I can remember the moment when I first took a keen interest in basic income. I was familiar with the idea, having spent a research leave at the European University Institute in Fiesole, when Philippe Van Parijs was there writing Real Freedom for All. We had some casual conversations, but I failed to appreciate the radical implications of basic income, until some months later, when I happened to read one of Philippe’s essays, in a collection on social class edited by E.O. Wright.

My work up to that point was focused on market socialism and worker self-management, and, more generally, just and feasible alternatives to capitalism. I thought that the way to address the democratic deficits and inequalities of capitalism, without abandoning its efficiencies, was to convert capitalist enterprises into worker-managed firms operating in a market economy, and also to democratize investment decisions through a system of public banks.

When I read Philippe’s essay, I realized that the model of work I was presupposing, where workers work full-time over many years for a single enterprise, was disappearing. Philippe observed that many in our generation were finding themselves in and out of paid employment, working part-time, or in temporary positions, relying on fellowships, increasingly finding themselves in a precarious position regarding income and work. I invited Philippe to my campus for a series of talks, and to discuss my work.

I attended my first BIEN congress in Amsterdam. In some ways it was my favorite. While I would not wish BIEN to return to an attendance level where everyone meets for the whole conference in the same room, it was great to be able to have one continuous conversation with everyone, and enough break time for serious one-on-one conversations on the side.

In the book I subsequently published, Self-Management and the Crisis of Socialism, I incorporated a basic income into the model of socialism I was defending. After the book, my focus shifted from market socialism and cooperatives to basic income, and I became a regular contributor to conferences on basic income.

I had the good fortune to spend a semester as a Hoover Fellow at the Catholic University in Louvain-la-Neuve. I worked with Karl Widerquist to edit two books on Alaska’s Permanent Fund Dividend. When the US Basic Income Guarantee Network needed a coordinator to take over from Karl in 2008, I was willing, and have been doing the job ever since.

It has been a pleasure and inspiration to work with the dedicated scholars and activists in USBIG and BIEN. During these roughly 25 years, I have seen basic income move from a novel idea, under discussion by academics and a few visionary activists in response to unprecedented changes in our world, to a policy idea being tested in South Africa, Brazil, the Netherlands, Finland, Switzerland, India, and Canada, and on the radar of mainstream policy makers in the US like Robert Reich and even President Obama. The growth of interest threatens to outpace the capacity of our organizations. USBIG, for example, is just now becoming incorporated, has relied on voluntary labor, and has operated without a budget since its beginning.

But BIEN, USBIG, and other organizations are gearing up to meet the rising interest and the important and difficult policy challenges and decisions that lie ahead. Despite recent turns toward the right in politics, I am confident that our best times lie ahead. Xenophobia and neoliberal austerity cannot solve the climate crisis, the disruptions created by the current wave of automation, persistent global poverty, and stagnating economies. Once the false promises of right wing populism are exposed, there will be an opening for new solutions, and basic income is likely to be an essential part of the mix. I look forward to rolling up my sleeves and working with my comrades in BIEN during these very interesting times.

“Emancipation and Basic Income”

The first time I encountered the idea of basic income was the summer of 2007. I was at the time the vice president of a small party on the left, rather imaginatively named the Socialist Party, and was preparing for the coming presidential election in December. A close leftist intellectual (who is also a Life Member of BIEN) presented to me the idea of basic income, and as soon as I heard it, I decided to include it into our party platform. My alacrity was because of one of the central tenets of the Socialist Party – de-exclusion. That is to say, only when no member of society is denied access to any aspects of said society can there be a truly emancipated society. Thus I thought that a basic income which provides the material basis for everyone would form the keystone of such a society.

As one of the radical student activists of the 1980s, I struggled for not just democratization of my country but an emancipatory socialism. I saw that a socialism which outmodes human exploitation would be the only way for human beings to enjoy true liberty. That belief continued to form the cornerstone of my ideology even as the historically existing socialism crumbled and as I distanced myself from what the mainstream political sphere purported to be “socialism”, with its domination by political elites and disdain for mass participation. In order for a truly participatory democracy to function, people must have the material foundation that allows them to live a decent life. Hence, I found the idea of basic income to be quite compatible with my politics and ideology.

From there, I quickly embraced the idea of basic income and committed myself to the basic income movement in South Korea. In 2009, a handful of intellectuals and activists, including myself, came together to form the Basic Income Korean Network (BIKN), mainly for the purpose of research and dissemination. Then, by 2013, BIKN shifted into more of a mass organization which attempts to place basic income at the centre of the national political agenda. In 2016, it hosted the BIEN congress at Seoul with parties and politicians across the ideological spectrum taking an interest in the idea.

We, the people in South Korea, are in the political turbulence caused by the corrupted and incompetent president and her clique which might lead to a snap presidential election. Now even some major politicians on the centre and right who would run for president call for basic income scheme, although it is not full basic income. The reason why they who ignored it in the past now accept the basic income idea is, I think, that there is no way to overcome the current economic and social crisis other than basic income. So 2017 would be recorded as the marked year if we could have basic income in full sense in the future.

Looking back, you could say that the basic income movement in South Korea has just crossed the threshold, albeit with a long detour. I continue to hold to the conviction that the basic income would be a key component in creation of a freer society and a better future. And that society could be made only by free people.

Interview: China’s basic income movement

Europe has received a lot of attention for its recent moves toward experimenting with a basic income policy. What has been lost in this focus are the developments that are taking place in the rest of the globe, including the world’s second biggest economy: China.

Cheng Furui is one of the organizers of the China Social Dividend/Basic Income Network, and has done extensive research on China’s social safety net. In the interview below, she said a basic income would resolve many of the problems facing China’s current welfare program.

As the international economy faces increasing automization, Cheng said basic income is a potent answer to this issue in China.

“I believe that basic income and China’s status quo are aligned because it is in accordance with the essence of both socialism and the market economy,” she said.

What is different between Universal Basic Income and China’s Minimum Livelihood Guarantee (Dibao)?

Dibao is China’s Minimum Livelihood Guarantee program. Anyone with an income below the minimum can receive a supplementary income up to the standard. In this way, Dibao is unconditional: no one can take away someone’s right to the Dibao income. The Dibao only provides a grant to those that are below the Dibao income standard. Thus, the government must conduct strict evaluations of recipients’ economic situations, which creates a lot of implementation problems and issues of abuse. By contrast, Universal Basic Income provides the grant to every person, regardless of income. Moreover, China’s Dibao benefit has a large discrepancy across different regions, consistent with the regional economic inequality that China already faces. How do the Chinese view basic income? Do the Chinese generally understand about this policy?

Most Chinese don’t know about the basic income concept. Nonetheless, there are some places that are currently carrying out this policy, although they do not call it basic income. The areas that are implementing basic income all have different situations. The differences are not just regional, even neighboring areas have large differences depending on the community members’ organizational depth and shape.

Why should China implement basic income? What type of impact would it have?

The foundation for China’s implementation of basic income comes from China’s public ownership system itself. State owned enterprises, urban land, and mineral resources already exist, much like Alaska in the United States. Every person should have a share of public resources. This relies on the profit from the public resources being utilized as a basic income revenue, not only does everyone receive equal payment. This means the government does not have to collect more taxes from the rich only to give back to every person.

Chinese history applies the profit from publicly owned resources to supplement the country’s public finances, therefore lowering the private sector’s tax rate. In turn, conducting large scale investment in service sector and infrastructure development, including constructing railroads, and the systems that support the economy such as education and healthcare. These systems provide benefits to the vast majority of people. During China’s period of urbanization and gradual improvement of infrastructure and even completion of these projects, the profit of public resources perhaps can be used as a benefit to each person. Certainly, this will lower society’s overall wage rate or working hours. Simultaneously, some places have collective ownership of resources, and most of Chinese social dividends come from these resources.

What is the status of China’s basic income movement?

The basic income concept is currently only being discussed among Chinese academics and there are currently few researchers of the policy. However, the general public is already exploring implementation of basic income, also it is genuinely that every person in those areas can enjoy the local basic income. For example, much of the revenue for basic income programs is contributed by the collective organizations’ dividend bonus.

Since the founding of the People’s Republic of China, rural China has implemented collectivization of land, the household farm quota system allows the individual to use the land for production, but they cannot sell the land to others. During the movement toward urbanization, one part of the land was acquired by the government. Some of these collective resources that were taken were compensated with urban-based resources, in turn producing new benefits. From there, it produced social dividends within these communities. Looking at the entire country, this was not a rare case.

In BIEN News, I recently introduced these types of cases. China is putting into effect the policy of ‘separation of three land rights’ (ownership, contracting right, and operating right), which will promote the land right equity investment Recently, our main work has focused on excavating the essence of these cases, evaluating the likelihood of wide-spread promotion of this policy. Under the recent pessimistic economic environment, we want to offer a feasible path forward.

Does basic income suit China currently? Does it fit with Chinese culture?

I believe that basic income and China’s status quo are aligned because it is in accordance with the essence of both socialism and the market economy. However, Chinese culture encourages labor and looks down upon laziness. With the development of automatization, machines will continue to replace human labor. As a result, Chinese people will start to rethink this issue. If a basic income is put in place, after it is implemented it is feasible that the entire country will uniformly cut down on the weekly work schedule. Previously China had a six-day work week, and now it has been cut down to five days. In the future, it is possible it can be reduced to a four-day work week.

Additionally, China’s various regions have had drastically different levels of development, and the cost of living differences are also quite large. The social security system has not yet achieved nationally uniform administration. Public resources and financial data also need to be gradually made more transparent. This lack of transparency has impeded the ability to evaluate the potential impact of basic income.

The left needs fresh ideas and a new language if it’s to win again

Image result for pics idea bulbsRutger Bregman spares so-called liberals and progressives no punches in the online Guardian 8/19/16. Bregman castigates the Left for its pathetic failure in not seizing the moment after the 2008 U.S. “financial crisis… borne of blind faith in market wisdom and an utter lack of public oversight”.

Bregman acknowledges that the Left has a long history of championing for the underdog, the poor, asylum seekers, the discriminated against, the disabled and others. But these groups do not stir the imagination of the masses. Instead, the masses look away, are distrustful and often too judgmental to care. We want winners, they cry!

For Bregman the Left needs to stand up, raise its collective voice and champion things like real, effective banking reform, meritocracy, innovation and investing in a nation’s human capital through the use of a Basic Income for all to reclaim that lost ground.

NEW BOOK: Four Futures by Jacobin’s Peter Frase

NEW BOOK: Four Futures by Jacobin’s Peter Frase

Jacobin editor Peter Frase has published a new book, Four Futures: Life After Capitalism, in which he envisions the collapse of capitalism due to growing scarcity (owing to climate change) and increasing automation of labor.

22551901-_uy400_ss400_Frase describes and analyzes four possible post-capitalist futures (as the name might suggest): communism, rentism, socialism and exterminism.

While many problems and potential solutions are discussed in the book, universal basic income is among them (the potential solutions, that is, not the problems). As a reviewer notes, “[UBI] is rapidly becoming a core plank of contemporary progressive thought and is another key point of the book: Frase hammers the point in relentlessly. A universal basic income offers a solution, or at least a useful aid, to many of the problems his future worlds might face, and it emerges in some form in all of his futuristic scenarios” [1].

Frase has previously written about UBI in Jacobin. His “Curious Utopias” (May 2013) surveys the issue of whether a UBI is properly described as “utopian”. In “Ours to Master” (March 2015), he maintains that a UBI could protect workers against a loss of income due to automation while allowing us to “realize the potential of a highly developed, post-scarcity economy” and “break the false choice between well-paid workers or labor-saving machines”. Four Futures delves further into these topic — and many others.

One of the most popular left-wing political journals in the US, Jacobin is distributed to an audience of about 400,000 per month online and 6,000 per quarter through its printed magazines. Four Futures is published by Verso Books — “the largest independent, radical publishing house in the English-speaking world” — as part of its Jacobin series.
