Universal Basic Income Pilot for Artists in Ireland

The Programme for Government published by Ireland’s new Coalition Government on 27th June, 2020 committed to the introduction of a universal basic income pilot within the lifetime of the Government. Subsequently, the Report of the Arts and Culture Recovery Taskforce relied on this commitment when it put forward its proposals for a 3-year Basic Income pilot for workers in the Arts sector.

In Ireland’s Budget for 2022, Government included an allocation of €25m for a Basic Income scheme for artists.  While details are sketchy, it would appear that this is intended to fund some 2,000 artists. As this pilot scheme won’t start paying out money till April 2022, it should be possible to pay €325 to 2,000 artists in 2022 within the budget figure of €25m.  This is the payment level recommended in the Report of the Arts and Culture Recovery Taskforce.

This initiative is most welcome as it progresses the discussion and piloting of Basic Income in Ireland.  As well as this, artists are appropriate subjects for the pilot.  They have suffered a great deal during the pandemic and should be supported through these difficult times. 

However, Ireland can’t afford to pay a Basic Income of €325 per week to the whole population; it is only realistic to pay a maximum of around €208 as outlined by Social Justice Ireland in its recent study on this issue. To resolve this dilemma and ensure the initiative really is a Universal Basic Income pilot, Government could pay these artists €208 as a Basic Income and an additional €117 as an Artists Supplement. 

It can be expected that UBI would have two kinds of impact:

  • Activity, e.g. entrepreneurial, increased/decreased output;
  • Wellness, e.g. financial security, stress levels.

Regarding the ‘Activity’ impact, it is very likely that the evaluation of the pilot will show that most artists in the pilot don’t watch TV all day.  Rather, they will be seen to engage in more artistic activity; they may even generate more market income; they are likely to report that their work is of higher quality; they develop their skills etc.  Consequently, if a BI of €325 per week doesn’t elicit a lazy response, surely €208 would not either! 

Faced with the above hypothetical findings, I think that those who believe that welfare rates should be kept low so as to push people into working would have to accept the conclusion that there is little to fear from the possibility of laziness with a BI of €208 per week for the whole adult population.

Regarding the ‘Wellness’ impact, it is most likely that the evaluation findings will be positive, e.g. greater financial security, less stress etc.  It may be reasonable to speculate that this impact would be reduced if the BI payment were reduced.   However, the skeptics on UBI are most interested in the labour market response.  They are likely to be less interested in the wellness findings and less concerned if these benefits were reduced somewhat when faced with a BI of €208 per week.

Oxford Union votes against introducing UBI

On 29th April 2021 the prestigious Oxford Union Society hosted a panel of students, activists, politicians and scholars to debate the motion ‘This House Would Introduce a Universal Basic Income’.

The debate began with the majority (68%) voting in favour of introducing a Universal Basic Income (UBI) and the remaining 32% voting against it. After hearing a total of 8 panelists’ arguments for and against the motion, the majority shifted in the closing poll to a marginal victory for the opposition, with 54% voting against introducing a UBI and 46% voting for it.

00:33 – Opening up the case for the proposition, Classical Archaeological and Ancient History student Ambika Sehgal drew on anecdotal evidence from victims of flaws in the DWP’s (Department for Work and Pensions) systems, experiences from the Covid-19 pandemic, and accounts of early forms of UBI in Ancient Greek societies to make three arguments for the motion:

  1. To lift people out of poverty and provide a basic standard of living to everybody “without fear or favour”.
  2. To increase the wealth of the entire population by giving everybody the freedom to upskill, reeducate, take on more prosperous jobs, or start their own business.
  3. To prevent the inevitable economic catastrophe that we are approaching as a result of the automation of skilled industries.

10:52 – Rebutting with the opening case for the opposition, Eliza Dean, first year Classics and French student and Member of the Union’s Secretaries Committee, denounced UBI as the solution to our current economic and political struggles, arguing instead for better funding of existing state welfare systems and a return to greater recognition of the value of labour in society.

20:58 – Professor Guy Standing, Professorial Research Associate at SOAS University of London and founding member of BIEN, outlined the fundamental ethical – as opposed to instrumental – rationale for introducing a UBI, arguing that we have an ethical justification to introduce UBI to resolve the unequal distribution of wealth created by rentier capitalism.

Rounding off his argument for the proposition, Professor Standing drew on his extensive experience working on over 50 pilots to outline some of the key findings of research on UBI:

  • It improves individual mental and physical health.
  • It reduces people’s stress.
  • It leads to better school attendance.
  • It increases work and its productivity, leading people to be more innovative and altruistic in their work because people feel more able to act in such a way.
  • It helps to reduce debt.
  • It leads to a greater sense of social solidarity.

36:34 Marco Annunziata, former Chief Economist and Head of Business Innovation Strategy at General Electric, invoked suggestions for the necessary rise in taxes, the case to offer the same amount to the rich and poor, and the disincentives to work as evidence that a UBI is both unaffordable, unjust and riddled with unintended consequences.

48:53 Drawing on simulations run by the RSA (Royal Society for Arts, Manufactures and Commerce) Anthony Painter, Chief Research & Impact Officer, made the economic case for UBI, citing its ability to make up for inadequacies in existing social support systems by offering a hardwired economic platform for all in society.

59:50 Regarding UBI a ‘recurring revenant’ throughout his career, Professor Hilmar Schneider, Director of the Institute of Labour Economics in Bonn, cited the experience of the German pension system and his own research conducting funding and behavioral responses simulation models to argue against the motion. Pointing to the fact that most UBI pilots rely on external funding sources, Professor Schneider argued that the strongest argument against a UBI lies in its unaffordability, as it would ultimately result in more people losing money than gaining money.

01:10:34 William Greve, first year Philosophy, Politics and Economics student and Sponsorship Officer at the Oxford Union,consolidated the arguments made by the panelists to round off the underlying economic and liberal arguments for a UBI:

  • That is the most effective way to counter the wealth inequality and unjust returns to capital observed in the modern economy that leave labour so unjustly rewarded.
  • That it is reasonable to demand that all individuals in a society be entitled to a share of the total wealth of society a basic level of economic security.
  • That it would fundamentally change our relationship with employment for the better.

Drawing on Professor Schneider’s earlier remarks on the case against higher income taxes (owing to the fact that the majority of wealth that exists in the modern economy is not received as an income in the traditional sense), William also argued that a wealth tax, not an income tax, is the most just and feasible way to fund UBI.

01:21:30 Rt Hon Jon Cruddas, Labour MP for Dagenham and Rainham and Former Coordinator for the Labour Party, rounded off the case for the opposition by arguing that those advocating for UBI should remain cautious when their political opponents also support the scheme for radically different outcomes. Noting the many cross-spectrum and cross-ideological arguments for and against the motion, he also pointed to the more ‘mundane and practical’ issues with introducing UBI, such as financial feasibility, its efficacy compared to its alternatives, and what accompanying policies are required to ensure desired outcomes.

Concluding the case against UBI, Rt Hon Cruddas hammered home his argument for the dignity of labour and questioned the role that UBI would play in creating decent work. All but entirely dismissing concerns around automation and the future availability of work, he argued that we should instead be organizing for collective rights, strong unions, income guarantees and above all, dignified labour. He argued that there is a strong case against UBI if you consider that the nature of work thesis is flawed, and that the debate around the future of work is an inherently political one. UBI, he suggested, could transform citizens into ‘passengers of capitalism’, robbing them of meaning and dignity, and leaving them more isolated, vulnerable, angry and humiliated, and society itself less fraternal and solidaristic.

She has organised around women’s, health, welfare, and housing issues for over 30 years. Barb is Co-ordinator of Basic Income UK, and was the founding Chair of UBIE (Unconditional Basic Income Europe) from 2014 to 2017.

Tatiana Roque is a Professor of Mathematics at the Federal University of Rio de Janeiro and a member of the Brazilian Basic Income Network. Her work examines traditional political movements and the ways in which new mobilization strategies may be employed at universities, unions, and wider political movements. She also serves as a Fellow at the Roosevelt Institute, and was one of the first US thought leaders to examine and push for narrative change in addressing racial wealth inequality.

Catherine Thomas

Catherine Thomas is a Ph.D. candidate in social psychology and an Interdisciplinary Graduate Fellow at Stanford University. Her research examines the integration of economic and social inclusion within cash-based policies, and in particular with regard to public opinion on cash policy in the U.S. as well as perspectives of cash-transfer recipients using varying narrative frames. Her research on cash-based policies includes work in East and West Africa with the nonprofit GiveDirectly, the World Bank, and the Government of Niger. She co-authored Stanford Basic Income Lab’s guide for cities conducting basic income pilots. 

A Basic Income trial could be coming soon to Wales

Over two thirds of Wales is in favour of a basic income trial in the country. The poll, carried out by Survation and commissioned by Sophie Howe, Future Generations Commissioner for Wales, included over a thousand respondents.

Ahead of the country’s general election in early May, Future Generations is pressuring the Welsh government towards implementing more progressive measures destined to protect the economic and labor interests of the younger generations of the country, which have been remarkably affected by the COVID-19 pandemic. Among these policies they included a petition to start a basic income trial.

According to Howe, a basic income could be highly beneficial for the Welsh. Howe states that a basic income could successfully address the issues that the welfare stated has failed to tackle (increase in poverty, automation and unstable jobs). Howe claims that “a basic income could be that stronger safety net which keeps people from falling through the cracks of support now and in the future.”

The think tank Autonomy is working alongside Future Generations to make the basic income trial happen. Will Stronge, co-director of Autonomy, claims that is critical to provide financial security to everyone, especially in these times of crisis. “The time has come for a universal basic income in Wales”, Stronge demands.

Calls for basic income in Wales are not new and Future Generations and Autonomy are not the only ones demanding the implementation. In 2020, during the first wave of the COVID-19 pandemic, Plaid Cymru, the biggest nationalist party in the country, called for an emergency UBI and, more recently, the party has expressed support towards a cultural basic income to support culture. On a local level, the councils of Swansea and Rhondda Cynon Taf (RCT) have passed motions in support of piloting the trial, while the leader of the council of Cardiff has expressed interest towards the measure.

Europeans get it: Basic Income strengthens resilience

Advocates for basic income have long argued that it is much more than just a poverty relief measure. It is a matter of common justice that would enhance freedom and provide basic security for all. A new survey across six major European countries shows that people understand its potential to improve their lives. Not only do large majorities in France, Germany, Italy, Poland, Portugal and Spain favour basic income pilots and basic income as a permanent policy. The survey also reveals the advantages people believe a basic income would bring for themselves.

The poll, conducted independently by YouGov, found that two-thirds or more of respondents in the six countries were in favour of pilots and a national basic income system. Excluding the few ‘don’t knows’, support ranged from 65% in France to 87% in Portugal. Women were generally more supportive, particularly in Germany, France, Italy and Spain.

Even before the pandemic, European citizens were suffering from insecurity, stress and precarity, linked to rising inequalities. The pandemic has made things worse. In an era of shocks, policies to strengthen individual and societal resilience are vital. Instead, governments have resorted to measures aimed chiefly at propping up businesses, including furlough schemes, that have worsened inequalities and eroded resilience.

Resilience means being able to handle and recover from shocks. It is about feeling in control, able to handle setbacks because we can envisage a better future. But it cannot be provided by today’s labour market, increasingly characterised by flexible labour relations, insecure jobs and fluctuating wages, or by existing welfare systems, or by better public services alone, even though those are needed.

The survey provides cogent support for arguments in favour of basic income. High proportions of respondents said a basic income would reduce anxiety – over half in Poland and Portugal, and more than 40% overall, especially among women and youth. It is now well established that chronic anxiety increases the risk of mental and physical illness. A basic income offers the prospect of reducing ill-health and demands on health services. It might almost pay for itself.

Respondents also believed a basic income would open up opportunities for a better way of living and working. A high proportion of youths and women said it would give them more financial independence – 50% of young Italians and 41% of young Germans, for instance. This would reduce their sense of precarity, the feeling of being a supplicant reliant on others for discretionary help.

One horror of the pandemic has been the surge in domestic violence. Experiments have shown that, once women have basic income security, domestic tensions decline and women are more likely to walk away from abusive relationships.

Many youths said a basic income would enable them to pursue further education or training, including 49% in Portugal, 53% in Spain and 27% in Germany. This reflects the current inability of the precariat to develop their capabilities in the way they choose, because they must take whatever job they can get and put in as many hours of labour as possible. Basic security is conducive to the development of skills and a more educated society.

A basic income would also improve the quality of living. Young people, in particular, said it would enable them to take part in leisure activities that they cannot afford to do now – about a third in Portugal and Spain, for example.

And a basic income would foster work beyond ‘jobs’. Men as well as women, among all age groups, said a basic income would enable them to devote more time to their family. This was the case for one in five in Germany and more than a quarter of both men and women in Poland. The coronavirus pandemic has highlighted the extent to which society suffers from a ‘care deficit’. And pilots have shown that a basic income encourages men to do more care work, helping to weaken the gender dualism that feminists rightly condemn.

Basic income would also foster a more entrepreneurial attitude. A significant proportion of respondents said it would encourage them to launch a small-scale business – 8% in Italy, 10% in France, 13% in Germany and 19% in Portugal. Entrepreneurial enthusiasm was even greater among youths – 14% in Italy, for instance. Many youths also said a basic income would enable them to devote more time to volunteering or social activism, including over a quarter of youths in Germany and 13% in France. Society surely wants more socially engaged and active youth.

One lesson surely learned during the pandemic is that most of us are vulnerable, not just to illness but also to shocks to our finances, relationships and lifestyles. In what was a cross-section of people in six relatively rich countries, only small minorities said a basic income would make little difference to their lives – 11% in Italy and 6% in Portugal, for example. Long-term basic security is still something most of us value.

We should implore European policymakers to launch basic income pilots in communities around Europe. Ideally, some courageous governments would move in the direction of a national system. But failing that, surely it is time for pilots to explore the transformative potential of basic income. According to this survey, over 70% of Europeans want them.
