CANADA: Federal minister fields questions on basic income at meeting with students

If you follow this site, you may remember a piece on my meeting with François Blais, Quebec minister of Employment and Social Solidarity, who, over 15 years ago—when he was an academic—wrote a well-regarded book on Basic Income. Minister Blais has been tasked by his boss Philippe Couillard, the Premier of Quebec, to explore options for its implementation.

On January 16, his federal counterpart, Jean-Yves Duclos, the minister of Families, Children and Social Development for Canada, sat down for an hour with some 30 McGill students to answer questions.

Unlike Blais, Duclos does not have a mandate from Prime Minister Justin Trudeau to develop a plan for Basic Income. He is currently focusing on a National Housing strategy, a poverty reduction strategy and the issue of homelessness.

Although the discussion covered many topics, the common thread in Duclos’ responses was the eternal Canadian question of which is a federal and which is a provincial responsibility. I was not alone in asking some pointed questions about Basic Income. The underlying theme of his answers was also constitutional in nature [1].

When I asked the Minister what his thoughts were on Basic Income, he had only positive assessments:

He felt it would avoid poverty traps and that there is less stigma attached to it than social assistance. He also feels it is administratively simpler for both governments and the public, since Canada already has two Basic Incomes – one for children (the Canada Child Benefit), and one for seniors (the Canada Pension Plan). Expanding on the first, the minister explained that the entire pre-existing system was under federal control. Fifteen years ago, the support for children on welfare was taken over by the federal government and separated from the support for adults on welfare, which remained a provincial responsibility. The federal government, therefore, had all the necessary tools to implement the Canada Child Credit in July 2016. Provincial programs vary widely across the country. If an individual province wants to implement Basic Income in its area of jurisdiction, nothing can stop it. For the federal government to implement a national program would be far more difficult. “It would be a challenge, a problem of a different order of magnitude,” he said.

However, the federal government has a powerful tool to achieve national standards while respecting provincial competence: money. Today, Canadians enjoy the same level of health care no matter where they live because the provinces agreed to common standards of comprehensiveness, universality, portability, public administration, and accessibility, in exchange for cash transfers. 

With regard to housing, the Minister had this to say:

In a federation, a natural and, in most cases, a productive tension exists between the different levels of government. In Canada, in some areas, the tension is avoided by claiming that one area is under some jurisdiction, completely. For housing, this not the case. Housing is shared. Provinces in these situations say: “Why don’t you transfer us the money and we, being closer to our citizens, should know better what to do with those resources.” However, then you lose accountability for these federal tax dollars and it is difficult to have a national, shared vision across all Canadians wherever they live. So the trade-off is between full control to provinces and territories versus a national sense of identity and a common set of values. So the tension is always there and when it’s properly managed, the outcome is always good.

The takeaway is quite clear. Clues to the process of implementing Basic Income are to be gleaned from the history of health care introduction. In that case, successful provincial programs in Western Canada evolved into the national system.


[1] Articles 91 and 92 of the Constitution Act, 1867 lay out distinct responsibilities of the Federal and Provincial governments. Other articles spell out shared responsibilities. Although the division of powers for poverty is not clearly delineated, in part because of the complexity of the issue, the federal government has successfully imposed national standards in shared domains such as Health Care.

Questions like these are less prominent in the United States because of the interpretation of the Fourteenth Amendment.

The Basic Income Canada Network (BICN) has just passed their goal of signing 10,000 people who support a basic income guarantee in Canada.

This milestone marks the culmination of over a year of collecting supporters. BICN now looks toward its next milestone: reaching the 15,000-person threshold.

BICN is a non-profit organization affiliated to BIEN that advocates for basic income in Canada. It does so by publishing regular news stories as well as annual reports about basic income developments. BICN also disseminates resources for getting involved in the struggle for basic income, in addition to educational sources informing about relevant debates and issues. A central part of this organization is its ongoing petition, open to everyone, which calls for the implementation of a basic income in Canada.

BICN’s website was launched in August 2015, when this counter for supporters of basic income began. It has taken BICN almost a year and a half to reach 10,000 supporters, 8,000 of which coming in the last nine months. The 10,000 person threshold was surpassed on December 13th.

This event marks the latest in a series of positive developments for basic income in Canada. Recently, on December 7th, a unanimous decision was reached by the Legislative Assembly of Prince Edward Island, Canada, to “pursue a partnership with the federal government for the establishment of a universal basic income pilot project.” Also, in Ontario, the regional government is moving forward with plans to test a universal basic income. These plans began in early 2016, when Ontario tasked Hugh Segal with an outline paper concerning the C$25m pilot project.  The project is set to start this spring.

ONTARIO, CANADA: Smiths Falls council reverses decision, votes to lobby for basic income pilot

In a reversal of a decision last December, the council of the Eastern Ontario town Smiths Falls has voted to send a delegate to an upcoming convention of municipalities to lobby for the town’s selection in Ontario’s basic income pilot study.

 

Background: Ontario’s Pilot Plans

The Canadian province of Ontario is currently in the consultation phase of the design of a pilot study of a basic income guarantee. According to the recommendations of the project adviser Hugh Segal, the pilot should test a guaranteed minimum income of approximately $1320 per month, plus an additional $500 for those with disabilities, which would replace the province’s current welfare and disability programs (Ontario Works and Ontario Disability Support Program) for at least three years. Segal proposes that this basic income guarantee take the form of a negative income tax, in which participants with no income would receive the full $1320 cash transfer, with no strings attached. The amount of the transfer would be gradually clawed back with additional earnings, with the result that participants whose income remains sufficiently high would receive no money as a result of participation in the pilot. The pilot will likely be designed to assess a variety of outcomes, such as health, food security, education, and employment.

While the final design of the pilot has not yet been announced, Segal has recommended that it include the selection of three saturation sites: communities in which every adult resident would be assured of the guaranteed minimum income. Saturation sites allow the province to investigate the effects of a basic income guarantee at a community level (such as effects on crime, utilization of public services, and civic participation), as well as to examine the process of administering the program within an entire municipality. (Segal advises that government test the basic income guarantee in such saturation in addition to conducting a randomized control trial in a large urban area.)

Segal further suggests that three saturation sites be chosen to represent three different “faces” of the province: Southern Ontario, Northern Ontario, and indigenous communities. He recommends that the communities be relatively geographically isolated, to limit “contagion” effects from surrounding communities, and to have stable populations. The final design of the study is expected to be announced in April 2017, after which the pilot will enter its implementation phase.

 

New Support from Smiths Falls Council

Smiths Falls, an Eastern Ontario town of around 9,000 residents, now plans to lobby the provincial government for selection as one of the saturation sites. On January 16, 2017, the town’s council voted to send a delegate to the Rural Ontario Municipal Association (ROMA) Conference, which will take place at the end of the month in Toronto. At the conference, municipal delegates will have an opportunity to present their cases before Ontario’s Ministry of Community and Social Services (MCSS).

The council’s vote reversed a decision of December 19, 2016, when it voted 3-2 against sending a delegate to ROMA to lobby for the town’s selection in the pilot — a decision that defied the wishes of Mayor Shawn Pankow and incited protests among the Smiths Falls residents.

Prior to the December 19 meeting, Pankow had written to MCSS, expressing a desire that the provincial government consider Smiths Falls as a site for its basic income pilot. This action was taken without the knowledge of full council, leading some councillors to hesitate endorsing the proposal (with one later stating that he had felt “blindsided” by the mayor’s action). Pankow himself was unable to attend the meeting during which the council voted down the motion to lobby in favor of the pilot, having been stuck in holiday traffic en route from Ottawa.

The December 19 vote was not a vote against participation in the pilot per se (as the provincial government could still select Smith Falls for the pilot, even if the town itself does not produce a delegate lobby for it), and not all councillors who cast negative votes were themselves opposed to the idea of a basic income guarantee (or even, necessarily, its implementation in Smiths Falls). Nonetheless, some councillors did use the opportunity to voice their general opposition to basic income. Councillor Dawn Quinn, for example, was widely cited in the press for her assertions that the distribution of unconditional cash transfers is the wrong approach to poverty and that, instead, poor people must learn how to better budget their money.

The council’s initial decision faced a backlash from residents. One resident, Carol Anne Knapp, started a petition in the days after the vote, calling upon the council to conduct a re-vote on the matter. In early January, Knapp and another resident, Darlene Kantor, interrupted a city council meeting to demand the council support efforts to bring the basic income pilot to Smiths Falls.

The town has faced economic hardship following the closure of a Hershey’s chocolate plant in 2008, as well as the loss of other manufacturing plants such as Shorewood Packaging and Stanley Tools. Residents like Knapp and Kantor believe that the council should welcome the basic income pilot (if Smiths Falls is selected) as a potential solution to its high rate of poverty.

On January 12, a public information session on the basic income pilot, convened by the Smiths Falls council, drew a crowd of more than 250 people.

The response of constituents was influential in the council’s reversal of its decision at the January 16 special meeting.

CANADA: Council of small town Smiths Falls rejects basic income trial, residents disagree

Councilors of the small Ontario town of Smiths Falls voted on December 19 last year to reject participation in its province’s basic income pilot, to the objection of residents and the town’s mayor. A petition requesting a re-vote is currently circulating online. The story begins, however, in 2008.

That year The Hershey Company shuttered its Canada operations, at the time based in Smiths Falls, largely for cheaper Mexico-based labor. This exit of the area’s biggest customer precipitated the same by other businesses, and although the ensuing purge of jobs merely reflected a manufacturing decline already underway in the province, the disappearance of five hundred positions at Hershey’s alone, accounting for nearly 6% of the town’s population, catalyzed especially forward-looking pain. That year the town operated at a surplus of C$11.2m, and by the town’s most recent reported fiscal year, its once budget excess had trudged through increasingly tight leverage to a deficit of C$1.3m (albeit improved since 2013). Today the town struggles with unemployment above the national rate, and a third of children live below the poverty line.

Given also an aging population and petering labor force – per census data the town’s median age increased by 2.1 years in the five years leading up to 2011, and the overall population declined by 2% – it could be in the interest of Smiths Falls’ residents to entertain a basic income system. Indeed the petition created by resident Carol Anne Knapp has so far gathered 113 supporters, with a goal of one thousand. This is despite the council’s three-two vote, with two councilors absent, against mayor Shawn Pankow advocating to Ontario’s finance minister for participation in the program. Pankow has meanwhile expressed interest in holding a public meeting on the topic this month, health officials in tow.

A prominent councilor, Dawn Quinn, cast one of three “nay” votes. According to Jordan Pearson, writing for Motherboard, her vote was at least partly informed by her credo of frugality, stating that “folks sit around in Tim Hortons all day instead of looking for jobs, and they should consider buying a tin of Tim Hortons coffee to make at home instead of buying a cup.” On that point Pearson continues, “[Quinn added] they could consider shoveling snow to earn some extra money.” Similarly conveying Quinn’s underlying sentiment, Kate Porter quotes her in CBC News: “They need to be able to learn how to take that money and stretch it […] we need more of that kind of thinking.” So it appears the belief that basic income causes squander was, at least for one decision maker, a reason for the council’s vote outcome.

There is, however, some evidence from a bordering province that suggests this perspective is dogmatic, as reflected in Knapp’s petition letter requesting that a “new vote be based on science and evidence.”

Nearly forty years ago, Dauphin, a similarly small town in the Canadian province of Manitoba, underwent a five-year minimum income (dubbed “mincome”) experiment. Mincome was also similarly basic income-lite. Rather than a true guarantee, which is regardless of preexisting income status, mincome subsidized only those poor enough and was reduced for those who earned above a threshold. Likewise, Ontario’s pilot makes whole those earning below a set threshold. Even so, the experiment provides refutation to Quinn’s apprehension of lethargic congregations at Tim Hortons.

According to Evelyn Forget, an economist at the University of Manitoba and academic director of the Manitoba Research Data Centre, primary earners in Dauphin worked only marginally less within the five-year study, and much of the other reductions in labor force participation was comprised of women who extended maternity leaves and male high school students who simply stayed in school rather than work. Additionally, hospitalizations, in particular for mental health problems, dropped significantly (nearly 9% across the board) and would alleviate the burden on healthcare programs today.

Quinn acknowledges, though remains unpersuaded by, the Manitoba findings and is further dissuaded by cost – a concern currently aggravated by budget shortfalls. She protests that Smiths Falls became financially saddled after a 1970s investment in low-to-moderate income (LMI) housing, giving rise to her concern about opting into another government-borne program. A ten-year housing plan published in 2014 by Lanark County and Smiths Falls, however, notes that 74% of the county’s dwellings requiring major repairs were constructed prior to 1971. Coupling two observations then – 60% of LMI housing was developed under the program to which Quinn is referring; and renting in lieu of owning has been on the rise since Hershey’s departure – the 1970s investment appears to have provided an arguably necessary safety net.

Expenses, furthermore, reflect precarity when business output, curbed by economic disempowerment of consumers, constrains municipal revenues. In pursuing a conservative bottom line, rejecting basic income has a potentially truncating effect on the top, and budget woes thereby persist. On this, councilor Lorraine Allen, one of two “yea” votes, says the proposal would enable residents to “shop more, buy more groceries, perhaps be more involved in things that they couldn’t before.” Hence her vote for the program.

Still, the short-lived nature of the pilot is consistent with another of Quinn’s concerns: that a pilot implemented, then taken away, could prove negligibly meaningful. In the town’s 2015 operations approximately C$2.4m was spent on social and family services. Tucked inside these costs were, in addition to unspecified uses, assistance to the elderly, childcare and the social housing expenses which Quinn resents of the 1970s. If the Ontario program follows the recommendation by former senator Hugh Segal (a monthly allowance of C$1,320), the combined cost to eligible individuals could perhaps exceed the town’s existing social and family services expenditures. This mainly reinforces the need for cooperation between municipality and province-level governments to realize success from basic income. Eating the full burden, what Ontario offers is more generous than that. But in order for such a program to live past a test phase, the council of Smiths Falls would first have to heed the needs of its residents – and try.

Journal of Sociology & Social Welfare Symposium on the Basic Income Guarantee

The quarterly Journal of Sociology & Social Welfare (based at Western Michigan University) published a symposium on the basic income guarantee (BIG) in its September 2016 issue.

The symposium includes five articles on the topic, plus an introduction written by two members of BIEN: Richard K. Caputo (Wurzweiler School of Social Work at Yeshiva University) and Michael Lewis (School of Social Work at Hunter College, CUNY). The first three articles present arguments for the adoption of a BIG in Australia, Canada, and New Zealand, respectively. The fourth argues that a BIG is more politically feasible in the United States than alternative approaches to economic security, such as a Swedish-type welfare state. The fifth proposes a feminist argument for a BIG, although cautioning that more empirical work is needed.

Jennifer Mays and Greg Marston – “Reimagining Equity and Egalitarianism: The Basic Income Debate in Australia

“Reimagining equity and egalitarianism calls for rethinking traditional welfare responses to poverty and economic security in Australia. Similar to other advanced Western democracies, Australia has pursued policies underpinned by neoliberal economics in an effort to curtail perceived excesses in public expenditure over the past three decades. In response to these policy settings, commentators and policy activists have increased their attention to the potential of a universal and unconditional basic income scheme to address economic insecurity. This paper positions basic income within the context of Australia’s welfare state arrangements and explores the potential of the scheme to respond to economic insecurity, particularly precarious employment and poverty traps created by a highly targeted social security system.”

May is a Course Coordinator in the School of Public Health and Social Work at the Queensland University of Technology, and Marston is Head of School at the School of Social Science at the University of Queensland.

James P. Mulvale and Sid Frankel – “Next Steps on the Road to Basic Income in Canada

“Canada has had recurring debates about guaranteed or basic income over several decades. This article outlines reasons for implementing basic income in the Canadian context–reducing poverty and inequality, addressing precarious employment, and building an ecologically sustainable economy. Recently there has been a strong renewal of interest in basic income in Canada. Expressions of interest have come from the Liberal federal government elected in 2015, from provincial governments, from political parties not in power, and from municipal governments. Support for basic income also is found in a growing range of prominent individuals and organizations. While basic income advocates are encouraged by recent developments, several large and complex questions remain on how this approach can be implemented in Canada. These questions encompass the specifics of design, delivery, funding, and political support. How can basic income build on existing income security programs and leave Canadians better off in the end? How can we ensure that basic income is not used as an excuse to cut vital services such health care, social housing, early childhood care and development, and social services for those with disabilities and other challenges? How can basic income be set in place in Canada,given its complicated federal-provincial nexus of responsibility for, delivery of, and funding for social programs? The article concludes with principles that might help guide the implementation of authentically universal, adequate, and feasible basic income architecture in Canada.”

Mulvale is Dean and Frankel an Associate Professor in the Faculty of Social Work at the University of Manitoba — the site of the 2016 North American Basic Income Guarantee (NABIG) Congress, which they helped to organize.

 

Keith Rankin – “Prospects for a Universal Basic Income in New Zealand”

“New Zealand is a small liberal capitalist country with a history of egalitarian values and political reform–including the early introduction of universal welfare benefits–and with an uncomplicated relatively flat income tax structure. As such, it has sometimes been seen as a “social laboratory,” a theme of writing about New Zealand and of New Zealand social historians. It therefore has all of the elements in place that could make New Zealand a candidate to become a world leader in integrating income tax and social welfare regimes into a form of universal basic income. Nevertheless, through a combination of intellectual inertia, media cynicism, and the requisite elements not all coming together at the same time, the outlook for an open and healthy discussion around public property rights and unconditional benefits remains constrained. Despite this unpromising intellectual environment, New Zealand may yet stumble upon such reform as a political compromise, as it might have done in 1988.”

Almaz Zelleke – “Lessons from Sweden: Solidarity, the Welfare State, and Basic Income”

“Progressive critics of a universal basic income argue that most nations face a budgetary choice between a full basic income and investment in public goods, including universal health care, free and well-funded education, and universal pensions, and have prioritized a robust welfare state, or the “Swedish Model,” over basic income. But examination of Swedish economic policy reveals that the welfare state is only one of the ingredients of the Swedish Model, and that another is an interventionist labor market policy unlikely to be expandable to larger states without Sweden’s cultural and demographic characteristics. Indeed, evidence suggests that Sweden’s own recent diversification–not only of race and ethnicity but of occupational strata–will make the Swedish Model less stable in its own home. What lessons can be applied to the case for a basic income in the U.S. and other large and diverse nations or regions?”

Zelleke is a Visiting Assistant Professor of Political Science at New York University’s campus in Shanghai. She has written multiple journal articles and book chapters on basic income, and has been an active member of BIEN.

 

Sara Cantillon and Caitlin McLean – “Basic Income Guarantee: The Gender Impact within Households”

“The potential of a Basic Income Guarantee (BIG) to contribute to gender equality is a contested issue amongst feminist scholars. This article focuses on the nature of BIG as an individually-based payment to explore its potential for reducing gender equality, specifically intra-household inequalities in material or financial welfare; economic autonomy; psychological well-being; and time allocation, especially leisure time and time spent in household and care work. We employ a gender analysis of existing BIG pilots/schemes as well as close substitutes (e.g., universal child benefits) to assess some of the key claims about the effects of a basic income (BI) on gendered inequality. We also present findings from empirical work on intra-household allocation and decision-making which underscore the role of independent income. The article finds some support for BIG as a feminist proposal with respect to mitigating intra-household inequality, but concludes that further empirical research is needed to argue persuasively for BIG as an instrument for furthering gender equality.”

Cantillon is Professor of Gender and Economics at Glasgow Caledonian University. McLean is a lead researcher at the Center for the Study of Child Care Employment at the University of California at Berkeley.
