A meeting of the Basic Income Earth Network General Assembly will be held online, in connection with the 2023 BIEN Congress, on Saturday, 26 August 2023 at 13:00h British Summer Time (UTC+1).
If you are interested in becoming a member, you can do so by following the few simple steps outlined here. Please note that new memberships cannot be received at the meeting or during the week before it.

The rules for running the General Assembly will be those found in BIEN’s constitution. Those rules likely to be relevant to the management of the General Assembly are as follows:
10 (2) Taking ordinary decisions by vote … any decision of the members of the CIO may be taken by means of a resolution at a general meeting. Such a resolution may be passed by a simple majority of votes cast at the meeting …
11 (3) (a) The charity trustees … must give at least 14 clear days notice of any general meeting to all of the members … (b) If it is agreed by not less than 90% of all members of the CIO, any resolution may be proposed and passed at the meeting even though the requirements of sub-clause (3) (a) of this clause have not been met. This sub-clause does not apply where a specified period of notice is strictly required.
11 (4) Chairing of general meetings. The person nominated as chair … shall, if present at the general meeting and willing to act, preside as chair of the meeting. Subject to that, the members of the CIO who are present at a general meeting shall elect a chair to preside at the meeting.
11 (5) Quorum at general meetings. No business may be transacted at any general meeting of the members of the CIO unless a quorum is present when the meeting starts. … the quorum for general meetings shall be the greater of 3% or three members. …
A group of Russian professors led by Vyacheslav Bobkov of the Plekhanov Russian University of Economics, Scientific Centre of Labour Economics, Moscow, has published a 371 page monograph in Russian with an English language summary.
“Goals of the study presented in the monograph are to develop theoretical provisions of the concept of an universal basic income (UBI); to summarize and systematize the results of the survey of the Russian experts and citizens about the potential UBI key principles and possibilities of its implementation in Russia; to identify primary foreground categories of the population for its testing; to assess the feasibility of expanding UBI tools, taking into account the development of it’s transitional forms (the definition of “basic income (BI)” is used below for them), especially during the COVID–19 pandemic; to model the pilot projects (experiments) on the UBI implementation for the most vulnerable groups of the population.”

On 31 August 2022 Clarification of the Basic Income Definition’ Working Group’ will hold its 6th Open Forum led off by a presentation by Dr. Ali Mutlu Köylüoğlu on “A NON-SEIZABLE Income and A SCORECARD concept for Evaluation of Basic Income Schemes”.
The Open Forum will be held on Wednesday, 31 August, at 12.30 GMT (UTC) on Zoom.
