Maitreesh Ghatak is a professor of economics at the London School of Economics, and regularly writes about economic and political issues with a specific focus on India. He begins his search for an answer to the question posed in the title of this piece by noting the multitude of poverty alleviation programs already active in India and their various successes and drawbacks. One possible solution arising from a broad societal debate on these issues is a Universal Basic Income (UBI). A UBI, thanks to its unconditional nature, would address two of the biggest problems with conventional programs – exclusion error (people not receiving a benefit who should) and inclusion error (people receiving a benefit who should not).
Ghatak continues by discussing some possible catches to the UBI approach. A universal program, such as UBI, would most likely be expensive and require spending cuts or increased taxes so as not to add to the fiscal burden. Ghatak notes, however, that increasing the tax base in India is a necessary fiscal reform for development, regardless of whether UBI is adopted. Furthermore, he notes, recent experience with implementing cash transfers in several states has been sobering, but these are logistical issues, in Ghatak’s view, rather than fundamental problems with cash transfers. Finally, Ghatak mentions the common worry that the poor might not spend such money wisely, and directs the reader to evidence that such concern is unfounded. Ultimately, he sees none of these potential issues as insurmountable, offering various counterarguments.
The article concludes by mentioning a number of standard argumentative pitfalls in discussing UBI, and offers the following advice to those evaluating its desirability:
- All policies have their pros and cons, so it is important to focus on their relative costs and benefits.
- One size does not fit all. We should be open to the possibility that different policies could work well in different contexts.
- There is no magic pill that will cure all problems. As Ghatak aptly puts it: “To give an analogy, giving certain nutritional supplements may help a person who is ill to gain some strength, but it will not cure any disease, nor will it make the person an athlete.“

In the last week of September 2016, the website Ideas for India published a symposium on universal basic income, featuring essays by six well-known Indian economists.
The e-symposium was conducted by Parikshit Ghosh, Professor at the Delhi School of Economics. Contributions are as follows:
• Pranab Bardhan (University of California, Berkeley) “Basic income in a poor country“
In his contribution, Bardhan allows that a universal basic income might be unaffordable in rich countries like the US and UK. But he argues that, nevertheless, a UBI is both feasible and desirable in India. Specifically, he considers a basic income set at about 75 percent of the poverty line, which would replace some but not all welfare programs. (Bardhan mentions public education, healthcare, childhood nutrition programs, and public works employment guarantee programs as ones that are important to retain.)
In addition to countering the argument that basic income would not be affordable, Bardhan responds to the objections that the policy would undermine the value of work and that poor individuals would squander their money. He admits, however, that gaining political support poses a struggle.
Bardhan’s article is an updated and extended version of a piece written for Project Syndicate in June.
• Abhijit Banerjee (Massachusetts Institute of Technology and GiveDirectly) “Universal basic income: The best way to welfare“
Banerjee’s essay is a reprint of a piece initially published on the Indian Express in June, framed in the context of the defeat of the Swiss referendum on basic income. Banerjee argues that, despite the failure of the Swiss referendum, the debate on basic income is not over–and, specifically, India should consider UBI as a way to reduce bureaucracy and make the welfare system more efficient.
• Maitreesh Ghatak (London School of Economics) “Is India ready for a universal basic income scheme?“
In his article, originally published on NDTV, Ghatak argues that India can afford a basic income–specifically, one sufficient to bring every Indian above the poverty line–by cutting subsidies, reducing wasteful spending, and reforming the tax code. He maintains, additionally, that a basic income is not a silver bullet to eliminate poverty, and would need to be introduced in addition to (rather than in place of) other anti-poverty programs and strategies.
• Debraj Ray (New York University) “The universal basic share“
Ray develops a proposal for what he calls a universal basic share in India: a policy in which a fixed percentage of the country’s GDP is set aside to distribute to residents in the form of individual cash transfers. He admits that he has “no clue whether we have the political will to pull something like this off” but is hopeful that the ability to start with small shares might make the policy more tractable politically.
• Kalle Moene (University of Oslo) with Debraj Ray “The universal basic share and social incentives“
In a jointly authored piece with Moene, Ray expands upon the projected benefits of a universal basic share (UBS)–for social cohesion, economic growth, and even possibly sustainable development. They argue, moreover, that UBS can accomplish some of these goals more effectively than UBI.
• T.N. Srinivasan (Yale University) “Minimum standard of living for all Indians“
Srinivasan revisits a minimum income policy that was debated in India during the 1960s.

The government of India is beginning to seriously consider a universal basic income, as recent remarks by Chief Economic Adviser Arvind Subramanian reveal.

As previously reported in Basic Income News, Arvind Subramanian, the Chief Economic Adviser to the Government of India, has revealed that the pros and cons of universal basic income will be studied as part of the next Economic Survey–an annual report on developments in India’s economy which is prepared by the Ministry of Finance and presented to Parliament.
Since this time, Subramanian has reaffirmed his commitment to investigating UBI. In addition, he had divulged further details of the proposed UBI program that might be considered by the government of Prime Minister Narendra Modi.
First, in an interview with Rediff (published on September 29), Subramanian reaffirmed that universal basic income will be a theme of the Economic Survey. Asked what a UBI would entail, he responded, “We are still working on it. These are issues we have to think about. This is an idea that has a lot of promise, but also challenges.”
A few days later, while addressing at audience at prayer meeting at Gandhi Peace Foundation in New Delhi on the occasion of the birth anniversary of Mahatma Gandhi, Subramanian elaborated upon some of the challenges associated with the implementation a UBI. As described in a report in The Indian Express (dated October 3), he laid out several objections that Gandhi might have taken to UBI, before responding with considerations in favor of the policy proposal.
At the same event, Subramanian dropped hints about the type of policy that the national government might be considering, mentioned “a proposed new scheme through which the Narendra Modi government is considering giving unconditional cash transfer of about Rs 10,000-15,000 on an annual basis to each and every citizen in the country” [1].
It is not certain exactly what programs and subsidies the unconditional cash transfer would replace–but it is clear that they would be numerous. The Indian Express quotes Subramanian as saying: “[T]oday the government spends a lot of money on schemes to help the poor. Today there are at least 1000 schemes that the Central government runs for the poor… It is not clear that the money actually reaches the poor. So the question is whether the UBI is a more effective way of reaching the poor that the current schemes that government employs.”
Although India has played a significant role in the basic income movement in recent years–Madhya Pradesh was the setting for two successful pilot studies conducted between 2011 and 2013–the recently expressed interest from Subramanian and the Modi government is a turning point. It should be noted that the government’s interest in UBI was not a response to the pilot studies conducted by Self Employed Women’s Association (SEWA) and UNICEF, but arose independently. Indeed, neither Subramanian nor any other government official has referred to these these pilots or the book they spawned (Basic Income: A Transformative Policy for India) in their public comments on basic income–as sociologist Sarath Davala, founder of the India Network for Basic Income (INBI), reports in comments to Basic Income News.
Before Subramanian shifted attention to UBI, the government had discussed direct benefit transfer (DBT) programs, intended to reduce efficiencies in the distribution of aid by transferring cash subsidies directly to the bank accounts of beneficiaries. To the Indian government, UBI, like DBT, is attractive primarily as a pragmatic means to reduce bureaucracy and administrative costs. For similar reasons, some states of India are already experimenting with replacing India’s largest welfare program, the food security program–widely regarded as inefficient and ineffective–with a cash transfer. Correspondingly, recent political discourse on UBI has remained focused on welfare delivery and efficiency rather than (for example) individual rights or social justice.
INBI, BIEN’s Indian affiliate, has expressed support for the inclusion of UBI in the Economic Survey and offered to assist the government in this project (such as by providing data and qualitative assessments from the earlier pilot studies); however, at the time of this writing, it has received no response. Additionally, INBI is planning a national conference in Delhi to take place in late March 2017, at which it will present its position on UBI to the national government.
According to Davala, Subramanian’s recent remarks are significant because they imply that the UBI is becoming mainstream and “no longer a crazy idea”. Speaking as part of INBI, he says “our job is made easier” by the attention and legitimacy that Subramanian and others are bringing to UBI.
At the same time, however, Davala expresses surprise at the “radio silence” from traditional opponents in the face of the announcement of the inclusion UBI in the Economic Survey. In India, many on the Left oppose UBI, which they see as the government “washing its hands” of its responsibility to directly assist those in need (e.g., through transfers in-kind). Opponents from the Right, meanwhile, tend to worry that the policy wastes money on the “undeserving” poor and disincentivizes work. Davala notes, however, that both types of critics have largely remained silent despite the recent upsurge in interest in UBI.
Davala himself sees two major sources of complication that pose challenges to the implementation of a basic income in India. First is the question of universality. In a country of 1.3 billion people, a fully universal basic income is likely to strike many as prohibitively costly, and a more feasible approach might be what Davala describes as “targeted universality”: the distribution of unconditional cash transfers to everyone within a certain sub-population (e.g. a universal income for all children or all seniors, for all individuals within a certain geographical region, or all members of a certain caste or tribe). While Davala agrees that universality is the ideal goal, he believes that it is likely to be most realistic to approach it incrementally, with such targeted universality adopted as an interim strategy. On this point, though, he notes that even complete universality will now seem less “crazy” since India’s Chief Economic Adviser is seriously discussing is it.
The second challenge concerns question of replacement: what existing programs will the UBI replace? Here, Davala is less encouraged–and more concerned–by Subramanian’s recent comments, since it’s unclear which of the “1000 or more schemes” he would propose to replace, and a basic income that replaces too much might leave many of the most vulnerable individuals worse off. According to Davala, INBI’s position is that “the state should combine Unconditional BI with public provisioning of certain basic needs such as education, health, infrastructure, transportation, etc”. He goes on, “A large number welfare schemes that have a well established record of failure should be removed. The crux of the Indian debate will revolve around this. And rightfully so.”

Arvind Subramanian, Chief Economic Advisor to the Government of India, has hinted during an outreach event that the next Economic Survey of India will address the pros and cons of universal basic income.
The Economic Survey is an annual document prepared by India’s Ministry of Finance and presented to Parliament. The survey describes changes and developments in the nation’s economy over the past year, including detailed statistical data, and discusses policy initiatives and the near-term prospects of the economy.
Last week, Chief Economic Advisor Arvind Subramanian spoke to students at an Economic Survey Outreach event in Bhubaneswar. In reply to a student’s question about basic income, he stated:
The idea is gaining a lot of resonance all over the world, especially in India. So you are really on the ball here. In fact, [I] am a bit unhappy with you for stealing the thunder of the next survey because it is going to be one of the big topics (we are going to address in that survey). What are the pros and cons of having an universal basic income?
Asked whether India was ready for a UBI, Subramanian added:
The answer to whether or not we could have a universal basic income could well be a ‘yes’, but under certain conditions. It is always easy to give but very difficult to take away politically. …
Even though ideally you might, say, use this to replace other subsidies, let me guarantee you that when it comes to trying to replace some subsidies there will be a lot of noise. Both in terms of politics and economic[s] there is a whole range of very important things we have to look into, and are going to look at, very carefully.
The Economic Times reports that Subramanian did caution, however, that the exploration of UBI remains an “academic exercise” at this stage. The article quotes:
It is an idea that’s exciting the whole development community around the world, we should not be behind the curve… The job of the survey is to explore new ideas. It is not just what the government will immediately explore.
BIEN cofounder Guy Standing, who has organized past pilot studies of basic income in India, calls the inclusion of UBI in the Economic Survey a “significant development in India”.

An article on basic income appeared in The Hindu newspaper recently and is potentially significant because it was written by a Member of Parliament in the ruling BJP party. Does it reflect possible government policy? No one, including Varun Gandhi, is telling. Moreover, what he means by the “need to talk about basic income” is anyone’s guess.
The article is a bit of a mish-mash of history in North America, but also includes reference to the cash transfer pilots in India. Gandhi makes the usual mention of the 1970s Canadian experiment in Manitoba with a negative income tax, but I think interested readers should examine the more recent work of Evelyn L. Forget, the author of the oft-cited study “The Town with No Poverty: The Health Effects of a Canadian Guaranteed Annual Income Field Experiment.” (The 2008 draft version of this article has an extended discussion of the history of the idea in North America. However, the draft isn’t available on ResearchGate.)
At the University of Manitoba, Dr. Forget has a project that asks the question, “Is MINCOME useful in the development of a Basic Income pilot in Ontario and elsewhere?” She points out that the sociopolitical environment, research methods and policy context are all different now than they were in the 1970s and demanding a critical examination of the relevance of the old experiment.

Mr. Gandhi’s piece extols the virtues of a basic income but overstates his case in a number of areas—village sanitation, access to drinking water, growth of rural employment and the national economy, and the pursuit of happiness. He even makes the startling declaration that with respect to automation and the threat to work “the basic income stands out as a panacea”. With such statements you might wonder if he’s being serious, or aware that he could inadvertently be discrediting the idea with extravagant claims.
India presents complex development challenges and it’s not clear that a basic income is the best or only approach. For example, Joseph Stiglitz, who generally supports the idea of a basic income, argues that targeting the needy is a necessary trade-off when public budgets are tight. And, I wonder, when aren’t they tight?
India is home to more than one-third of the world’s stunted children. If current trends continue, by 2030 India will have the world’s highest global burden of under-five year old deaths (17 percent). It has more poor people in absolute numbers in eight states than the 26 poorest sub Saharan countries combined. The main reason for extreme poverty in rural areas lies in the still largely agrarian economy and its very low productivity due to small landholdings and underemployed farming labor. Droughts have also taken their toll. People resort to informal agricultural work because there is no alternative, or landowners need to supplement their incomes and join the landless in seeking wage labor. It is estimated that 5.5 percent of a country’s GDP will be required to provide education for all by 2030, yet in 2012, India invested 3.9 percent. Corruption is endemic.
With such a constellation of issues, interventions can quickly get complicated, producing tensions between targeted transfer approaches and universal approaches. Nutrition is one example. Pakistan is modifying its unconditional cash transfer program (the Benazir Income Support Program) so that it can better respond to—read target— the nutritional needs of women and children.
India currently addresses the underlying determinants of nutrition—food security, rural livelihoods, and sanitation—with a smorgasbord of programs that include the Public Distribution System, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), and the Swachh Bharat Mission. These centrally sponsored programs are then delivered by state governments, where there are risks of corruption or of states simply not prioritizing nutrition.
Others argue that without targeting for health, households will not get around to malnutrition or education. At the same time, studies confirm that health deficiencies lead to cognitive deficits and experts recommend that health and cognition be addressed in tandem to potentially reinforce each other.
But out-of-pocket health expenditures, especially for non-communicable diseases (NCDs) can impoverish Indian households. A recent systematic review of the global impact of NCDs on household income (Jaspers et al., 2015) found that cardiovascular disease (CVD) patients in India spent 30 percent of their annual family income on direct CVD health care.
Finally, providing equal amounts of finance on a per pupil basis is not necessarily a formula for equitable education funding. For children who enter an education system with disadvantages associated with poverty, gender, disability or ethnicity, more resources may be needed to achieve opportunities equivalent to those enjoyed by more privileged children.
