basis. Jodi, one of the Basic Income recipients, said that she had a normal middle-class life before a divorce left her and her children in a dire situation, especially since one of her children has Brittle Bone disease. She talked about a night when she had a child with a broken leg and had to worry about taking her to the hospital because she had no money to pay for parking. Others spoke about mental health and disability challenges and referred to several difficulties with the current social security system whose job is more felt as policing rather than helping them find exit strategies for their situation. Interestingly, all recipients said they started volunteering in their communities since they have been receiving the Basic Income and this has inspired them to try to change their situation of poverty and of those around them.

The event was entitled, Basic Income: Bold Ideas, Practical Solutions, and the main plenary talks were on two themes, Convergence and Reality. The Convergence topic intended to presenting Basic Income from different perspectives, from social justice to health, human rights, faith, technology etc. The Reality theme, which goes beyond the reason why we need a Basic Income, included implementation issues on how a Basic Income should operate, e.g. how to fund it and how to gain public support.

76 billion dollars. That’s what it would cost to implement basic income in Canada according to a new report released by the Parliamentary Budget Office (PBO).
The report comes just days after Ontario began testing its own basic income pilot study in Hamilton, Brantford, Brant County, Lindsay and Thunder Bay. As part of the study, 4000 Ontarians will receive unconditional cash transfers of up to $2500 per month for the next three years. The new report estimates how much it would cost to roll out the program nationwide.
Importantly, the policy under consideration would not be an universal basic income, and would only be available to low-income individuals between the ages of 18 and 64. Roughly 1 in 5 Canadians (7.5 million people) would qualify for benefits. The plan would guarantee a minimum annual income of $16,989 for singles, and $24,027 for couples (those with a disability could receive an additional $500 per month).
The report also assumes that the guaranteed basic income (GBI) would replace $33 billion in federal spending already in place to help low-income people, thus bringing the net cost of implementing the program down significantly to $43 billion.
The report has drawn both praise and criticism from both sides of the debate. Opponents of the idea (including Conservative MP Pierre Poilievre, who requested the PBO study) cite the high cost of the program, arguing that the plan would add an additional 13 percent to the current federal budget.
Supporters argue that the report actually underestimates the value of a minimum income by not taking into account potential savings in other areas of the economy. Elaine Power, a professor in public health at Queen’s University, notes that a basic income could save the government up to $28 billion in healthcare costs directly attributable to poverty. Andrew Coyne, a columnist at the National Post, also suggests that local governments would likely share the cost burden, which could knock an additional $20 billion off the federal price tag.
Currently, there are no plans to implement a nationwide guaranteed basic income in Canada. However, the report marks the first attempt by the federal government to estimate what such a program might cost. In order to further assess the viability of basic income in Canada, all eyes will surely be on the Ontario pilot study in the years to come.
