I can remember the moment when I first took a keen interest in basic income. I was familiar with the idea, having spent a research leave at the European University Institute in Fiesole, when Philippe Van Parijs was there writing Real Freedom for All. We had some casual conversations, but I failed to appreciate the radical implications of basic income, until some months later, when I happened to read one of Philippe’s essays, in a collection on social class edited by E.O. Wright.

My work up to that point was focused on market socialism and worker self-management, and, more generally, just and feasible alternatives to capitalism. I thought that the way to address the democratic deficits and inequalities of capitalism, without abandoning its efficiencies, was to convert capitalist enterprises into worker-managed firms operating in a market economy, and also to democratize investment decisions through a system of public banks.

When I read Philippe’s essay, I realized that the model of work I was presupposing, where workers work full-time over many years for a single enterprise, was disappearing. Philippe observed that many in our generation were finding themselves in and out of paid employment, working part-time, or in temporary positions, relying on fellowships, increasingly finding themselves in a precarious position regarding income and work. I invited Philippe to my campus for a series of talks, and to discuss my work.

I attended my first BIEN congress in Amsterdam. In some ways it was my favorite. While I would not wish BIEN to return to an attendance level where everyone meets for the whole conference in the same room, it was great to be able to have one continuous conversation with everyone, and enough break time for serious one-on-one conversations on the side.

In the book I subsequently published, Self-Management and the Crisis of Socialism, I incorporated a basic income into the model of socialism I was defending. After the book, my focus shifted from market socialism and cooperatives to basic income, and I became a regular contributor to conferences on basic income.

I had the good fortune to spend a semester as a Hoover Fellow at the Catholic University in Louvain-la-Neuve. I worked with Karl Widerquist to edit two books on Alaska’s Permanent Fund Dividend. When the US Basic Income Guarantee Network needed a coordinator to take over from Karl in 2008, I was willing, and have been doing the job ever since.

It has been a pleasure and inspiration to work with the dedicated scholars and activists in USBIG and BIEN. During these roughly 25 years, I have seen basic income move from a novel idea, under discussion by academics and a few visionary activists in response to unprecedented changes in our world, to a policy idea being tested in South Africa, Brazil, the Netherlands, Finland, Switzerland, India, and Canada, and on the radar of mainstream policy makers in the US like Robert Reich and even President Obama. The growth of interest threatens to outpace the capacity of our organizations. USBIG, for example, is just now becoming incorporated, has relied on voluntary labor, and has operated without a budget since its beginning.

But BIEN, USBIG, and other organizations are gearing up to meet the rising interest and the important and difficult policy challenges and decisions that lie ahead. Despite recent turns toward the right in politics, I am confident that our best times lie ahead. Xenophobia and neoliberal austerity cannot solve the climate crisis, the disruptions created by the current wave of automation, persistent global poverty, and stagnating economies. Once the false promises of right wing populism are exposed, there will be an opening for new solutions, and basic income is likely to be an essential part of the mix. I look forward to rolling up my sleeves and working with my comrades in BIEN during these very interesting times.

SWITZERLAND: Guy Standing to present on Basic Income at Davos

The 2017 Davos meeting of the World Economic Forum is to include a panel on basic income, in which BIEN’s Guy Standing will be participating.

BIEN co-founder Guy Standing (Professorial Research Associate at SOAS, University of London) has been invited to speak at the next meeting of the World Economic Forum (WEF) in Davos, Switzerland, which will take place from January 17 to 20, 2017.

The editor of The Economist will interview Standing on the precariat on January 17. Additionally, Standing will take part in a session on basic income on January 18.

By invitation only, the WEF’s annual Davos conference brings together over 2000 CEOs, political leaders, distinguished academics, and other “notables”, and has come to be regarded as one of the most elite economic and political conferences in the world.

In connection with his invitation to Davos, Standing has authored an article on basic income for the WEF’s blog (“The precariat, populism and robots: is basic income a political imperative?). In it, Standing presents a series of justifications for basic income.

First, and most importantly, Standing argues that a basic income is owed to all as a matter of social justice: “Land, natural resources, and ideas that become ‘intellectual property’ are all part of society’s collective wealth, created and nurtured by generations of our ancestors. So, it is reasonable to argue that everybody should have a modest share, a social dividend, in the form of an equal, modest, individual, unconditional basic income.”

Standing contends that “all assets, including intellectual property, are resources to which all of society has legitimate claim”–recommending, for example, a “special levy on income generated by patents, copyright and other forms of intellectual property” to pay into a sovereign wealth fund.

Additionally, Standing argues that a basic income promotes individual freedom and security–noting that economic security is a requirement for rational decision-making–and removes the poverty and “precarity” traps in current welfare systems. (A precarity trap exists when a would-be worker decides not to accept short-term employment due to delays in benefits processing or other complications that encourage avoidance of temporary changes in benefits status. In this way, existing welfare systems often discourage temporary work.)

Standing also points out that a basic income would be seen as remunerating unpaid labor–and that this, in turn, could encourage more environmentally sustainable lifestyles.

“Care work, voluntary work, community work and the ‘work’ many do in retraining are all statistically unrecognised today, but they are socially valuable, and are not resource depleting, unlike many forms of labour. A basic income would tilt the economic system towards socially and ecologically sustainable growth.”

Finally, although he seems to regard it as a comparatively weaker argument, Standing concludes by claiming that the automation argument–that is, that a basic income is necessary as insurance against a robot job takeover–“should not be dismissed”.

The second, “The 5 biggest lies of global capitalism (December 12), discusses “rentier capitalism” — a system in which increasing shares of wealth accrue to those who hold property from which they can extract rents — and explains how (in Standing’s view) it sits at the heart of contemporary economic inequities.

US: National city advocacy group recommends “exploring” basic income

The National League of Cities (NLC) — an advocacy organization representing 19,000 cities and towns in the United States — has published a report called The Future of Work in Cities, which briefly recommends that cities investigate universal basic income.

The Future of Work in Cities examines the changing nature of work, especially due to automation and the growth of the “gig” or “1099” economy, and the lays out several policy recommendations for cities to address these changes. One recommendation is that cities “explore basic income and other more broad-based social support systems.”

The NLC report describes basic income as “similar to US social security and welfare systems, with the major exception that the benefit goes to everyone, regardless of age, ability, class status, or participation in the workforce,” and provides a brief summary of a few arguments for and against such a universal and unconditional benefit:

Some individuals from the tech world tout basic income as a way to counteract the economic blow of automation replacing jobs currently occupied by humans. Other supporters argue that basic income is more streamlined, efficient, and transparent than currently administered social welfare systems. Finally, there are some individuals who endorse the idea of less work overall, arguing that a basic income might free up the time individuals spend working and allow them pursue other, more creative, and enjoyable pursuits. Many critiques of basic income systems center on how it will be sustainably funded or the cultural implications of instituting such a system (p. 48).

The authors mention taxation as a possible funding mechanism, but do not delve into any more detail.

Other strategies broached in the report include offering more portable benefits (e.g. health insurance that is not tied to an employer), increasing the minimum wage, ensuring that families have affordable childcare and paid leave, and easing the entry of individuals with criminal records into the workforce.

The Future of Work in Cities is the second report in NLC’s City of the Future series. The first report, City of the Future: Technology & Mobility, investigates ways in which new technologies will impact transportation systems in urban areas.

THE NETHERLANDS: Party for the Animals wants Universal Basic Income to be investigated

“The Earth offers enough for everyone’s need, but not for everyone’s greed” is the opening sentence of the election-program of the Party for the Animals (“Partij voor de Dieren”, PvdD). This document has been released in advance of the Dutch parliamentary elections, which will be held on March 15th, 2017.

One would expect huge attention to be paid to environmental issues in the election-program of the PvdD, but economic issues also receive extensive attention. In fact, its first chapter is titled “Economy and Labour, Your Money or Your Life?”

According to the PvdD, the economic crisis was not caused by scarcity, but by flaws in the economic system. They argue that we are capable of producing all we need very efficiently – with ever decreasing demands on labour – which offers great opportunity to spend more time on caring for each other, our environment and ourselves. However, we have organized our economy in such a way that spending time on these latter goods is in fact increasingly difficult. People are forced to work more rather than less. Many people are excluded and production and consumption are forced to grow, regardless of the demands of the people. Labour is very expensive due to taxes which employers as well as employees have to pay, while at the same time being abundantly available. In contrast, raw materials are scarce but cheap and their mining causes imbalances in nature.

“The current economic system causes growth-and-debt slavery, on account of which everything will jam. We will have to organize this differently,” PvdD states in its program.

PvdD proposes making labour cheaper and non-sustainable goods more expensive. Shorter working hours should be available for everyone, they argue, which will help to tackle unemployment and create possibilities to combine paid labour with other activities, such as care work, parenting or voluntary work. PvdD strives for “a society in which paid labour is no longer seen as the only or most important goal in life”.

 

Party for the Animals sees an unconditional basic income as a possible solution:

“A basic income for everyone will have to be seriously investigated. With such an income we can perform work and activities that today remain untouched because we don’t have time for them or because they are too expensive. […] A basic income could allow a lot more activities that are beneficial to society to be developed.”

According to the PvdD, polls say 19% of Dutch voters are considering voting for the party in the upcoming elections.

P.E.I., CANADA: Legislature agrees unanimously to work with federal government to set up BIG pilot

In a unanimous decision on Tuesday, December 7, the Legislative Assembly of Prince Edward Island (PEI), Canada, agreed to “pursue a partnership with the federal government for the establishment of a universal basic income pilot project” on PEI.

The motion was originally proposed by Green Party Leader Peter Bevan-Baker, and received the support of all four political parties in the province, which have been united for well over a year in their support for investigating a basic income guarantee (BIG).

Bevan-Baker drew inspiration from past experiments in Manitoba (the Mincome trial of the late 1970s) as well as the pilot scheduled to begin next year in Ontario. He believes that PEI’s small size — the island has only about 150,000 residents — would make it an ideal setting for an additional pilot study. Hugh Segal, adviser for the Ontario pilot, has also encouraged other provinces, such as PEI, to run their own trials of basic income.

According to Bevan-Baker, a pilot project is necessary “so we can evaluate whether the benefits outweigh the costs” — as quoted in a CBC News report about the successful motion — where the costs, in his view, might include a work disincentive effect as well as financial costs to the government. The main benefit specified in the motion is the reduction or elimination of poverty. However, the motion also mentions many other possible positive effects, including “local economic growth, supporting entrepreneurship, reducing administrative complexity and costs, improving working conditions, reducing crime, improving health, and helping to build vibrant rural communities.” CBC News quotes Bevan-Baker as saying, “A universal basic income could enable the greatest unleashing of human potential ever seen.”

The full text of the motion is as follows:

WHEREAS implementing a universal basic income in Prince Edward Island would significantly reduce or potentially eliminate poverty in the province;

AND WHEREAS a universal basic income would likely have many other positive effects,

including local economic growth, supporting entrepreneurship, reducing administrative

complexity and costs, improving working conditions, reducing crime, improving health, and helping to build vibrant rural communities;

AND WHEREAS all four Prince Edward Island political parties have indicated their support for exploring a universal basic income;

AND WHEREAS the federal government has indicated an interest in exploring a universal basic income;

THEREFORE BE IT RESOLVED that the Legislative Assembly urge government to pursue a partnership with the federal government for the establishment of a universal basic income pilot project in Prince Edward Island;

THEREFORE BE IT FURTHER RESOLVED that Government shall provide an update on the progress of this initiative in every session of this assembly.

The motion is still only an early step toward a basic income pilot in PEI. If the province is to actually implement a pilot, it will require cooperation and support from the federal government. The PEI Department of Family and Human Services has previously issued the following statement:

The Province supports the concept of the Basic Income Guarantee. We have been consistent in our response that any pilot project in this area would require active and committed federal participation. We are always open to partnerships with the federal government to improve the financial well being of the residents in our province.

No specific model for the basic income has been proposed for the (possible) pilot. The Working Group for a Liveable Income — an advocacy group that has been instrumental in promoting BIG in PEI for over a decade — explicitly supports a negative income tax (NIT), in which “if the person receiving BIG gets other personal income, the maximum level benefit will be affected by a reduction rate”. Segal has also recommended an NIT for the Ontario pilot. While ‘universal basic income’ is often used to refer to a universal cash grant with no reduction based on other earnings, in contrast to a NIT (cf. “What is the Basic Income Guarantee?”), it is not certain whether the PEI motion intends the phrase in this sense (which would entail that PEI is pursuing a form of BIG less commonly discussed in Canada).
