How Many Couch Potatoes Can You Live With?

I hardly ever respond to anything in writing if I am not remembering it at least a year or so later. The piece I am remembering is an episode of the podcast Freakonomics called “Is The World Ready for A Guaranteed Basic Income?” I recommend it as an introduction.

I am going to give you a quote and then I want you to keep reading.

Sam Altman runs Y Combinator, a technology venture capitalist firm that has had some great successes and is now interested in funding social science research that will include basic income. Here is the quote, which came up during his interview in this podcast episode:

Maybe 90 percent of people will go smoke pot and play video games. But if 10 percent of the people go create new products and services and new wealth, that’s still a huge net win.

We are back to the couch potato. This character appears in a lot of objections to basic income. Altman concedes that there will be couch potatoes. He just thinks that is a good price to pay to get more entrepreneurs, even only a few of them. I appealed earlier for the reader to keep going because most people in my orbit would not like this quote. (If it sounds good to you, then I guess I should still urge you to keep reading.) I will explain why some will push back and why I ultimately do not.

We are starting to see increased support for as well as new sorts of negative reactions to the idea. Not very long ago, basic income advocates were often introducing the idea to specific audiences. This meant one could get away with starting where you thought the listener would react best. If you were talking to someone on the left, you might call it a “strike fund for all”. If someone is more liberal, you would emphasize that a basic income reaches people that welfare is supposed to help. With libertarian types, you start with the efficiency and non-bureaucratic character of a basic income. I have been very impressed by recent writing that emphasizes basic income’s ability to remedy asset inequality for people of color and women.

Now, I am very pleased to see more people who have already heard about basic income from someone. Sometimes they caught the wrong person for them. As we explain basic income, we will need to separate the policy (giving everyone an unconditional cash grant) from the project (which can range from left to right).

A quote like Altman’s can swing a listener in different directions. I know this from my social media work. I imagine people running different movies in their head. Some hear “new products and services and new wealth” and visualize start-ups and think it all sounds great. Others try to imagine a world working well with 90 percent of people not doing anything anyone else wants them to do and they just can’t see that working out well. Others hear this and worry that basic income is part of a larger scheme to organize our lives around Silicon Valley capitalists. To them, Altman seems to overly glorify the tech entrepreneur. Other writers are more desperate in labeling basic income a “neo-liberal plot”, which would make you laugh if you went to one of our Congresses. We would not want to merely swap one set of capitalists for another.

I have not met Sam Altman. His other statements show that he also finds basic income interesting because it directly answers a moral mandate to make sure people are clothed, fed, and sheltered. I highly recommend the rest of the podcast. My objective here is to explain why I think we ought to look at this quote charitably. I will show in what way I think his quote is true. I also want to propose an alteration that makes it much more palatable for those I see reacting negatively.

No One is Saying Ninety Percent of Society Will Hit the Couch

Altman is not talking about a whole society in which only 10 percent work. He is saying that even if we lose some work-time to lame leisure (pot and video games), we will make it back even if only 10 percent start up new enterprises. Nor is he saying that he knows that we will get one successful start-up for every nine lives lost to the coach. He is only saying that losing nine to the couch would be an acceptable price to pay if we gain a start-up, which would offer something someone wants and would also be offering jobs. This is very plausible.

Most people with a basic income will live a lot like they do now. They will have a more stable income. They will worry less about many of their friends and family. They will have a plan if they need to train for a job or pay bills between jobs. This cuts into the number of people who would choose the couch. Work can be a place where we get recognized for our talents and for our cooperativeness. And jobs pay money. In fact, you can still count on a basic income if you take on a job. And you can count on it if you change your mind.

The problem now is that employees have very few options when workplaces go sour. Basic income creates one option (work for no one) and enables people to survive while they search for and train for other options. This will increase pressure on workplaces to improve.

I used to be suspicious of most rhetoric surrounding markets. I think that was because so much of it ended up with a conclusion like “Therefore, government should do less/nothing.” I have come to value markets more and more. Now, I want them for everyone. A basic income secures the capability to participate in markets for everyone. There are many sections of the United States that get very little government or market attention. That would be less likely with a basic income in effect. You will also see more start-ups under a UBI because failing doesn’t risk losing everything. Most entrepreneurs now come from the upper one percent of our society. Whole communities aren’t going to see much startup soon if we wait for the elite to try to make money there.

Add Caregivers and Organizers To The Mix

Someone organizing a non-profit, a political organization, or even an informal social scheme fits under Sam Altman’s phrase of “new products and services and new wealth.” He is not confining his hopes to technological startups.

Robert Putnam’s book Bowling Alone, written in 2000, lays out the loss of social networks and the harm that has caused most Americans. These can be voluntary associations, political clubs, fraternal organizations, or sports leagues. Participation has declined as work-hours per household has increased. This means that many will look for alternative ways to interact with like minded Americans, especially when it comes to sporting events.

There is a strong link between organizational affiliation and many different metrics for happiness or meaningfulness. We also see more affiliation in communities that have more political power and that generate more market activity. (There is likely a causal loop there. Lack of power and lack of market options may often precede losses in organizational depth. And a lack of organizational depth may well often precede losses in money and power.) Social-capital comes hand in hand with capital-capital.

Michael Lewis and Eri Noguchi apply Putnam’s work, and combine it with survey data, to give us strong reasons to think that we would see improvements in civic networks as well. Declines in civic participations can be shown to coincide with an increase in work hours. People who value civic participation will have an option to do so.

If you want to know how a basic income will benefit society, let’s make it clear that we are including “organizers” within our understanding of “entrepreneur”. Our culture is one that has to be reminded of this. Once we expand our understanding, we can look around and see how many people are trying to participate in institutions that organize in pursuit of truth, justice, and beauty.

Examples will help here: church committees, symphony boards, rotary clubs, sports leagues, poetry circles, craft guilds, environmental organizations, identity-based youth groups, identity-based cultural organizations, music bands, theater companies, unions, political organizations, lobbying organizations, etc. This list could go on a very long time.

At this point, I want to share a little bit of what I learned as a community organizer in Arkansas for ACORN. Organizing is difficult. There are many ways in which it is not like entrepreneurship at all. You aren’t selling anything. All organizations have trouble finding this skill set. It is also difficult to get the resources together for full-time organizing. We would often hire someone who loved the mission of the organization but had to leave for pretty small increases in money. It might also prevent the loss of organizers to the for-profit sector.

Please note: I have noticed that a large section of the US internet is trying to malign the very term “community organizer” but my argument includes organization of groups I disagree with.

The ratio of organizers to members goes beyond the one to nine ratio that Altman imagines. About six of us at Arkansas ACORN served around 5,000 households if you are only counting dues payers. The community that responded to our work was larger than that. There were meetings every month. People debated goals and tactics. Political leaders were interviewed or protested. Organizations that despised us did the same things, though often with more funding from fewer people.

Every time I hear the term “couch potato” brought up as some sort of nightmare case for basic income, I remember that I sat on thousands of couches, urging people to get active, to get involved with their community’s decisions. I know that with a basic income, we would have had more organizers and more active members. Rival organizations would have had the same benefit. We will live in a more democratic place.

I am still involved in political work, even though I am not employed to do it. I also have been published as a poet and as a photographer, though not paid. You will find a lot of people working on magazines, readings, and websites in which the true, the good, and the beautiful are debated. A lot of people can see how to raise some money doing cultural, social, or political work but they can’t get to a decent level. A basic income would generate audiences for artists, philosophers, preachers-good and bad. A thriving art world is full of disputed art. A thriving philosophical culture will have disputed philosophical projects. We will live in a more interesting place.

Finally, we should look at the decision to care for a family like we would a “start-up”. The “caregiver” has started a “career” that works for many people like a vocation. For each caregiver, there is at least one other person, usually more, benefiting in a meaningful way. Economists often do not count care for children and elders unless someone is formally paid to do it. A basic income would enable people to say no to employment if someone they love needs them. We will live in a more caring place.

In fact, Robert Putnam shows us in his research, as do Michael Lewis and Eri Noguchi in theirs, that the “stay-at-home” mom was often a civic association organizer as well.

More markets, more culture, more democracy, more care. This looks to be well worth investing 3% of our GDP and letting a few people stay home.

When I read the comments and notes that come with all basic income articles, I can see that some people would worry about people not working because of basic income. Basic Income enables people not to work. Kate McFarland points out that a basic income enables people to say no to all social useful activity. But we are far away from that. Some people will live incorrectly. Many people live incorrectly now. Basic income is a good bet for increasing socially useful work.

  • More entrepreneurs means more people are offered employment.
  • More organizers mean more people are being invited to venues where what is true, what is good, and what is beautiful are debated and plans are made.
  • More caregivers mean more people are taken care of.

Therefore, most likely, for every couch potato, we will have better reasons than ever to get off the couch.

What is the core ‘basic income issue’?

What’s the deal with this basic income issue? Why is it so difficult to push it forward? The reason, it seems, is deeply rooted within the human psyche. As Will Hutton put it, “humans believe that reward should follow proportionate effort”. This is the question, is it not? Hutton argues that we humans are hardwired for this relationship between work and gain, and that’s final. There’s no overriding it. No pain, no gain, like they say. Let’s debate this.

If I go camping with some friends, I’ll be pleased if everyone helps around with cooking, cleaning, setting up the tents, chopping up some branches for the fire and so on. And I’ll object to anyone just sitting around while everyone else is busy setting up camp. That is because the work involved can only be made by people, by the campers themselves, for their own benefit. It’s a team, and it’s only fair that all players team up to set a camp they will all benefit from.

Now let’s assume these were a high-tech team of campers, who had brought automatic setting tents, a battery driven portable cooker, a cleaning robot, and a complete set of canned food. How much labour would there be to distribute among the campers? Maybe just putting the tents in their places (these would setup automatically from there), turn on the cooker and open a few cans. That could be done easily and quickly by one person, maybe two at most. What about the others? Well, maybe it’s best if they just sit around and sing a few songs, dinner will be ready shortly. Doesn’t sound wrong to me.

The role of technology gets rather obvious in this simple example. Humans are not hardwired to relate work and gain. Humans are just wary of working more than they should if others are not helping out. But if machines are doing that, it ceases to be unfair. Besides, if machines are helping and there’s no sense in having six people pressing tent buttons and opening up food cans, I don’t mind doing that today and tomorrow someone else will do it. And then I’ll sit comfortably playing my guitar, without the slightest shadow of a guilt.

Another issue is that it may be so that some humans “believe that reward should follow proportionate effort”, but certainly not all of them. There are people that, living off rents – from land, houses, shares in corporations or financial assets – do not feel shame, or guilt, or any sense of responsibility towards society. And are humans nonetheless. Humans are not hardwired this or that way. We are a product of our environment and particular circumstances.

Still another aspect of this discussion is heritage. Is it not true that everyone, and I really mean every living human being on the planet, is born into a huge lineage of natural and social evolution? A new born human being doesn’t have to reinvent electricity in order to have a lighting bulb in the living room. Doesn’t have to rediscover the written language in order to communicate. Doesn’t have to make concrete from scratch to make a house. Human societies make this already existing wealth more or less accessible to individuals, but it’s undeniable that this wealth, natural or social, exists. And it’s just there for the sharing, grown and perfected over millions of years of evolution.

The fact that we have failed in that sharing for a long time, as a global society, it’s an entirely different matter. The truth is just that each if us is born into a bounty of global richness, without having contributed to it. That’s not debatable, it’s just a fact.

So how many arguments are there against basic income? It seems to me that, at bottom, only one really. Because once you accept that all humans are entitled, as their human right, to access the wealth of the natural world and the work of countless human generations before you, you’re already defending basic income on moral grounds. There’s no way, no matter how you look at it, that a person can do a “proportionate effort” to ever compensate for that he or she receives just for being alive. So let’s just get passed this annoying and fundamentally flawed argument.

After that one can ask oneself: Basic income is great, but how are we going to finance it? To be clear, a financial issue cannot be used as a fundamental argument against basic income. Financing is about distribution of power. Money is an agreement, and people can agree otherwise. Financing is, therefore, a challenge which comes from living together in society.

Different people have different perspectives and feelings over things, but if they agree among each other that the distribution of the natural and social wealth should be made to all, as a human right of existence, then the money will appear. Some will say as by a “miracle”. A miracle within an obsolete mindset, a natural consequence from an evolved, more inclusive and expanded view of the world.

Once you have accepted basic income on moral grounds and found a way to finance it – which is the same as bringing enough people to support its implementation – you might still ask: but what if this idea is hijacked by the far-right liberals, who just want to kill the commons, bury the welfare state and privatize everything? That amounts to asking: what if some dictator takes power and turns an imperfect democracy into a perfect dictatorship? For which I reply: we must be active and aware.

Democracy is not a system set in stone and we must always be defending it and contributing to it. Anything can be turned into a weapon by a wicked mind. Or basic income can be turned into a privatization-of-everything tool for a radical right-wing agenda. That risk is always there. It boils down to us, every conscious individual supporting basic income and knowing how to finance it, standing for democracy at all times.

Basic income can only help all people if it is democratically supported and implemented.

(…) mental health cannot be defined in terms of the “adjustment” of the individual to his society, but, on the contrary, that it must be defined in terms of the adjustment of society to the needs of man,[highlighted in original version] of its role in furthering and hindering the development of mental health. Whether or not the individual is healthy, is primarily not an individual matter, but depends on the structure of his society. A healthy society furthers man’s capacity to love his fellow men, to work creatively, to develop reason and objectivity, to have a sense of self which is based on the experience of his own productive powers. (…) Society can have both functions; it can further man’s healthy development, and it can hinder it; in fact most societies do both, and the question is only to what degree and in what directions their positive and negative influence is exercised.” Erich Fromm (1956/1959)

This is the third and last part of a series of articles published on BI News, in which I call for accompanying a UBI with reforms in the domain of public interest services (please see the first and second parts). The analysis will help one to imagine how the work experience could be transformed to contribute to happiness in a UBI society.

In the current employment system, work organizations are rarely adjusted to human needs, such as self-fulfillment and meaning. In the article on Bullshit Jobs, David Graeber (2013) observes that the more a job is useful for society and able to provide a sense of meaning, the less it is rewarded in monetary terms. Furthermore, employment is an exclusive form of work organization. UBI could help transform work if accompanied by initiatives to create frameworks for useful and meaningful contributions. This paper draws on empirical research of a cooking collective known as People’s Potato. There are similar initiatives where work is distributed among volunteer –  for example, the global movement, Food Not Bombs, Les Petites Cantines, which are participative restaurants in poor neighborhoods of Lyon, or the Brooklyn-based food cooperative, Park Slope Food Coop, with about sixteen thousand member-peers.

Example of People’s Potato as a project of regaining work and producing commons

People’s Potato distributes vegan lunches for free at Concordia University in Montréal. It is managed by a workers’ cooperative.  However, much of the work is done by volunteers, who can come and go without notice and choose from available tasks. Three other publications provide more details (Gajewska 30 June 2014, Gajewska 2014, Gajewska 10 April 2017). In September 2014, I interviewed several students and non-students helping out in the kitchen. In this article, I will analyze the elements that attract volunteers to People’s Potato to illustrate the potential of advancing human happiness by creating spaces of spontaneous work contribution in the domain of services of general interest.

Work as source of meaning and belonging

Gerald Hüther (2015) defines work as a system of relationships (Beziehungsgefüge) that integrates an individual into society. In order to develop, our brain needs experiences created with other people, a shared undertaking and it is structured by these experiences. Many people simply are deprived of the opportunity to contribute work that has meaning with tangible results, that might enrich the lives of other people. Gallup data shows that only 13 percent of people are emotionally invested in their work. 63 percent are “not engaged”—in other words, simply unmotivated and unlikely to exert extra effort.  The remaining 24 percent are “actively disengaged,” or truly unhappy and unproductive. The United States and Canada actually have the highest engagement rate in the world. 29 percent of respondents from these countries reported that they are invested in their work, whereas only 14 percent of Western Europeans are (MacGregor 2013).

Volunteers that I interviewed indicated that doing something useful was an important reason to join People’s Potato. One woman mentioned that giving out food for free generates a spiritual satisfaction in her. Many participants stressed that they contribute because they believe in the cause. For one, the integration of handicapped volunteers, working with the other volunteers in the kitchen, was especially important.

The importance of having fun

How can work be organized so that no coercion is needed? Despite all the developments in the domain of technology and entertainment, Western societies seem to have lost the capacity and the conditions to play. In my view, this lack is one of the fundamental obstacles for changing the economic system. Therefore, it should become the subject of political debate and in-depth research to determine how to create a society based on play, not as a form of consumption but as a joy of engagement. Bob Black describes play in the following way: “Play is always voluntary. What might otherwise be play is work if it’s forced. (…) Playing and giving are closely related, they are the behavioral and transactional facets of the same impulse, the play-instinct. They share the aristocratic disdain for results. The player gets something out of playing; that’s why he plays.” (Bob Black 1996: 239).

Organizing work processes so that volunteers have fun is an important element of People’s Potato’s philosophy. For example, people often perform tasks in groups, close to each other, so that talking is possible. Once when we chopped the same vegetables for quite a while, the coordinator asked: “Are you guys still having fun?”

One participant in People’s Potato mentioned that he would continue to contribute at the cooking collective only if it retains its current non-hierarchical structure. Another volunteer said that she would not participate if the involvement felt like her regular job in a commercial gastronomy where she worked part time at the time of the interview.

Alternative work spaces for a healthier society

Loneliness is a health issue. Therefore, government should also think about policies that might limit the extent of isolation in our modern atomized society instead of subsidizing pharmacology and conventional medicine as the only solutions for health problems. Being a critic of modern civilization, Helena Norberg-Hodge demonstrates in her book “Ancient Futures” how the different organization of work in indigenous Ladakh society includes (or used to include) older people. Since there is no pressure, people can contribute at their pace and be part of a joyful community. She observed that, in this society, typical old-age diseases were rare and elders were well-integrated in this society, throughout their lives.

People’s Potato also creates conditions for different types of people to contribute and enjoy a community. Meeting people and interacting with folks outside of one’s studies were important reasons to come and help out. A Brazilian woman had been coming to the kitchen to integrate in Montreal, her new home, at the beginning of her stay. Eventually busy with new friends and activities, she came less often. For her son, an artist suffering from depression, volunteering at the People’s Potato gives structure to his days. Two women in their early twenties told me that they feel more at ease to meet and interact with people by joining collective work rather than going to a party. A young woman said that one of the reasons why she keeps coming to the People’s Potato is that they know her and she can keep in touch with people through helping out.

Bringing people together around useful tasks does not, however, automatically translate into deeper ties, even if they are crucial for health. Longitudinal research has shown that the quality of relationships does determine possible health advantages. One of the interviewees, an aged unemployed man, comes to volunteer to be part of a community. Yet, during eight years of volunteering, he has not managed to build stronger ties with other participants of the project. He wishes that people would notice him and be interested in keeping in touch outside of the kitchen. Unfortunately this did not happen.

Experimenting with work organization to prepare the ground for a UBI

People’s Potato’s alternative work organization exemplifies how a post-capitalist system of production could look and feel. In order to change the perception of and feelings about work shaped by the employment system, neurobiologist, Gerald Hüther (2015), proposes to re-condition the brain by creating positive work experiences. This is what People’s Potato’s team does. New forms of work organization can rewire society to manifest new ways of approaching work. These could be considered as laboratories of inner transformation to induce those attitudes and behaviors necessary to build a new kind of society. This new understanding of work could foster the ideological and mental foundation needed for an unconditional basic income society. In the interview published on basicincome.org (Gajewska 2016), I argue that a transformation of work and social relations to prevent substance addictions is a crucial element to prepare the ground for a UBI. We can convince opponents by prefiguring the well being that we strive for.

UK: Parliament releases summary of Oral Evidence Hearing on UBI

On January 12, 2017, the Work and Pensions Committee of the UK Parliament held an oral evidence hearing on universal basic income, the official summary of which is now available online. It ultimately concludes that the measure “risks being a distraction from workable welfare reform” and urges “the incoming government not to expend any energy on it.”

Universal basic income is commonly called “citizen’s income” (CI) in the UK. According to the hearing summary, CI is defined as a payment from the state to all citizens that is unconditional, non-withdrawable (i.e., not means tested), automatic, and paid to individuals rather than households. This largely aligns with BIEN’s definition of basic income.

The stated purpose of the hearing was “to understand the cases for and against CI and to reach a conclusion on whether this is an idea that merits more in-depth attention from ourselves [the Work and Pensions Committee] and the Government.”

The summary presents an explanation of why CI is attractive to many, covering factors that include: income security for all, mitigation of the negative effects of new, precarious types of work, strengthening of the bargaining position of workers, removing the work disincentives that can arise from the interaction of work and benefits, and reducing the stigma associated with claiming benefits. It is also noted that “[w]itnesses focused on the simplicity of CI schemes compared to the current welfare system.”

However, the perceived cost and political infeasibility of the CI ultimately proved more persuasive to the committee:

“The cost of introducing a CI at a level that would be beneficial for the poor would be prohibitive, as equal benefits would go to the whole population irrespective of their income. It would require rises in taxation that have not been contemplated by any political party serious about winning a general election.”

The summary goes on to note that a more modest CI scheme would lose its simplicity advantage over the existing welfare system, as it would need to be topped-up by means-tested and conditional income supports.

This is the second part of a series proposing a reform of public services to be included in the UBI reform package (first part here). This article presents a model of organizing production based on spontaneous work contribution to the commons so that citizens’ participation is facilitated. Re-organizing work in such a way so that people want to contribute, but without being forced by the necessity to earn a living, should become part of the UBI movement’s agenda.

Certainly, citizens living solely from UBI would need to contribute somehow to sustain support for UBI among working populations that may resent those not working. So far, no viable solutions have been proposed. An “approved” citizen contribution1 or rewarding of such contributions2 implies wasting resources on monitoring, control3 or operating a system of remuneration, which would undermine the entire project and philosophy behind UBI. I propose an alternative to generating such unsatisfying administrative jobs (also known as “Bullshit Jobs” – a term coined by David Graeber) and intruding citizens. The state (“Partner State” – a concept developed by Michel Bauwens) should allocate instead resources and liberate spaces where commons are produced and work is a source of fulfillment.

In this article, I will elaborate on the elements of work organization that would turn making contribution attractive to citizens. A new logic of work organization, which could be generalized for the domain of services of public interest, will be exemplified with the case of a cooking collective, People’s Potato, distributing lunch meals for free at the Concordia University in Montréal. One can define the mode of operation in this collective as a peer production project. Access to the service is not conditional based on involvement as a volunteer. The production is financed by fee levies, but the meals are distributed for free and broadly accessible. One does not need to be a student at the Concordia or have paid the levy to receive a meal. The Annual General Meetings are accessible to the stakeholders and the public.4 

In September 2014, I volunteered in the kitchen and interviewed several other volunteers, as well as a coordinator, to learn more about work organization at People’s Potato.

Contributing work without barriers

Members-employees of the worker cooperative that manages People’s Potato coordinate volunteers’ work. Since economic survival does not depend on the volunteers, this removes the pressure typically found in commercial gastronomy or other traditional employment systems. Volunteers join the work process spontaneously and are assigned a task. It is possible to join or leave at any moment. Preparing food is organized in a modular way so that coordinators can easily find something to do for a volunteer. Inclusion is also fostered by the fact that each participant can decide their degree of involvement. For example, one can choose whether to contribute to governance decisions or not.

This very flexible way of organizing work at People’s Potato generates more inclusion in work participation, opening it up to those who might not be able to work as an employee, nor find their place in worker cooperatives. Among volunteers, there are people with physical and mental handicaps. Part of People’s Potato’s anti-oppression policy is to create an environment of tolerance so that everyone can work at one’s own pace. Many volunteers appreciated the flexibility that is possible in the involvement. For example, one volunteer – a busy student – enjoyed the fact that the project can go on without her if she does not show up. She does not need to take on additional responsibility.

Organizational framework for p2p production in the physical world

Coordination is a crucial factor in sustaining spontaneous work. Cooking (and other services of general interest) requires time management, as well as obeying safety and hygiene regulations. In Montréal, past non-professional cooking collectives, which managed to peer produce food, were short-lived (see the article by Silvestro5). However, some chapters of the international movement Food Not Bombs are quite successful. Certainly, these non-professional initiatives help advancing the practice and attitude of non-conditionality, both as a principle for redistribution and as a way to organize work contribution.

A worker cooperative runs people’s Potato. The cooperative takes care of administration, logistics, and financial tasks. Coordinators who are members of a worker cooperative provide a framework for spontaneous work contribution. They decide what meals to prepare and guide the process of food preparation. They are also responsible for volunteers’ training, information events, and celebration parties.

Fulfilling a coordinator’s job at People’s Potato requires a higher level of social skill than in traditional employment settings. One of the most important factors attracting volunteers is the kindness of coordinators and the perception that contributing at People’s Potato is different from traditional employment. This is reflected in the way volunteers are addressed. Staff always asks whether one “feels like doing” a certain task. Volunteer contribution is not taken for granted. However, one of the long-term volunteers that I interviewed said they felt unappreciated, and another one wished for more warmth. The former said that People’s Potato’s staff tends to forget that the volunteers are not paid for their contribution.

Space and work process organization to accommodate volunteers

Because of the flexibility of volunteer involvement, the number of volunteers fluctuates during the day. Just to illustrate with an observation of one Monday: at 11 am there were 8 volunteers in the kitchen, at the noon – 14, at 12:40 – 29, at 13:30 – 13, and at 14 – three volunteers were working. Altogether, the kitchen space can accommodate up to 40 volunteers.

The only perk for volunteers is the opportunity to eat in the kitchen rather than wait in the line outside. Many interviewees complained that there is not much space for the volunteers to eat lunch together. However, some contribute very little and eat in the kitchen. Coordinators must find a balance between disciplining and building an atmosphere that does not feel like a workplace. Too many rules may deter people from volunteering, and too little may frustrate committed volunteers.

Since volunteers associate People’s Potato with having fun and meeting people, some volunteers may forget that it is a space for work. One of the coordinators complained that people were kissing each other in the kitchen. The staff is also worried about too many people coming to the kitchen during lunch distribution. Working as a coordinator has distinct challenges, due to the number and fluctuation of people involved in cooking. They manage stress by rotating tasks between the kitchen and the office.

Anti-Oppression work at People’s Potato

People’s Potato defines itself as a hate-free space to bring people together without judgment or discrimination. For one interviewee who belongs to a racial and gender identification minority, this aspect of People’s Potato was crucial in choosing involvement. This person trusts that coordinators would react in cases of oppressive behavior in the kitchen. This person has experienced harassment in similar jobs as an employee in commercial gastronomy.

As I reported in another article, coordinators have a role to play in sustaining a positive atmosphere:

The involvement of a high number of volunteers may be a challenge at times. There are situations when staff need to intervene because of an oppressive behavior among volunteers: instances of verbal aggression, offences, discriminatory comments, etc. Some volunteers, when asked to stop oppressive behaviour, may become frustrated or become quiet. Sometimes this results in volunteers getting upset and leaving the kitchen, though there is an attempt to establish the anti-oppressive politics without rejecting community members who don’t understand it fully.”6

Creating spaces for a new paradigm in work organization

Sustaining work organization based on spontaneous contribution requires infrastructure, employment for coordinators, and developing skills for running this kind of project. The example of People’s Potato’s work organization helps us imagine how production of the commons could be organized. My interviewees suggested further measures that would make an involvement in spontaneous work more attractive:

– A board with the list of tasks to be done, so that one can easily find one’s project

– Concerts accompanying work

– A place to relax and lay down close to the working space (suggested by an older person suffering from back pain).

UBI may become a reality in the future, but the goal of creating a new vision of work and using human potential can already be pursued now.
