Review: Parijs presents ‘Basic Income’ book at Stanford

On Wednesday, April 12th, Philippe Van Parijs, co-founder of the Basic Income Earth Network, Emeritus Professor at the University of Louvain and former Director of the Hoover Chair in Economics and Social Ethics, presented his latest book on Basic Income at Stanford University.

He offered a powerful defense of UBI as an instrument of freedom and argued that it can be economically sustained and politically achieved—especially if political communities consider starting with a small UBI. Basic income should be designed, he argues, to go alongside publically funded services, such as quality healthcare and education, and should be given to all fiscal residents of a country.

“I’ve listened to criticisms and questions about basic income in five continents and seven languages,” Van Parijs told an audience of more than a hundred students, teachers and members of the broader community. He remains convinced that the policy has no fatal flaws.

Co-written with Yannick Vanderborght, and with the heroic title Basic Income: A Radical Proposal for a Free Society and a Sane Economy, the book is an absolute must read for basic income enthusiasts and critics, advanced and beginners alike. As the idea of UBI spreads faster than ever throughout the world, it can be hard to keep track of all the major developments in the academic and political worlds. Their book is a seamless solution to this problem.

Over eight insightful chapters, the authors offer the most comprehensive survey ever produced of the scholarship surrounding the recent and less recent revivals of the old idea. Van Parijs and Vanderborght trace back the roots of the policy proposal in the history of public assistance and social insurance, as well as in utopian thinking from Thomas Paine to Charles Fourier, and Martin Luther King. As a scholar, writing and teaching on basic income, I cherish the more than 100 pages of notes and references at the end, which prove to be inexhaustible sources of knowledge.

We learned from Philippe’s talk more about the long journey that led Philippe where he is now. From his first (disappointing) encounter with Rawls over breakfast to his (equally disappointing) encounter with Dworkin in a taxi. On those occasions, both political philosophers challenged the view that liberal egalitarian justice requires a universal cash payment. He recounted for us how he nonetheless ended up convinced that basic income was the instrument of freedom.

In the book, the authors argue that UBI enables a fairer distribution of the most important good of all – the real freedom to lead one’s life as wished, through work and outside work. They make the case that UBI is ethically justifiable by taking on the most pervasive objection of all – that unconditional cash would allow an unfair freeriding of some on others.

Vanderborgth and Van Parijs also offer answers to the many other questions and objections to UBI that come up again and again in political debates. For a start, how would people who believe that work is a moral duty and see the welfare state as a moral hazard ever agree to a system where we don’t even require recipients to demonstrate a willingness to work? And even if we could get them to agree, how could we afford it? And how could such system be sustained? Presumably, if people get money for doing nothing, they will stop working, which will in turn make it impossible to afford a generous UBI. Should we give it to migrants? Won’t it create a dangerous pull effect? And, what about the global poor anyway? Each time, they dissect the objections and scrutinize the questions with the rigor of philosophers, the wise perspective of historians, the rationality of economists and the pragmatic outlook of political advocates.

We also learned more from the talk about how UBI can help build a sane economy. Automation and globalization are important threats to employment and workers’ rights. Van Parijs argued that UBI could be a possible solution to support displaced workers – allowing them to retrain, and giving them access to the means to lead a decent life. He also shared his vision of a form of work-sharing that could help prevent two opposite problems – the fact that so many work too much and burnout, and the fact that so many are depressed for being out of work. A ‘sane economy’, then, is one that works for the many and does not make so many of us stressed and unhealthy.

I remain convinced that one of the most exciting promises of basic income is that it can help us see a way out of the current dominant regressive mindset on public assistance. Existing benefits systems often condone an obsession with screening out a supposedly undeserving underclass: the “welfare queens” and benefits scroungers. At worst, politicians take advantage of this paradigm to get elected, promising to screen out the free riders. At best, they address the problem in a shortsighted way, making benefits even more conditional to show that they are preventing scroungers from abusing the system. In doing so, they strengthen the myth that benefit claimants are indeed undeserving of assistance. Van Parijs and Vanderborgth’s book proposes to try out the opposite strategy to help rebuild the welfare state: doing away with conditionality to avoid benefits traps while also rejecting means testing, so that more workers also benefit from public assistance.

The authors would prefer if everyone had access to the highest sustainable basic income, but they fear basic income will only work with a great deal of realism and pragmatism. The challenge is to strike the right balance between the ideal and the feasible – without compromising the vision and without wishful-thinking on what is achievable. For basic income to work, Van Parijs said at the end of his talk, the world needs visionaries, enraged activists, and opportunistic thinkers to work together. But don’t worry, he added, “I am sure that all three kinds can be found in this room”.

Italy: Basic Income Network Italy releases new book “Guaranteed income and technological innovation, between algorithms and robotics”

 

Basic Income Network – Italy has just released a new book: “Guaranteed income and technological innovation, between algorithms and robotics“, which will be available in bookstores on the 22nd of June, 2017. In addition, the book is available online through publisher Asterios Editore.

 

The book opens up a global topic of interest: the links between the fourth industrial revolution, robotics and artificial intelligence, platform capitalism, and basic income rights – to the Italian populus. The publication documents a debate that involved a large group of academics, scholars, researchers and activists who were ready to make a say in favor of basic income as a social guarantee. This is particularly important at the time of technological innovation, which requires new mental and cultural paradigms, even before political and institutional ones.

 

Within the book fifteen authors reveal variant perspectives, beliefs, and views on basic income. The contributors agree that social protections and its mechanisms need rethinking, in order to bring forth a guaranteed basic income.

 

A fil rouge runs through the words and ideas of the books essays: in the digital age, look at the present and toward the future in order to recognize a collective right that allows each individual to participate in the redistribution of wealth produced by social networking, among other rights. The political and social pushor a basic income is thus understood to challenge social injustice and enable an individual and collective self-determination within a new type of ​​society.

 

Because, most probably, as is quoted by Philippe Van Parijs in this book: “One day we will wonder how we could live without a basic income…”

This is a book written by and for French intellectuals. Hegelian and Marxist notions are bandied about like so many baseball scores. Nevertheless, the message is plain and the reason for the vigorous opposition to Basic Income (BI) is clear. Some of the points inviting skepticism are well taken. Tracing the origins of BI back to Thomas More and Thomas Paine is in fact quite a stretch. The same familiar More passage is always quoted but have you ever seen a different one? We are dealing here with a posteriori myth making to establish legitimacy.

For this group of authors, the concept of BI is a part of neoliberal ideology. “The concept of BI is tied to the emergence of neoliberalism both in its response to the crisis [in post-war social protection] and in the conception of social justice it embodies.” Furthermore, in the words of economist Lionel Stoléru “the market economy can encompass the fight against absolute poverty” but “it is incapable of digesting stronger remedies against relative poverty.” The latter refers to income inequality rather than to deprivation.

Neoliberalism is opposed to the concept of social rights. A generous BI would be prohibitively expensive without cutbacks in “collective” spending such as welfare, education, public pensions, health, etc. Market forces would replace the idea and institutions of social justice. The “equality of chances” defended by neoliberalism would lead to a society that is more meritocratic but no less unjust, claim the authors.

It is no secret that wealth has increased dramatically since the 1970s but that the rich have benefited disproportionately. BI is seen by the authors as a Trojan horse in the heart of Social Society, whose purpose is to undo all of the social programs developed in the 20th century before the advent of neoliberalism. Proponents in the libertarian left argue that BI would be the “Capitalist road to Communism,” in the words of Philippe Van Parijs himself. BI is seen as a synthesis of liberal and socialist utopias. A description of the conflicting attitudes towards work will best illustrate the divergence in approaches. The classic leftist view is that a citizen’s work defines his contribution to society and tends to conflate work and employment. It is up to society to validate each member’s work effort. The authors claim that BI proponents refuse to accept the idea that work can be a factor for social integration, thus their view that full employment is not a useful goal. On the contrary “the social utility of an activity cannot be established as valid a priori; it must be submitted to democratic approval.”

What democratic approval would mean in practice is not explained but then the Swiss were asked to approve BI with few details provided and 23% voted in favour. Another argument in favour of BI is that it would enable natural caregivers in the home to provide for the young, the sick and the elderly. The authors of this book cannot agree that these activities are valid work in the Marxian sense. To believe otherwise, they say, is “to espouse neoclassical propositions omnipresent in economic pseudoscience.” Some feminists also oppose BI because they see it as a trap to keep women in traditional roles.

So, is BI just a neoliberal plot to destroy the social protections developed in the post-war years by the social state that are inextricably linked to the strength of labour? If not a conspiracy, BI is presented as the culmination of the free market utopia in our collective neoliberal imagination.

The four writers of this tract are nostalgic of more coherent times:

“Since Durkheim,the sociological tradition considers that in developed societies, the division of labour and the resulting specialization of functions produces a solidarity that assures social cohesion. The assignment of individuals to social positions does not only depend on their own will. Impersonal social forces, determinism, belie the claims that attribute to individual merit alone the possibilities of emancipation. The more autonomous the individual the more dependent he is on society. We cannot therefore be but ourselves, anchored in our individuality, to the extent that we are social beings.”

This is no longer the world we live in.  In a post-industrial sharing economy, we are still social beings but employment where labour is pitted against capital no longer defines us. The nostalgic socialist authors are justifiably suspicious of neoliberal aims to cut existing social programs but these have a long history and broad support. Making sure that BI beneficiaries do no receive less than before is a part of any serious discussion or test of Basic Income. Vigilance is always appropriate but not to the extent of, as we say in French, tripping on the flowers woven into the carpet.

Interview: Basic income can ‘mend the net’

In his new Kindle book Mending the Net, author Chis Oestereich describes how a basic income can address some of the “wicked problems” facing humanity.

For Oestereich, the basic income can help society rethink its consumption patterns and possibly upend the “treadmill of subsistence.”

In the book, Oestereich predicts that the economy could be headed toward a recession. In the interview he said that basic income can be a “shock absorber” of economic downturns. Without a basic income, Oestereich said he worries that the next recession will be much worse than the last for many people.

One of the most unique effects of the basic income is its potential to change how we view careers and allow “self-determination,” Oestereich said.

“By standing individuals up on an income floor, we could open the door for many to create unique, fulfilling lives that might not otherwise be possible,” he said.

You said in the book: “A universal program removes the opportunity for politicians to erode benefits in a death by a thousand cuts scenario”. Can you explain why you think universal basic income evades austerity?

I don’t think it evades austerity in general as there are other programs to cut that could still greatly impact lives, but rather that it evades austerity because since it is universal, any cut must be done to everyone. Means testing programs are a game of continually shifting goal posts wherein a small adjustment to a qualifying measure can mean the difference between families having enough to sustain themselves, and coming up short. By shifting to a universal program the goalpost moves could no longer trim away at those on the margins.

I’ve heard some say providing a greater array of people more money through basic income would exacerbate environmental degradation with their new consumption? Considering lower income individuals spend a higher percentage of their income. What do you think the overall effect on the environment would be from basic income?

I think environmental impacts are one of several valid concerns around basic incomes. That’s why I advocate for significant testing to see what we can learn. Some people may be enabled to purchase and consume more goods and services as the direct result of a UBI, but I think that’s an argument for finding an appropriate level of UBI that’s not so large that it allows people to go from living lives of unfulfilled needs, to being enabled to live destructive lifestyles. But I think some of us might cut back on some work and consumption that are part of today’s treadmill of subsistence. Take away the need for a full-time job to get by and some of us might only work three or four days a week and consume less resources through commuting and other related efforts. We need to gain a better understanding of the effects of a widely-implemented UBI, and then we might need to update social norms to align with systemic needs. And it’s possible that we could gain unexpected positive effects like those experienced in Utah where giving homeless people places to live resulted in reduced use of medical care.

 

You mentioned that we are probably counting down to a recession. How would a basic income address the issues of economic recession?

I called UBI an economic shock absorber because it would be there to blunt the negative impacts anytime the economy went south. (If we had a UBI in 2007, how many of the millions of people who lost their homes to foreclosure might have squeaked by without falling into those dire circumstances?) With a little something coming in each month comes a modicum of hope, rather than the steady drumbeat of a straight-line declining balance in your checking account. But if we don’t have a UBI in time for the next recession, I think we can expect that the outcome of the next one will be worse than the last one—at least for some segments of the population—as losses from the Great Recession “were disproportionally concentrated among lower income, less educated, and minority households.”

 

Why do you think the profit motive is destructive? And how does basic income help address the profit motive force?

I don’t think the profit motive is inherently destructive. But when it’s the sole focus of an organization, the profit motive allows businesses to hold extractive relationships over their employees. When a person has no other means of subsistence, the terms of employment are often highly-unfavorable. Give an unemployed person a decent monthly payment via a UBI and the choice is no longer one of zero income or an extractive employment relationship, so the calculus around the decision changes tremendously. Instead of being in a take-it-or-leave-it scenario with only savings (if that) to fall back on, you have a choice of tightening your belt and squeezing by on any savings you have along with your monthly UBI check. It would give workers a little bit of leverage in scenarios where they often have none.

 

You mentioned “If you hear someone talking about Milton Friedman and basic incomes in the same breath, it’s probably safe to assume that they’re looking for overall cost savings to reduce their personal tax burden.” Do you think libertarians that support basic income are primarily concerned with bringing down costs? And along those lines, do you think a coalition including fiscal conservatives and libertarians on basic income is possible?

My sense is that libertarians are primarily concerned with optimizing their personal tax effects. If a UBI could reduce administrative costs, and they would end up with a net financial benefit, you’d probably have their ears. But if they ended up paying more into the system, I think you’d quickly stop hearing about how great it was. So, I think they could be willing partners up to a point, but that they’d likely drop off from the cause at some point, and that they would eventually oppose efforts to increase the amount of UBI payments. My thought is that we could probably work together to get the proof of concept testing done, but that in working to make an initial UBI happen libertarians might become a drag on the effort as they would likely be aiming for systemic savings, rather than an outcome that would be measured in improved lives.

 

What inspired you to write this book? 

Mending the Net wasn’t planned. I was invited to write chapters for a couple of different books, the ItsBasicIncome project that will be published out of the UK soon, and another anthology around environmental issues. I wrote them both independently and then realized that they would fit together nicely in a Kindle single format as the essays offer two different perspectives on “why” we ought to consider trying UBIs. (Readers will have to look elsewhere for the “how” argument as that’s not my bailiwick.)

As for the topics of the essays, I’ve never been a big fan of the rat race, and I’m a huge proponent of self-determination. Basic incomes help along both of those lines. By standing individuals up on an income floor, we could open the door for many to create unique, fulfilling lives that might not otherwise be possible.

 

What is your involvement in the basic income movement?

I guess I’m sort of a passionate advocate, but I certainly don’t see myself as a movement leader. There are others (like Guy Standing and Scott Santens) whose work I regularly look to for ideas and updates on the topic. For my part, I’m working to systematically address all wicked problems. To that end, I’m currently working on a book on the UK’s Brexit issue, as well as the second anthology from the Wicked Problems Collaborative (my publishing company), that will look at the promise and peril of our rapidly advancing technological environment.

 

Maximilian Sommer, “A Feasible Basic Income Scheme for Germany”

Economist Maximilian Sommer (Katholische Universität Eichstätt – Ingolstadt) has published a book-length investigation into a financially feasible basic income scheme for Germany, encompassing arguments for an unconditional basic income, implementation details, and anticipated consequences of the policy.

The model that Sommer proposes is based on a negative income tax.

“This book analyzes the consequences that would arise if Germany’s means-tested unemployment benefits were replaced with an unconditional basic income. The basic income scheme introduced is based on a negative income tax and calibrated to be both financially feasible and compatible with current constitutional legislation. Using data from the German Socio-Economic Panel (GSOEP) the author examines the impact of the reform on the household labor supply as well as on both poverty and inequality measures. It is shown that by applying reasonable values for both the basic income and the implied marginal tax rate imposed on earned incomes, efficiency gains can be reconciled with generally accepted value statements. Furthermore, as the proposal includes a universal basic income for families, child poverty could be reduced considerably. The estimates are based on the discrete choice approach to labor supply.”
