A Critical Poverty Eradication Experiment in Kenya

This January, we discovered an extraordinary pioneer effort towards poverty eradication in poor rural villages in Kenya: the transfer of Universal Basic Income (UBI). Through the initiative of GiveDirectly, an institution created by four graduates of Harvard University and MIT, Silicon Valley institutions and other organizations contributed to the formation of a US$30 million fund to benefit about 20,000 Kenyans in the most important and thorough study about UBI in history. In the visits to rural villages in the Kisumu and Siaya areas, reports were unanimous in stating that with UBI contributed to a significant improvement in the quality of life of all the beneficiaries.

Upon learning that GiveDirectly was carrying out this experiment in Kenya, we decided to write a letter to them, in which I (Eduardo) introduced myself as the author of the Brazilian Law 10.835 / 2004, which establishes the implementation, in stages, the UBI for all people in Brazil, including foreigners residing here for five years or more. As honorary co-chair of BIEN (Basic Income Earth Network), I said I would like to know about the experiment. This request was accepted by Caroline Teti, GiveDirectly’s external relations director in Nairobi.

As soon as we arrived in Nairobi, we met with her and started a dialogue with the coordinator of a team of 34 people who work in the call center. The call center is responsible for the quarterly contacts with each one of the 21,000 adult beneficiaries of the UBI experiment. In 2016, GiveDirectly started the pilot to provide a UBI payment in Kisumu, Siaya and Bomet counties. More than 630,000 people in these counties live below the poverty line, defined by the Kenyan government as less than US$15 a month per household member, in rural areas, and $28 a month per household member in urban areas.

For the execution of the experiment, 295 villages (14,474 residences) were randomly selected, divided into four groups:

  1. Control Group: 100 villages that do not receive payments;
  2. Long-Term UBI: 44 villages in which adults (over 18 years old) receive sufficient income for basic needs, about US$0.75 per day, or $22 per month for 12 years;
  3. Short Term UBI: 80 villages where adults receive sufficient income for basic needs, about $0.75 per day or $22 per month for 2 years;
  4. Lump Sum UBI (or UBI Cash Payment): In 71 villages, families receive UBI in the fixed amount of US$1,000 divided into two payments of $500.

The transfers are made through M-Pesa, a mobile money service created in 2007 by Safaricom, a Vodafone telephone company in Kenya. The platform enables financial transactions that are safe, fast and cheap through a cell phone, such as deposits, transfers, and savings. The platform does not need a bank account.

Small retailers in rural villages across the country were trained and became agents of M-Pesa services. Beneficiaries can withdraw money or shop at accredited establishments in all villages in Kenya. Those who did not have cell phones were able to purchase a low-cost GiveDirectly device. Today, 80 percent of the country’s adult population has a cell phone.

From the visits to the beneficiaries of the Kenyan experiment of UBI, we can say that the improvement in the well-being of the people is very significant. This was what we were able to witness in all the residences we visited and in the dialogue with beneficiaries of UBI. Mothers and fathers spoke of the concern to prioritize the education of children and adolescents, ensuring attendance and completion of school. This became possible due to UBI, which even helped in the hiring of auxiliary teachers. In general, our respondents stated that they were better fed and had access to a greater variety of foods.

The benefit of the UBI resulted in people being able to work more intensely and productively, especially because they were able to acquire better working equipment, such as tools, motorcycles to transport people or make deliveries, livestock (goat and cattle) to supply meat and milk, fishing equipment to get more fish in the lake to sell them, land purchasing for vegetable and fruit trees planting. These activities directly increased their income. Some families have invested in systems to better capture rainwater or solar energy collectors in order to have electricity. Households purchased better furniture, such as mattresses, sofas, tables, chairs and small electrical appliances, such as a stereo or radio. Straw roofs have been replaced with steel that contains gutters.

It is important to note that we do not perceive any use of alcohol or other drugs. A study by Innovation Poverty Action1, IPA, corroborates our observation since there was no increase in spending on tobacco, alcohol or gambling. The impression we have goes in the opposite direction; behaviors based on solidarity and cooperation between individuals have been reinforced.

Perhaps most remarkable was the redefinition of gender roles. Because women also receive the benefit, we hear from them how they feel freer in deciding where to spend their money, and we record reports of how couples have come to the table on UBI payday to talk about the household budget. Households frequently organize groups to pool money for a larger purchase or to assume a higher value expenditure. In Kenya, polygamy is allowed. We sometimes see that the UBI contributed to greater solidarity between the wives of one husband, and even between his widows and children.

The agility and speed provided by the digital income transfer system were also fundamental. Each beneficiary is notified by SMS when the transfer is made, being able to make purchases in the M-Pesa accredited establishments, or if she prefers, to exchange the credit for money.

Another important development was numerous reports demonstrating a noticeable decrease in violence against women and other criminal acts, such as theft in the villages. The direct income transfer done in this way has avoided incorrect procedures and corruption.

On our last day in Kenya, we visited Mama Sarah Obama, Barack Obama’s grandmother, at her farm in Kogelo, another rural village. At first, we would have only three minutes to be with her because of her age, 98 years, but we talked with Mama Sarah and Obama’s aunt, Marsat Oniango, for almost 30 minutes. Enthusiastic about the conversation, they assured me they would send President Obama a letter that I had with me, the same one I had handed to him on October 5, 2017, during a lecture in Sao Paulo.

I spoke of my enthusiasm when I watched on TV the homage Obama paid to South African President Nelson Mandela on his 100th birthday in the packed stadium of Johannesburg. In that speech, the former US president made an important statement, expressing concern about “artificial intelligence that is accelerating. Now we will have automobiles without drivers, more and more automated services, which will mean the need to provide work for all. We will have to be more imaginative because the impact of change will require us to rethink our political and social arrangements to protect the economic security and dignity that comes with work. It’s not just money that a job provides. It provides dignity, structure, a sense of place and purpose. And we will have to consider new ways of thinking about these problems, such as universal income, review of working hours, how to train our young people in this new scenario, how to make each person an entrepreneur of some level.”

I concluded by expressing my certainty that this positive experiment in the Universal Basic Income in the country of Obama’s father and grandfather, whose graves we visited on the grounds of Mama Sarah’s house, will resonate very favorably throughout the world.

The fact of having experienced a real immersion in the subject of Basic Income in such a short space of time and in two very different dimensions, that is, the theoretical academic approach of the conference in Cambridge and the opportunity to make field observations during our visits to Kenya, provoked a series of reflections, which made me desire to act.

The trip was made throughout the month of January 2019, coinciding with the inauguration and first month of the government of Jair Bolsonaro. The campaign of the victorious candidate in the 2018 election, his statements after confirmation of his election and the movements of the transition process between the Temer government and the new occupants of the Planalto indicate that the new government has an economic agenda that is based on intentions to resume growth and development of the country, generate jobs and guarantee some stability in public accounts. Despite the fact that I belong to the party that opposed the Bolsonaro candidacy, I believe that certain principles of equity, income distribution, and assistance to the most excluded are values of democracy that are not exclusive to this or that political aspect. So I decided that it was time to warn President Jair Bolsonaro, Minister of Economy Paulo Guedes and the Special Secretary of the Federal Revenue of Brazil Marcos Cintra Cavalcante de Albuquerque about the pertinence to take the steps towards the Citizenship Basic Income.

Soon after coming back to Brazil, I wrote a letter to these three government officials who had just taken their first steps and offered two copies of works that I believe are fundamental to understanding the concept of basic income: My book “Citizen’s Income: The Exit is Through the Door,” and “Basic Income – A Radical Proposal for a Free Society and a Sane Economy” by Philippe Van Parijs and Yannick Vanderborght, which contains a foreword by myself.

In my argument, I stress the fact that Law 10.835 / 2004, which establishes the Citizen Basic Income, Universal and Unconditional, was approved by all the parties in both houses of the National Congress, including by the then deputy Jair Bolsonaro. I reminded the President “in case the President of the Republic wishes to comply with Article 3 of the Constitution on the fundamental objectives of the Republic of Brazil, in a manner compatible with what is expressed in its program of government, to guarantee a minimum income for all Brazilian families, as liberal thinkers like Milton Friedman argue, the most effective way to do so will be through the implementation of the Citizenship Basic Income, a concept that Friedman considered another way to apply the Negative Income Tax.”

In the letter, I also summarized some up-to-date information on the subject, such as the fact that today “more than 40 countries are debating, conducting experiments and considering the implementation of Unconditional Basic Income.” I briefly reported on the visit I had just made: “The results so far are highly promising, as I found out in person. Brazil would have all the conditions to carry out local experiments, as indeed has been the desire of several municipalities like Santo Antônio do Pinhal, Apiaí and Maricá. In the City Council of São Paulo, a Law Project of Mayor Fernando Haddad is in process, already approved in the Commissions of Constitution and Justice and Public Administration, to establish, in stages, UBI in cooperation with the state and federal governments.” Finally, I suggested that a Working Group, possibly coordinated by IPEA, to study the steps towards the Citizenship Basic Income. I stated that I had already spoken with both the Perseu Abramo Foundation of the Workers Party and the Fernando Henrique Cardoso Foundation, linked to the PSDB, who have already been willing to discuss basic income with the newly elected government.

The letter, as well as the volumes, were delivered to Marcos Cintra Cavalcante de Albuquerque, current Special Secretary of the Federal Revenue of Brazil, with whom I had a hearing on February 1, 2019. At the same time, I delivered a letter to the then president and future president of IPEA, Ernesto Lozardo, and Carlos Von Doellinger, detailing how this Working Group could be constituted and reporting my dialogue with former President Fernando Henrique Cardoso during the electoral process. “Given that a number of Presidential candidates were in agreement with this objective, we could very possibly meet the various economic teams of the various candidates to work on this subject.” Sérgio Fausto, the working coordinator of the FHC Foundation, suggested that this meeting should be held after the elections in the first half of 2019.

On the other hand, Márcio Pochmann, President of the Perseu Abramo Foundation, accepted the proposal to create a Working Group for this purpose, and two meetings of this group have already been held. I believe it will be common sense for IPEA to coordinate the efforts of these various institutions linked to the parties whose candidates have made proposals to do this.

It is up to the Government to take the suggested steps.

As interest in UBI has exploded in recent years for many positive reasons, including the United Kingdom’s disastrous new “universal credit” policy, three major issues remain that are almost universally neglected. First, a modest ‘affordable’ UBI could not raise non-working individuals or households above poverty, even in addition to existing, means-tested benefits. Second, UBI alone would effectively subsidise low-wage and low-quality jobs, reducing pressure for improvement. Third, meaningful work is essential to well-being for most people, but unattainable for two million discouraged workers who want to work but have given up looking for work, as well as the officially unemployed (and those with inadequate jobs) – a major cause of unhappiness.

As we argue in Prospect, a public sector job offer (JO) at minimum wage, combined with a UBI of £3,000 to £4,000 per year could raise all households above poverty when combined with improved disability and housing benefits. Urgent and growing needs for care of an aging population and improvement of deteriorating infrastructure would ensure meaningful employment for all who took up JOs, with appropriate training when needed.

Such a modest UBI as proposed by Stewart Lansley and Howard Reed for Compass, and many others in the UK, could be partially funded by abolishing the regressive personal tax allowance. It would replace some means-tested welfare measures, though disability and housing benefits should remain and need augmenting. The additional cost of JOs is modest, only about £28 billion, which is around 11 percent of total welfare spending for 2 million full-time JO workers, less than total cuts in welfare spending under austerity measures since 2012.  As a result of these cuts, child poverty has risen to 30 percent, and the UK holds the worst record in Western Europe. Child poverty has severe negative consequences for the entire life course of those affected.

By providing good working conditions and career advancement, our JO would set standards for minimum wage employment which could not be undermined by common current practices such as demanding unpaid overtime, since those affected could always credibly threaten to quit. Such a general improvement of working conditions would not greatly disrupt existing labour markets, in contrast to the high–wage job guarantee discussed in the US by prominent Democrats, promising to double the minimum wage. This would likely generate excessive uptake in public employment, causing substantial inflation, followed by restrictive government policies. Such a policy would not compensate for the unpaid work done mainly by women in the home as caretakers for children and the elderly.

JOs for all who want to work would be part of the framework of a Green New Deal (GND), now proposed by figures in America’s Democratic party, such as Alexandra Octavio-Cortez. This would involve greatly increased investment in the urgently needed transition to a carbon-free economy by 2050, which is essential to avoid catastrophic climate change. Such a GND could generate full employment similar to the mobilization in World War II but would require higher taxes on the rich for long-run funding. Though such tax increases would face strong political opposition, this would in turn help to reduce extreme inequality and all its negative effects.

“You should not discuss Basic income in Russia. You should not implement pilot projects in the country,” a representative of the Russian government preaches to Russian citizens. He is an adviser to the Analytical Center of the Russian government.

On November 14, 2018, a conference was held in Moscow: “Basic Income: is it a prologue to social policy of the 21st century?” In the best traditions of «Russia Today», the English version of the conference was framed as: “Basic Income as a prologue to social policy of the 21st century”. Thus, Russian society was initially forced to doubt the need for implementing basic income.

The organizers for the conference were: The Institute for Social Policy of the Federal State Institute, National Research University’s Higher School of Economics, the European Dialogue group,  and Russia’s Friedrich Ebert Foundation. This is one of the first international conferences on basic income in Russia. The Russian public was very interested in the experience of other countries.

A panel discussion was moderated by Peer Teschendorf, the Director of the German Friedrich Ebert Foundation in Russia. The speakers for the panel included:  Miska Simanainen, KELA (Finland) – “Experiment with basic income in Finland”; Giuliano Bonoli, University of Lausanne (Switzerland) – “The 2016 Swiss referendum on basic income”.

Presentations by Russian speakers gave new insight from the Russian point of view. These speeches included: “Basic income and goals of reforming social assistance systems”, “Transformation of compulsory pension insurance: the next paradigm is the unconditional basic income”.

In general, the conference ended like the old Soviet joke: “Whatever Russians do, it always turns into Kalashnikov`s AK-47“.

Participants brought many arguments in favor of basic income, but the organizers made the opposite conclusion: Basic income is not necessary for Russia. The organizers argued it is better to increase targeting of social support; in authoritarian regimes, since the president is always “good,” something like basic income is “not necessary”! This was the expected conclusion from a state-run university and “experts” dependent on the state budget.

“Experts have already moved far away from a primitive understanding of basic income as a guaranteed payment to all members of society regardless of the level of their income, employment, health status, and other factors,” Russian organizers said.

Solovyev Alexander SM “Basic Income Russia Tomorrow” spoke in favor of the need for the widest and most open discussion of basic income in Russia, as well as consideration for Russian pilot projects. Experimentation is essential to grasp the truth. The world’s support of basic income is constantly growing: US presidential candidate Andrew Yang, former US President Barack Obama, Facebook founder Mark Zuckerberg, Tesla founder Elon Musk and many other prominent figures from across the world have expressed interest and support in UBI.

Solovyev emphasized that BIEN and “Basic Income Russia Tomorrow” consider universalism and unconditionality as the main principles of basic income.

We would like to believe that Russian citizens, the scientific community and government officials will understand the importance of basic income for Russia. Basic income is really “a prologue to social policy of the 21st century”. Only the implementation of basic income will provide an opportunity to reduce social tension, eliminate social inequality, ensure equal rights for citizens, reduce poverty level and corruption in the country.

For Russia of this century, UBI is an essential policy.

Canada: Event on Guaranteed Livable Income and Sustainable Futures

How can a guaranteed livable income help us to live equitably, sustainably, and peacefully? This was the central question explored in an event hosted by Sarah Mah and Thao Hoang of the feminist grass-roots organization Asian Women for Equality on the International Day to Eradicate Poverty on October 17, in Montreal, Canada.

Mah served as the moderator for the evening. She initiated the panel discussion by calling attention to the relationship between environmental sustainability, women’s rights, and a guaranteed livable income.

“We host these panels as feminist platforms for discussions about guaranteed livable income to bring academia, grassroots, and frontline groups together…to bring different fields together and build alliances and shared theory with each other,” Mah said.

In light of the recently published Intergovernmental Panel on Climate Change report on the severity of climate change, she described how rapidly changing climate conditions disproportionately affect the most vulnerable and marginalized groups in society, especially women.

“Women are already vulnerable to male violence and exploitation, and this is made worse in climate-change induced natural disasters,” she said.

The first panelist was Rob Rainer of Basic Income Network Canada. Rainer argued for a paradigm shift in which basic income plays a central and inherent part. Shedding light on the already existing forms of basic income-like programs in Canada such as the child tax benefit and old age security, he drew attention to the emotional and financial security these that these programs already provide for large segments of the population. He argued that a basic income has the potential to promote and encourage citizen engagement in environmental protection.

“By ensuring or improving one’s economic security, basic income decouples such security from attachment to the paid labour market and supports the pursuit of non-market work that actually may be far more important for community well-being, sustainability and survival,” Rainer remarked.

For example, people might engage more in local food production, urban farming, and citizen wildlife monitoring and what about the simple, yet incredibly impactful, act of picking up the tons of plastic on our beaches and in our oceans. Yet, as Rainer pointed out, “it’s difficult to participate in this when you are struggling for survival.” A basic income could allow us to engage more sustainability with our surrounding environment, and pour more of our energy and presence into conserving, caring for, and protecting our planet.

Panelist Cathy Orlando from the Citizen’s Climate Lobby, a non-partisan, non-profit organization, spoke further on the connection between environmental sustainability and a guaranteed livable income. Orlando began by showing how our pursuit for a just, peaceful, and equitable world is inextricably connected to the environment. She zeroed in on the carbon fee and dividend policy as a very promising approach for climate justice, poverty alleviation, and re-distribution of wealth.

A carbon fee and dividend scheme is often likened to a “Robin Hood climate tax” which taxes carbon polluters, and gives the revenue back to citizens in the form of a monthly check (the dividend). It is a way of re-distributing wealth that works to discourage fossil fuel use, spur clean energy investment, and reduce CO2 emissions. The common thread, Orlando argues, is the analogous nature of the carbon dividend and basic income – which are both aimed at redistributing wealth to the poor. This, she remarked, “reduces inequality [as] the poor are more carbon virtuous inherently and the top one percent of earners in Canada consume six times as much as the bottom ten percent.”

After the panelists’ presentations, a conversation took place between the panel and various community respondents including Sean Devine of Revenue de Base Quebec, Vincent Duhamel from Climate Justice Montreal, Paul Clarke from Réfugiés Montréal and Penny Beames, organizer of McGill’s Sustainability Research Symposium. They explored further aspects on guaranteed livable income and a sustainable future. Among the issues raised was the question of how refugees figure into the discussion of a Canadian basic income – an important question in lieu of the millions of people who are, and will be, displaced because of climate change.

For instance, members of the panel agreed that basic income should be granted regardless of immigration status, which Mah noted is a position held by the organization Asian Women for Equality. Another issue brought up was how a basic income would render people less prone to over-consumption. In response, the panelists reflected that a basic income could provide stability, allow self-reflection, and strengthen social networks. They offered this as a possible explanation as to how guaranteed livable income might counteract over-consumption – a central issue in any conversation about sustainability.

In the end, the discussion highlighted the opportunities and challenges of a policy approach that would promote granting people an equal share of the wealth, and perhaps also protect the health of our environment.

The relationship between poverty and the planet is complex, which raised a myriad of questions and concerns, such as the potentially harmful impacts of ‘clean’ energy sources like land loss and displacement of vulnerable peoples, children’s rights, and the broader issue of how this relates to, or challenges, the existing paradigm of economic growth. Nonetheless, the panel discussion helped to shed light on some of the ways in which a guaranteed livable income might help us live more sustainably, addressing issues of climate justice and the protection and empowerment of society’s most vulnerable. Mah noted that Asian Women for Equality “sees it as a fundamental shift away from our culture of maximized profits, consumerism and exploitation, toward a world of mutuality, beneficence, and sustainable living – both for people and for the environment.”

Perhaps, more of us have begun to envision what this peaceful, equitable, and sustainable world will look like going forward.

Basic Income is a radically different and yet elegantly simple notion that has been around for decades: all citizens should have an income and be allowed to maintain their dignity, simply because they are citizens in a society that is prospering. In social policy terms, this idea can be put into action by giving unconditional cash payments to citizens. In the 60s and 70s, there were several long-term Basic Income policy experiments in the USA and Canada. The goal of these experiments at the time was to see if giving people money would be a disincentive to workforce participation. In the end, there was only a very small reduction of work participation among the subjects. In the USA women worked fewer hours per week, an understandable consequence is given that there were on average 4 children per family in the study group. Young men in Canada reduced their work participation, but high school completion rate increased, with stipends enabling the pursuit of higher levels of education. Furthermore, there was an increase in divorce rates, which was the main motivator to take BasicIncome off the table at the time, but looking back seems like it was not such a bad result, Basic Income was shown to empowered women in difficult situations to be able to exit those situations.

BasicIncome has recently returned to vogue, and Canada was, until recently, conducting an experiment in the province of Ontario, led by the of the Liberal government. It was a pilot program guaranteeing an income to 4000recipients in the region an and was supposed to last three years, but it was abruptly canceled in July 31st 2018, by the newly elected Ford administration. There have been many reactions to the cancellationof this pilot program, including a class action suit filed by fourLindsey residents, represented by lawyer Mike Perry. The Basic Incomerecipients in this class action are arguing that they “made plans to improvetheir lives when they signed up for the pilot in April last year, providing thegovernment with detailed personal information to be approved and expecting thepilot to run its three-year term.” It also seems like a breach of basic socialresearch ethics and complaints have been filed to Veritas, the company the previous government hired to ensure ethical standards are metin the conduct of research involving human beings.

On the aftermath of the cancelation, and as a reaction to it, photographer JessieGolem, also a recipient in the experiment, started a portrait series named Humans of Basic Income, depicting photos of Basic Income recipients displaying placards with their stories handwritten on them. We spoke to Jessie about her experience as a recipient of the Ontario Basic Income trial and about her own experience as a recipient and her perspective on the Basic Income pilot that gave rise to her portrait series.

I grew up in the small town of Hanover, Ontario. I’m quite lucky and privileged that I’m actually quite close with my family and had a stable childhood. My parents are still together, and I grew up in the same house and attended the same elementary school and high school. We were not rich, but we were always provided for, and my childhood was happy, stable and peaceful. I went to school at University of Waterloo, majoring in Religious Studies. I was also quite religious at the time and lived at a bible college in Kitchener, but I don’t consider myself religious anymore, and actually have an article published on the Huffington Post on the reasons behind that decision. Later, I moved to Hamilton, and while in Hamilton I went to school at George Brown College in the Assaulted Women’s and Children’s Counselling and Advocacy program. I explored a number of careers, including youth pastor, piano teacher (I’m a classical pianist) and social worker, but I currently work as the Operations Manager at Photographers Without Borders, and hoping to expand my career as a photographer, storyteller, and writer.

What was your work life like before Basic Income?

I’ve had numerous jobs in my life. I have worked as a cleaning lady, I’ve worked in retail, I’ve ran kids programs and day camps and worked as a dog walker. I’ve always worked/volunteered for not-for-profits in different capacities my entire adult life. Prior to receiving Basic Income I was working as a dog walker in the mornings/afternoons, teaching piano in the evenings, and in the time in between, working at Photographers Without Borders, and working to book photography projects and grow my own freelance photography business. I had no free time. I often wouldn’t be able to get home to cook myself dinner, and I’d often find myself up until late in the night working on projects and applications.

What is Photographers Without Borders?

Photographers Without Borders (PWB) is an international non-profit that amplifies the stories of grassroots organizations all over the world by sending volunteer photographers and videographers to document the work they are doing. The organization is able to receive this footage to build their own capacity, while PWB also brings awareness to these issues through a robust social media, a print magazine and online magazine, and a video series. I have volunteered at PWB for two years, and we are on the brink of realizing some tremendous growth which would expand our capacity as an organization, and potentially offer paid positions to staff. BI gave me the time to devote to PWB full-time in order to realize that vision. Losing BI means I will have to reduce my capacity at PWB.

How did your plans get foiled by the cancelation?

I had plans to work full-time at pursuing photography and building my business to a point where it’s self-sustaining, as well as develop my capacity at PWB and help to grow the organization. I will now have to return to having multiple jobs.

Even though it was canceled, do you think that there were positive consequences for you personally from having participated in the program?

Yes. I have now experienced what living and pursuing photography full-time feels like, and I’m very excited about this life, and don’t want to return. I have used the cancellation to pursue a portrait series, and I believe this experience has made me bolder, and less afraid of taking risks in order to succeed. I threw myself into the portrait project without a lot of thought, andI’m lucky for all the miracles along the way that has kept this project alive. I’m less afraid of the consequences, and more passionate about amplifying the stories of the people I have met on this journey, who have become friends.

What do you say to critics who accuse you and others in the project of being “parasites”?

I believe this kind of dehumanizing language is extremely dangerous and opens up the opportunity for violence. With language such as “parasite” it strips a person of their humanity, saying they are only human if they contribute to the economy financially. If they are unable to do so, they aren’t human, they are parasites. In history, when dehumanizing language is used against a group of people, it allows for the justification of violence, because this person is seen as “the other” or “less than human” and therefore less of a person than the one holding the prejudice, and this allows for violence. It’s this dehumanizing language that has, historically, caused genocide and holocausts. Furthermore, this was a pilot project, and even those opposed to BI would benefit from the results of the project, so they can use the facts and data obtained to justify their opposition. And 70%of the people on the pilot project had/have jobs, myself included. Anyone who wasn’t working wasn’t doing so because they were lazy but do to physical and mental disabilities that prevented them from working.

Do you think a pilot that included more income levels and a more gradual take back rate could avoid this accusation?

I’m not sure. I think the stigma against people in poverty is only really growing, especially in this area where political views between the left and right are becoming so far divided. You still see name-calling and dehumanizing language used to describe people of opposing political views, and you see this from both liberal and conservative-minded people. It would be interesting to see what a pilot focused on a wider range of income could do and how it would affect people. I did like that Ontario focused on low-income people, because it was a study attempting to address and come up with a solution to a social service system in Ontario that I now know is deeply broken, and keeps people in poverty. It would be interesting to see a pilot focused on a wider range of incomes, however. A multi-faceted, nuanced approach would be really great to see, where different income levels in different areas, and different types ofpilots are examined. We do see this right now – there are Basic Income studiescurrently taking place in small communities and pockets all over the world.

What do you think is the main purpose of the pilots?

There are so many purposes for the pilots, but one of the bigger ones I see is that we need to examine the future of economics in our society, as the rise of AIand technology changes the future of work, and in many cases, increasingly replaces the need for human work. This is an economic change as big as the Industrial Revolution that will be realized in our lifetimes. Humans don’t need to work in a factory if a robot is doing the work, online banking has replaced the need for bank tellers, self-serve check-outs in grocery stores and kiosks in fast food restaurants have replaced cashiers, thus many industries which were so heavily reliant on human work are increasingly no longer needing humans. The question of how one works, and how one derives an income and contributes to the economy is a tremendous question to ask – it is imagining a new world. Increasingly, the issue of climate change and globalization will also affect the future of economics. A Universal Basic Income is just one idea, but it’s worth examining. Right now we are only in the stages of speculation, but research and pilot projects would be able to drive the conversation forward, answering important questions while unearthing new ones. The pilots can absolutely measure the cost benefits – how much money is saved in healthcare costs if people have access to good healthy food and don’t develop long-term health problems? What is the cost benefit if a person is avoiding committing crimes and the ensuing consequences because they have all of their basic needs taken care of? And I think it’s important to analyze different models of Basic Income because the economic needs of communities all over the world are vastly different from one another. I think what a Basic IncomeProgram in Ontario looks like can’t and shouldn’t look like what a Basic Income Program would look like in another country, or even in another part of Canada. Different areas have different economic needs, which is why I’m glad to see so many projects taking place all over the world that are trying out different models of Universal Basic Income.

In your opinion, was the pilot working in getting people to improve their situations, including your own experience?

Having a Basic Income improved my life. Everyone I’ve talked to were improving their lives, and these improvements were small, but noteworthy steps to living better lives out of poverty – lives with dignity. Small things like the ability to afford to buy new clothes, or buy healthier food at a nicer grocery store, or be able to pay bills on time. The amount was small – if someone wanted to use Basic Income as a disincentive to work, they could, however, they would not be living a nice life. It was enough to get a leg up out of poverty – move into safer housing, get a better job, and live better lives, contributing to the economy. The cost of poverty on a person’s mental wellbeing is staggering – the amount of mental energy it takes to survive will actually reduce a person’s IQ. If all their mental energy is concerned with how they will pay the next bills, where they will find food, how they will pay for health care, etc. there is no time for one to dream of bigger pursuits. I saw Basic Income buying people that precious time. To give that to someone, and then take it away with no warning, and little information, and no reason based in fact, is simply reprehensible.

The Basic Income movement is still going strong, despite the Ontario Pilot’s cancelation. In Canada, activists are fighting to take the pilot to a Federal level, and to finish the research that was started. At the time of the cancelation, there was no data analysed by the pilot, all we have are the stories of the recipients as told in Jessie’s portrait series and on a website called Basic Income Voices. These stories are powerful and provide a window into how Basic Income can bear positive, life-changing benefits for its beneficiaries. The future is here and the time to explore policy solutions is now.
