Glenn Drover, Allan Moscovitch, and James Mulvale, “Promoting Equity for a Stronger Canada: The Future of Canadian Social Policy”

Canadian Association of Social Workers (CASW) published their report titled “Promoting Equity for a Stronger Canada: The Future of Canadian Social Policy.” A co-author is Dr. Jim Mulvale, Dean of Social Work at the University of Manitoba and Vice-Chair of Basic Income Canada Network.

Pages 10-22 of the report focus on “income equity” generally and basic income specifically: this section defines basic income, summarizes basic income’s history in Canada, flags key practical matters, discusses costs and the need for federal leadership, and includes CASW’s recommendation “that the federal government initiate a process to review and renew the income security system in Canada with a view to the possibility of developing a targeted and affordable basic income.”

This report provides introductory information on basic income within the Canadian context. CASW’s recommendation may mark the first time a national professional association in Canada has voiced its strong support for basic income.

CANADA: Liberal Party members vote in favor of two resolutions supporting Basic Income

At the Liberal Party of Canada’s biennial convention February 20-23, 2014, held in Montreal, party members voted in favour of two policy resolutions in support of basic income. Resolution #100 was passed as one of 18 “priority” resolutions: see Creating a Basic Annual Income to be Designed and Implemented for a Fair Economy. Resolution #97 was passed as one of 14 resolutions stemming from convention workshops: see Basic Income Supplement: Testing a Dignified Approach to Income Security for Working-Age Canadians. The 32 resolutions passed at the convention (out of more than 160 brought to the floor) are not binding upon the Party’s leadership. However, there is a requirement for the leadership to respond to them. At the least, it is apparent that within the Liberal Party of Canada, as also within the Green Party of Canada, there is explicit openness to and support for basic income. We are aware, too, of degrees of support for basic income within the Conservative and New Democratic parties. This demonstrates once again basic income’s appeal across the political spectrum.

The BIEN Congress 2014 now invites proposals for individual papers, themed panels of up to three papers and discussion roundtables that cover any aspect of the justification, design or implementation of basic income. The DEADLINE for proposals is Monday 13 January 2014.

The BIEN Congress 2014 will take place on 27-29 June 2014 at McGill University (Montreal) on the theme of “Re-democratizing the Economy.” A pre-conference workshop focusing on political strategies for pushing BIG on the agenda in Canada and the United States will take place on 26 June as part of the 13th annual North-American Basic Income Guarantee (NABIG) conference.

The Basic Income Canada Network / Reseau Canadien Pour Le Revenu Garanti (BICN) has announced some of the keynote speakers for the Fifteenth Congress of the Basic Income Earth Network (BIEN). BIEN has held a Congress every second year since 1986.

The 2014 congress will take place at the McGill Faculty of Law in Montreal, Quebec from June 26th to June 29th, 2014. The theme of the 2014 BIEN Congress is “Re-democratizing the Economy”. The congress aims to engage BIEN’s affiliate networks and the public in a sustained discussion about the role of a basic income guarantee in re-democratizing the economy, nationally and globally.

The following speakers have so far agreed to join the discussion:
