Three big misconceptions about Yang’s Freedom Dividend 

As US presidential candidate Andrew Yang continues to outperform expectations, his signature policy proposal, the Freedom Dividend or Universal Basic Income (UBI), is receiving increased scrutiny. Some of the criticisms are well warranted, while others are misconceptions based on a flawed understanding of how basic income would operate.

The following addresses some of the primary misconceptions regarding Yang’s plan.

UBI is too expensive

The cost issue is one of the most persistent misconceptions about basic income.

A basic income system would have a built-in clawback through the tax system. In Yang’s case, a portion of the clawback comes through the opt-in system that would substitute cash-like welfare programs for the Freedom Dividend, such as food assistance. However, most of the burden of the clawback would be on the wealthiest families who would pay more in taxes than they could receive from basic income

As I have noted previously, the UBI clawback can be both direct and indirect. For example, the Affordable Care Act (ACA) requires families to pay back some or all of their healthcare subsidies at the end of the year if their yearly income exceeds a certain amount. A UBI system can similarly create a phase-out in the income tax system. 

Considering Yang’s Freedom Dividend is opt-in, it is likely that many wealthy families would not opt to receive the dividend anyway. 

Indirect clawback mechanisms could include Yang’s proposed Value Added Tax (VAT). The VAT is effectively a national sales tax, meaning even lower-income people would pay back a portion of their basic income depending on how much they spend their dividend on taxed goods.

Yang has said he would exclude many essential items from the VAT, though. Calculations show the VAT combined with UBI would have a net positive effect on purchasing power for low-income individuals.

Any taxes paid on the UBI would be used for the following year’s dividend, meaning much of the money is repeatedly recycled through the system. The additional amount that is redistributed to lower-income families is called the “net cost” or real cost of basic income. The net cost is the amount the government would actually redistribute every year under UBI.

Factoring the clawback, the real cost of basic income to the government would be approximately $539 billion annually, according to Georgetown Professor Karl Widerquist. This is less than 25 percent of existing entitlement spending.

UBI would have the same cost as a Negative Income Tax (NIT) when factoring the clawback, but the sticker price of the gross cost creates a false impression of a higher cost for UBI. NIT is not universal — it only provides the subsidy to those who qualify, making the cost appear lower than UBI. When I asked Yang whether he would support NIT to avoid the cost misconception, he said NIT would be a step in the right direction.

UBI would cause inflation

The inflation misconception has been around for many years, but it has become more convincingly debunked since I first wrote about it nearly three years ago. 

It is essential to note that Yang’s plan is redistributing existing cash, not printing new cash. For every dollar spent, there must be a dollar taxed first, which would offset inflationary pressures.

As Karl Widerquist noted, basic income is no different than other welfare programs in terms of increasing demand for goods. Denmark has one of the most generous welfare states in the world, but they also consistently experience a low and stable inflation rate below two percent.

In the United States, food assistance, which can be freely spent like cash on most food items, has not produced inflation in food prices. On the contrary, research from the London School of Economics shows in states with higher take-up of food stamp assistance, prices have dropped and there is greater product variety relative to those areas with lower food assistance take-up. This is because suppliers respond to increased demand with more competition entering the market.

Thus, the guaranteed demand from basic income could generate higher levels of competition that brings down costs for low-income people. 

In Alaska, which has a small Universal Basic Income funded by oil revenues, inflation has been lower than the U.S. average since the program started. Other research in Mexico demonstrates that directly giving cash does not produce inflation.

Since the United States is a globalized market, any short term demand spike creates an economic profit that is resolved by increased production, bringing the price down in the long-run. 

In fact, the United States is experiencing unusually low levels of inflation. Contributing factors could include the Amazon.com effect, automation, immigration, and global trade. Basic income would not change these underlying factors keeping a hold on inflation.

The main area where there could be meaningful inflation in the medium term is the cost of rent because there is a fixed supply of land. 

Basic income could empower more people to move and find other options. Renters would have a better bargaining position with their landlord if they had a guaranteed dividend than if they are desperately clinging to their job.

In the long-run, greater purchasing power from low-income people should induce more homebuilding and open up a greater share of unoccupied housing. That said, the high cost of rent exists now in many areas and should be addressed as a separate policy issue.

Nonetheless, it is unlikely that any inflation from UBI could completely wipe out the improved purchasing power from the dividend, let alone make people worse off.

UBI would cause laziness

The problem of laziness is one of the most thoroughly debunked misconceptions about UBI. Among those who closely study cash transfers, many no longer consider labor participation an interesting research question because the results consistently show no effect. Those who have read the relevant research and are still convinced that basic income causes laziness will likely never be persuaded otherwise.

As I reported in 2016, “The Overseas Development Institute just released the largest meta-analysis of cash transfer programs ever, spanning 15 years of data and 165 studies. The main takeaway is that studies show a consistent reduction in poverty measures. Perhaps an even more important conclusion is that most evidence showed an increase in work participation after receiving the basic income.”

Many specific examples from across the developmental spectrum corroborate the conclusion that basic income would not meaningfully reduce work. In Finland’s basic income experiment, there was no negative effect on work. Iran’s generous basic income did not reduce overall work but did cause some young people to substitute their time for more schooling. In Alaska, their partial basic income did not reduce overall work. On the contrary, Alaska’s basic income increased part-time work due to the increased demand generated by a basic income.

With a permanent basic income, there is reason to believe that a healthier and more productive labor market will emerge. For example, the Finland experiment showed basic income recipients were happier and more trusting overall. Many polls indicate that individuals would use the basic income to gain additional skills, spend time with family, volunteer, and engage in freelancing.

If the poor are no longer clinging to a job for survival, they can more freely find a job where they can be the most productive. They will also have more bargaining power to demand better working environments. 

Most importantly, basic income would allow greater time and mental energy to be focused on the most important job in society: caregiving. Volunteering and caregiving provide enormous economic and societal benefits that are not recorded in GDP because they are typically unpaid. 

Basic income gives people the right to say no to exploitation. But the most revolutionary aspect of UBI is that it finally gives everyone the opportunity to yes to their passions.

Conrad Shaw wants America to know about Universal Basic Income, and he has two big projects to help make it happen.

Shaw’s documentary project is filming 21 Americans across 10 states who are receiving a basic income for two years. The documentary series will be released throughout 2020.

More recently, Shaw created the UBI Calculator to show individuals how much they would gain (or lose) from various basic income proposals.

The goal behind these two projects was to “answer the two main questions you get when you’re having a discussion about UBI.” That is, what would people do with the money and how do you pay for it.

The UBI Podcast spoke with Shaw about the UBI Calculator and what it could mean for the basic income movement.

Many people are worried that basic income “is just going to be taxing the middle class.” The UBI Calculator helps answer this concern about whether the middle class would be taxed more or would gain more under a basic income program.

With the calculator, an individual can type their own household income, social assistance, and other information to see how basic income plans would affect them, including Andrew Yang’s plan. 

Shaw spent “hundreds” of hours on Google Spreadsheets developing the math behind the calculator, along with an intern who spent ten weeks assisting the development. He said he made the calculator based on “conservative” assumptions so that individuals can see the “worst-case scenarios” rather than paint a more rosy picture of each plan.

“I think credibility comes from not only the depth of the analysis when you’re talking about web tools I think it also comes from the ease of use and just the ease of functionality,” he said.

To build the calculator, Shaw raised $70,000 USD “to make the version of it that I thought it needed to be.”

For the future, Shaw plans to make a “policymaker mode” where individuals can “go in and play with the actual economics themselves.”

“Maybe they’re against you know taking money from the military and flat taxes and so they really want to have a carbon tax and see how much can be made from that and a land value tax,” he said.

Another area to explore is the “dynamic effects” of basic income, which looks at how UBI might affect the broader economy.

“We can have windfalls from the reduction in costs of poverty crime and health emergencies we can have a windfall from the economic stimulus of just putting money in the hands of consumers which creates jobs and creates extra revenue,” he said.

Building this calculator and preparing his documentary was meant to have an “impact on the national discussion in time for the 2020 election,” Shaw said.

“Right now it is a very powerful moment in the UBI movement,” he said. “UBI needs to be more of a grassroots movement if it’s going to get something legislated.”

Basic income’s experimental wave is over: Time for policies

The wave of basic income experiments in the last two years was a positive development in giving Universal Basic Income (UBI) some level of attention and political legitimacy in Western countries.

It is time to recognize the experimental wave is coming to an end.

Basic income activists in the next wave of UBI political discussions should push for policy changes in the direction of basic income. There are ongoing and completed trials testing cash transfers in countries with different stages of economic development. It makes more sense to build a foundation for policy changes as these results trickle out over the next few years rather than pushing for yet another experiment.

In Canada, the push for experiments backfired because a Conservative government canceled it before any results could be collected. I supported Ontario’s experiment and there was value in the research.

However, Ontario’s cancellation demonstrated that as activists move forward, we must recognize that experiments do not create a political constituency. In Alaska, the partial basic income policy has broad and significant support because everyone has benefited from it. Building a constituency that can be expanded and deepened is where activist energy should be placed in the next stage.

UNICEF funded experiments in India helped make basic income a real political discussion there, and now basic income inspired policies are being proposed by both of the main parties and a minimum income is set to be implemented in the state of Sikkim.

Experiments in developing countries and regions where basic income is still not well known may still be politically necessary. In Western countries, though, activist energy on more experiments rather than policy action seems ill-placed since UBI has already entered mainstream discussion in the West.

Experiments have already shown us cash transfers make people happier, healthier, and free them to pursue what they are interested in. The myths about basic income have been consistently undermined, particularly the idea that it would decrease work in any meaningful way. More experiments will keep telling us that giving people cash is generally good in most of the ways we measure positive outcomes.

How many times do we need an experiment to tell us cash transfers do not make people “lazy”?

Those who will not be convinced by the existing and upcoming experimental results will not be convinced by yet another experiment. The reaction to Finland’s experiment is evidence that unpersuadable opponents will latch onto even neutral effects on employment to prove basic income is a “failure.”

To truly put UBI to the test in America and Europe, actual policies that incorporate significant elements of basic income should be pushed. Cory Booker’s baby bonds is a start. Expanding the Earned Income Tax Credit that incorporates students and caregivers would instantly help millions. Political campaigns such as Andrew Yang’s are also important to bring the debate to a mainstream audience.

That is not to say pilot programs with the intent of expansion are not helpful. These provide valuable information to governments on how to implement basic income. Pilot programs with the primary intent of yet more research on “laziness” are the issue.

However, as the experimental wave of basic income begins to sunset, activists must look toward the next wave, which should focus on concrete policy steps that realize the spirit of basic income.

For these reasons, I see more experiments as an inefficient use of activist energy in the West. Worse, pushing experiments focused on gathering more data trades off with more useful discussions of how to bring elements of UBI to reality in the near-term.

UBI Taiwan aims to be ‘tipping point’ for basic income

A nearly-packed auditorium of mostly young Taiwanese arrived on an early Saturday morning to learn about Universal Basic Income and its role in addressing key trends for the next generation.

This is the third year UBI Taiwan held its international summit in Taipei to push discussion of basic income on March 16. This year’s conference focused on the challenges Taiwan and the global economy is facing in the coming decade and what steps could be taken to make basic income a feasible solution.

Dr. Sarath Davala, vice chair of Basic Income Earth Network, was the keynote speaker for the second year in a row. Davala said this year’s attendees were even more enthusiastic.

“UBI Taiwan exudes unique energy and dedication to the idea of basic income. This kind of energy is perhaps rare in the basic income movement. Nowhere in the world, have I seen such critical mass of students collectively excited about basic income,” Davala said.

Dr. Ryan Engen, an economic officer at the American Institute in Taiwan (AIT), the unofficial U.S. embassy in Taiwan, gave the opening speech for the conference. Engen said basic income is “perhaps the most promising policy” to address Taiwan and the world’s economic transformations.

“If you can succeed in what you are trying to do, I actually think it has the potential to be the tipping point that changes the direction for the rest of the world, and that’s not an exaggeration,” Engen said.

In justifying the need to explore basic income, Engen discussed how the return on capital has outstripped income, which has exacerbated global income inequality.

The world is moving toward nationalism as a result of globalization and automation, which requires “creating a new global social contract that leaves nobody behind,” Engen said.

Guy Standing, BIEN’s co-founder, provided a video message for the conference Taiwan. He said Taiwan’s activists should frame basic income primarily in human rights terms, rather than as just an economic policy.

“Basic income is a matter of social justice,” Standing said. “We believe every man, woman, and child has a right to a share of the public wealth of the Commons from the wealth generated over generations, whether it is in Taiwan, China, Britain or anywhere else.”

Standing said while basic income would reduce poverty, this should not be the primary focus of Taiwan’s UBI movement.

“We must constantly stress the ethical basis of the campaign for basic income,” Standing said.

In the final round-table discussion, Ta-Ching Shih, a Taiwanese economic specialist at AIT, said basic income activists in Taiwan must first get attention to the idea and then focus on the policy specifics later.

Peter Knight, a former World Bank economist and a member of Fernand Braudel Institute of World Economics, also produced a video message for the conference where he discussed the economic rationale for basic income.

Knight said Taiwan is likely to face high levels of job automation in the coming years, along with Japan, Singapore, and South Korea. Taiwan’s coming status as a super-aged society may also induce consideration of whether basic income could help alleviate this issue, he said.

“UBI and progressive taxation to finance it, and the use of advanced labor-saving technologies are the key policies for Taiwan to achieve economic, social, political, and ecological sustainability,” Knight said.

Professor Ku Yun-wen from National Taiwan University’s Social Work Department went through a detailed analysis of Taiwan’s welfare policies and discussed how basic income may fit into the system.

Ku had previously written a report on UBI for Taiwan’s National Development Council, Taiwan’s Executive Yuan policy planning agency.

Professor Fong from National Taiwan University’s Economic’s Department provided insight into some of the relevant economic trends to basic income, such as increasing automation and its potential impact in Taiwan.

The conference was assisted in funding from the U.S. State Department’s Critical Language Scholarship through the Alumni Development Fund (ADF).

Before Alan Krueger passed away, he discussed the prospects of basic income in Taiwan with James Davis, one of the managers for this ADF project. Krueger was the former chair of President Barack Obama’s Council of Economic Advisers.

Krueger agreed Taiwan implementing basic income would likely inspire conversation around the world. However, Krueger said “there is a lot of work to be done.”

Professor Hou-ming Huang, the director of National Chengchi University’s Sociology Department, presented on the economic and philosophical transitions of humanity throughout history.

A journalist from Taiwan’s magazine The Reporter spoke on the misinformation that is often spread in Taiwan and global media regarding basic income.

Despite this misinformation, Davala said he is optimistic about the future of basic income’s development in Taiwan.

“I am sure that the debate in Taiwan will progress beyond conference halls and to the policy corridors,” Davala said.

Engen ended his remarks by noting Taiwan could play a very important role in the global UBI movement.

Taiwan is a “melting pot” of international influence and is at the center of global supply chains, Engen pointed out. Taiwan is also the “most progressive example in all of the Indo-Pacific,” he said.

“UBI happening here in Taiwan is very different than it happening anywhere else because Taiwan is a fully developed market democracy that is a technology epicenter of the world,” Engen said. “If UBI happened here it would send ripple effects around the world.”

In the run-up to the conference, Elyse Mark and Brian Anderson, who were also managers of the ADF project, produced interviews with U.S. scholars. Mark interviewed a legislative director for a councilmember of the District of Columbia council who produced a policy report on implementing minimum income in DC. Anderson interviewed an economist to understand the benefits of basic income across Taiwan and the United States. Davis also worked with Stanford’s Basic Income Lab to understand the context for how research there could help propel basic income frameworks for Taiwan.

The third annual UBI Taiwan international summit will be held in Taipei on March 16, 2019. This year’s theme is “Key Trends of the Next Generation,” focusing on technological development as well as growing income inequality and how these trends intersect with basic income.

Asia has progressed rapidly in the global basic income movement, led by India which has shown intense political interest in implementing policies containing aspects of basic income.

Sarath Davala, Basic Income Earth Network’s Vice Chair, will join the conference to discuss these developments and more in his keynote speech “Basic Income is the Foundation of A Caring Society.”

“This is the third consecutive year that UBI Taiwan is organizing a regional Basic Income Conference. UBI Taiwan is perhaps the only national level basic income group that organizes annual conferences. That is a demonstration of a robust movement, the strength of its leadership and their commitment to the idea of basic income,” Davala said.

Ryan Engen, an Economic Officer at the American Institute in Taiwan, America’s unofficial representative entity in Taiwan, will deliver the opening remarks discussing how digital transformations should make global economies consider updates to our social security systems.

Guy Standing, the co-founder of BIEN, Andrew Yang, the U.S. Democratic presidential candidate, and Peter Knight, the former World Bank economist, will join via pre-recorded messages.

This year, there will be a focus on bringing in academics and opinion makers from across Taiwan. Professors from Taiwan’s premier universities, National Taiwan University and National Chengchi University, as well as influential Taiwanese media figures, will address the conference.

The Critical Language Scholarship’s (CLS) Alumni Development Fund (ADF) provided a grant to help fund the conference and related events. CLS is a language program under the U.S. State Department.

James Davis, the former Field Research Director for UBI Taiwan and one of the project recipients for the ADF grant, said the conference demonstrates UBI Taiwan’s commitment to pushing this discussion in Asia and around the world.

“UBI Taiwan is here to change everything. We are not content with a society where wealth is concentrated in the hands of a few, as the wages of the working class fall year after year,” Davis said.

Davala has participated in every conference since it began in 2017.

“I am proud to be a regular participant of these conferences. I wish UBI Taiwan team success for this conference. With their kind of energy and dedication to basic income, I am sure one-day UBI will be a reality in Taiwan,” Davala said.

Brian Anderson, a senior at Western Kentucky University and also a recipient of the ADF grant, said this conference will help create academic connections between Taiwan and the United States.

“The push for UBI deserves international support and my project seeks to promote mutual understanding of shared interests between Taiwanese and American citizens,” Anderson said.

For Davis, society’s “inadequate” support for parents and caregivers as well as the financial difficulties faced by students illustrate the reasons why Taiwan should consider a basic income.

“UBI is the future. And UBI Taiwan is here to deliver,” Davis said.
