On 31 August 2022 Clarification of the Basic Income Definition’ Working Group’ will hold its 6th Open Forum led off by a presentation by Dr. Ali Mutlu Köylüoğlu on “A NON-SEIZABLE Income and A SCORECARD concept for Evaluation of Basic Income Schemes”.

Really interested in the idea of a scorecard for future (past?) Pilots as how a pilot follows the concept and so forth ie a “BIEN score of 6” out of 10, ect.
Any evaluation of a BIEN scheme.must go into the objectives of the specific scheme and measure the extent to which the objectives have been achieved on.a rank of 1 to 10.After the scheme has been ranked in terms of its objective achievement,the impact of the scheme on the target group needs to be evaluated .on.a ranking of 1to 10.
A comparison of the two ranks will lead to interesting conclusions on the overall efficacy of the scheme and help policy makers make corrections in the designand implementation of BIEN schemes.
i hope a scorecard shouldn’t be only on ‘philosophic’ definitions as in defense of valid goals, but take in account existing schemes hardly discussed, giving additional income where negotiated out of basic income efforts.
doing more for who need income most should also result result in ‘scorecard points’, as it reduces indirectly the cost of a filospphically defined strategy.
further i believe in additional scoring for efforts to reward good scoring…
(belgium has a kind of label, measuring efforts partly on social income, partly on sustainability factors: such efforts also are contributing to lower the cost and/or effect of a basic income in function of social inclusion…
I think the clue is in the terminology.
I do not understand how any of these schemes show much or any light on the desirability of UBI.
The clue is in the word: universal.
UBI is for two main purposes, first basic guaranteed security, second, if it is considered desirable, redistribution of wealth.
I am vehemently in favour of both.
This is not an academic exercise, it is a political fight.
