Evelyn Forget/Northern Institute publish new report on BIG

A new research report from the Northern Policy Institute (NPI), a Canadian think-tank based in Ontario, has put forward an argument that Canada would benefit from a basic income guarantee.

The report is authored by Professor Evelyn Forget of the University of Manitoba, who also holds the post of Director at the Manitoba Research Data Centre. She details a potential system for implementing basic income, as well as examining ways in which it could improve current social provisions, and looking at some potential pitfalls and issues around putting a basic income programme into place.

Forget begins by giving an overview of an experiment which took place in Canada in the 70s, called the Mincome project, which she has researched extensively. This experiment involved providing a guaranteed income for three years to all inhabitants of a small Manitoban town called Dauphin. Results included a significant decrease in both hospitalizations and mental health complaints.

Forget goes on to argue that a guaranteed basic income (called a Basic Income Guarantee, or B.I.G., in the report) is eminently affordable for Canada, once it is taken into account that existing income support programmes could be scaled back or done away with altogether. The system which she describes is one of a means-tested B.I.G., reduced significantly for those in regular, reasonably-paid work, and provided only to those between 18 and 65 (this differs from BIEN’s own definition of basic income).

While she acknowledges a number of issues in implementing this (for example, would houses or cars be taken into account as assets when considering who should receive the B.I.G. payments?), Forget also draws her readers’ attention to potential benefits; for example, children from low income families may do better in school due to reduced family stress, and therefore have less need for special, governmentally funded support. She further states that such secondary benefits, while desirable, should not be considered the primary test of whether a B.I.G. has been effective. Forget argues that “It is sufficient to show that the depth and breadth of poverty are reduced, because that is the fundamental purpose of a B.I.G.”

The report concludes: “Now is the time to address, head-on, the challenges and trade-offs that are necessary to create a universal B.I.G. that can meet the needs of Canadians in the 21st century. The challenges are real, but so too are the costs of doing nothing.”

This is one of a series of research reports which have been put out by the NPI on basic income in recent months, in the context of a three-year B.I.G. pilot project which is already being actioned in a number of areas in Ontario. The pilot project is based on a paper put together by Hugh Segal, a former Canadian Chief of Staff, and currently Master of Massey College, Toronto. Ontario Premier Kathleen Wynne said of the pilot project, “For months, we have been doing the background work to explore the idea of a basic income.”

The Mincome Experiment is a documentary that is as much a story about basic income as it is about human socioeconomic evolution throughout the years. Vincent Santiago, the director for the documentary, first heard that University of Manitoba professor Dr. Evelyn Forget was looking for volunteers to digitize the results of the 1970s Mincome experiment. While Santiago did not consider himself an experienced social activist, he was nevertheless keen to study possible measures to prevent government excesses that he believed could lead to growing social inequality and injustices. Santiago was convinced that basic income and open government were foundations that could help prevent social inequality and injustice.

The Mincome experiment and the concept of basic income caught Santiago’s imagination, and he took a passionate interest in seeking out more information. He finally talked to Dr. Forget on April 2014. Another opportunity arose soon after to interview then-Conservative Senator Hugh Segal, a very vocal and strong basic income advocate in Canada. Vincent Santiago read about and researched basic income and talked to economists and others. In the process, he discovered several interesting side stories not widely known, even within Canada.

Santiago wanted to make the Mincome experiment into a documentary. He soon realized there was so much story to be told. He looked into the various forms of basic income and decided the film should be told as an engaging narrative about human socioeconomic evolution. Intertwined into the historical and visionary backdrop is the concept of basic income and its role. Of the film, Santiago said:

While the Mincome experiment is very much the central theme of the documentary, the documentary also looks into other basic income experiments and the various forms and possible implementation. I’ve started calculating the various ways to pay for it and how to implement them.

The promotional trailer created for the crowdfunding campaign asks various questions typically uttered by people who are cynical or against basic income. That is because Santiago did not want to make a film only for those already familiar with basic income. He wanted to create an entertaining and fun documentary that also draws in the skeptics by presenting facts, without shying away from common ridicule and prevailing concerns.

Another project that occupies Santiago’s time is creating a low-cost, no commission fee platform for crowdfunding, curating, and showcasing creative works. With this platform, which first went into development in 2012, Santiago is now launching the crowdfunding campaign for his documentary. The Mincome Experiment project is still a long way from reaching the stated fundraising goal, but the team remains confident the amount can be reached. Efficient use of the funds would allow the project to include more engaging footage and animation for the documentary, ensuring that it will capture and convince audiences worldwide.

Three communities across Ontario have been selected for the Province’s guaranteed minimum income pilot. Ontario will be rolling out a three-year study in late spring and fall 2017. Premier Kathleen Wynne made the announcement with details of the project in Hamilton on April 24th.

 

The stated goal of the pilot on the official website of the Ontario Government is to ”test whether a basic income can better support vulnerable workers, improve health and education outcomes for people on low incomes, and help ensure that everyone shares in Ontario’s economic growth.”

 

The mayors of each community – Lindsay, Thunder Bay, and Brantford/Hamilton/Brant County, expressed hopeful to positive reactions at the announcement that their cities had been chosen to pilot in the project.

 

 

Kawartha Lakes Mayor Andy Letham, which is home to the community of Lindsay, describes precarious work as a cause for concern in his community and admits that the status quo of society isn’t functioning well. “The cost of poverty on people’s mental health is real,” said Letham. “So how to we break these cycles?” Lindsay will host 2,000 of the total 4,000 participants.

 

Thunder Bay Mayor Keith Hobbs, a 34-year veteran of the local police force, described his experience with some members of the community: “I saw the same people all the time, like a revolving door.” Hobbs expressed excitement at the possibility of this project positively impacting the lives of those he had consistently interacted with. Workers and citizens of Thunder Bay have had to reinvent themselves as the region transitioned from industries like pulp and paper to health research institutes, law, and genomics.

Brantford Mayor Chris Friel expressed excitement to take part in a project that will reduce poverty and improve health and educational outcomes. Ron Eddy, the Mayor of Brant Country, stated that he looks forward to observing the results of the project. “The only way you’ll know the outcome is to try it out. So, let’s see what happens,” Mayor Eddy said.

 

Details on the Pilot

 

The basic income pilot will randomly select 4,000 individuals between ages 18 to 64 that meet certain criteria, and provide them with a minimum income despite their employment status. The plan will target populations who are in precarious work positions, those already on social assistance, and the homeless. The program will, however, target mostly the “working poor” according to Ontario’s Minister of Community and Social Services Helena Jaczek. Those receiving a minimum income will be compared to a control group, which will not receive payments. The project will look for outcomes using metrics like food security, health and health care usage, education and training, and labor market participation among others.

 

Recipients of the guaranteed minimum income will receive:

 

  • $16,989 per year for a single person (75 percent of the Canadian poverty line), less 50 percent of the recipient’s earnings from work;
  • $24,027 for a couple, less 50 percent of their earnings from work;
  • An additional $6,000 for those with disabilities.

 

In addition to this, recipients will continue to receive other provincial and child benefit payments.

 

With this version of a guaranteed minimum income, a person earning $12,000 a year would still receive a basic income of $10,989 (subtract $6,000, or half their earnings, from the base amount of $16,989) and therefore receive a total of $22,989. A recipient’s net income will still increase, with the minimum income still active, as earnings from work increase up until around a wage of $34,000, where the payments would disappear. The total cost of the project is expected at $50 million per year.

 

Hugh Segal, a former senator who was consulted for the project, noted in Manitoba’s “Mincome” experiment in the 1970’s that the community saw improvements in health with no drop in employment, and that the potential exists for the government to save money if it replaced the traditional social assistance programs like Ontario Works with a basic income. The Provincial government is also in the early stages of planning a fourth basic income pilot for the First Nations community.

ONTARIO, CANADA: Government Announces Details of Minimum Income Pilot

Kathleen Wynne, Premier of Ontario, announced some long-awaited details of the Canadian province’s pilot study of guaranteed minimum income on Monday, April 24, 2017, including the locations, time-frame, and general design of the study.

The Government of Ontario is preparing a three-year test of a guaranteed minimum income in three regions: the city of Hamilton (southeastern Ontario, population around 537,000), Thunder Bay (northwestern Ontario, population around 108,000), and Lindsay (southeastern Ontario, population around 20,000).

A press release issued on April 24 indicates that 4,000 individuals between ages 18 and 64 will be selected to participate in the study. According to Wynne, participation will be voluntary, but few other details concerning the selection of participants are currently available. Contrary to some initial speculations, it appears that the study will not include a saturation site.

Participants in the study will be assigned either to a control or treatment group. Those in the treatment group will be eligible for the following benefits, to be paid in cash:

  • Up to $16,989 per year for a single person (with the amount reduced by 50% of the amount of any income earned on top of the benefit).
  • Up to $24,027 per year for a couple (with the amount reduced by 50% of the amount of any income earned on top of the benefit).
  • Up to an additional $6,000 per year for a person with a disability.

Although commonly called a “basic income pilot” — including by the Government of Ontario — the scheme to be tested bears several notable differences from a “basic income” as defined by BIEN. First, the amount of the transfer is not independent of household composition: couples will receive a smaller total amount than would two single individuals. Additionally, the amount of the transfer is not constant irrespective of means, but instead decreases with earned income. However, the scheme is importantly similar to a basic income in that receipt of the benefit is not conditional on any type of participation or work requirement (e.g. recipients do not need to demonstrate that they are working or looking for work) and in that no restrictions are placed on how recipients may spend the money received.

More details concerning the precise design of the study will follow, with the Ontario government stating that the province is partnering with Hamilton, Thunder Bay, and Lindsay to ensure that the pilot “is fair, effective, and scientifically valid.” The press release adds: “A third-party research consortium that will evaluate the study will be announced shortly. The province will form an advisory group with research and evaluation experts to ensure that the pilot is conducted with the utmost integrity, rigour and ethical standards.”

The pilot will begin in Hamilton and Thunder Bay later in the spring, and in Lindsay in the autumn.

 

Ontario’s plans for a pilot study of guaranteed income have been a topic of discussion in the basic income community since February 2016, when the province announced plans to fund a “Basic Income pilot” in its budget. Project advisor Hugh Segal, a former Canadian Senator, released the paper “Finding a Better Way: A Basic Income Pilot Project for Ontario” to serve as the focus of discussions on the design of the pilot in November 2016. Segal’s paper clarified that the study would most likely take the form of a negative income tax rather than a “demogrant” (commonly called a “basic income”) in which all subjects would receive a cash grant of uniform amount. Following the release of the extensive discussion paper, the provincial government held a series of public consultations, the results of which were published in March 2017.

Currently, Ontario is the only region in Canada that plans to conduct a pilot of a guaranteed minimum income, although the governments of other provinces, such as Quebec and Prince Edward Island, have also expressed considerable interest.

CANADA: NPO Citizens for Public Justice releases new “Briefing Note” on Guaranteed Livable Income

Canada’s Citizens for Public Justice (CPJ), a faith-based nonprofit organization dedicated to researching and promoting justice in public policy, has published a briefing note on CPJ’s position on guaranteed livable income (GLI) (sometimes also referred to as a ‘guaranteed minimum income’ or ‘guaranteed annual income’). CPJ defines a GLI as an “income security system that would ensure that everyone has access to the basic necessities of life and the means to participate meaningfully in the life of their community” — which encompasses several types of policies, including a negative income tax (NIT), top-up programs, and a universal basic income (here called a ‘demogrant’ as is common in Canadian terminology*).

A long-time supporter of GLI, CPJ has published work on the topic in the past, including an infographic previously featured in Basic Income News (here and here) and a backgrounder report and position paper that were published as two-part feature “Toward a Guaranteed Livable Income” in June 2008. Additionally, CPJ has participated in events hosted by BIEN’s two North American affiliates–the Basic Income Canada Network and US Basic Income Guarantee Network–and, indeed, the organization was a cofounder of the Canadian affiliate at the 2008 BIEN Congress in Dublin, Ireland.  

In the new paper, CPJ re-articulates its position that GLI is “an important strategy for addressing fundamental societal inequities” in Canada. More specifically, it recommends an incremental approach to implementing a nationwide GLI program, expanding successful programs for children and seniors to poor adults of working age. In this, CPJ calls for an NIT or top-up design–which would involve transfers only to the poor–over a basic income or demogrant, which judges to be “prohibitively expensive” even at amounts below the country’s most commonly used low-income levels. Moreover, CPJ recommends that, while benefits should be granted to individuals (as in a basic income), the program should be structured to account for household characteristics (such as numbers of children and caregivers) in determining the amount of the benefit.

CPJ advises the use of pilot studies to determine what specific design of the GLI is most effective at reducing poverty while guaranteeing that no low-income individuals are worse off than under the current system. In doing so, the organization stresses the importance of community involvement in the research.

The CPJ’s new briefing note comes at a time when GLI is in the spotlight in Canada–with Ontario planning to launch a pilot study in the spring of this year. In February 2016, the provincial government allocated part of its budget to a GLI pilot, and the project has been in development since this time. Following the release of a preliminary discussion paper by project adviser Hugh Segal (a former Canadian Senator and long-time GLI advocate), the government solicited public feedback on the design of the pilot. Results from the public consultations were published in March 2017.
